reiskin. i want to thank the community memorandum gers for speaking out ~ members speaking out expanding the [speaker not understood]. seniors and people with disabilities face incredible, incredibly uncertain future given the displacement crisis going on right now. they are about 140,000 seniors in san francisco and as baby boomers like some of you will become seniors very soon, it's going to be increasing -- doubling within a short, like 8-year period from 2004 a we go towards 2020 and 2030. 27% of seniors now live in poverty and struggle with isolation and many other issues as well. people with disabilities face similar issues. 31% of the seniors, many of our surveys and san francisco department of aging adult service studies, say that 31% of the seniors live alone. they face substandard housing and they need support. the city's improved revenues, in speaking with mr. reiskin, and board members, i think is important that it's tied with a tech boom and the he under armour economic improvemen

staff from sfmta including director reiskin is here to give a presentation and to respond to questions about the project itself. the planning department found the pilot plan exempts on 2014. the sfmta board of directors approved the 18 month pilot plan an january 21st an appeal was filed on february 14th accounting. the planning department has prepared a written response. p on that day the appellants filed a written brief that passes the code submittal so a second request was insinuated. my presentation is going to summarize our responses primarily the second request. the issue for a categorical not to deny the appeal or to over turn the departments decision and return the project to the planning department. p the issue is not about the merits of pilot program itself. a little bit about existing conditions and the proposed project today, there 3 hundred shuttle buses and mta estimates 25 thousand muni ridership. and intercity riders are 80 percent of the total and regional are 20 percent they're using white zones and currently they're not permitted to us the bus zones. the pilot progra

[laughter] >> so, this is a very quick summary of the budget, fy 15 and 16 operating capital budget. on slide 3, this is where what we put before you, an operating budget of [speaker not understood] and 96 2 million for fy 16. the individual line item are identified on the slide ~ as well as expenditures, how we are proposing to expend them. as you can see, the majority of our budget goes to transit and it is very equally split on the revenue side between transit fares, general fund transfer, and part b traffic. ~ revenues, and that continues to be the case. we are also proposing to you reserve of 20 million into the two years -- those are the highlights of the two-year operating budget. what is also included before you, though, is something we haven't done before. it is a contingency clause that says in january 2015 we will be before you to review the financial health of the agency. and if at that point you decide to pursue one or all the following items, they include a 7
