>> [inaudible] my experience with the haiti response. in this casey i was working at the deputy principal committee level and working at the white house. but it was really the first opportunity for this administration to work with a very complex response, and then recognizing for us the supported commander was usaid that normally isn't in the emergency response business. so, it was an educational process of how to move forces and yet support usaid and the role of the country team and port au prince. so, it was very informative there. and to back up when we had the first no fooling hurricane that worked its way up the entire gulf coast, the principal committee calls that were generated during the haiti response were then turned around and then bringing all of the governors into a conference call with the president to make sure that all their needs were being met in the advance of a hurricane arrival. so, we really had all of government, from local all the way up to the white house, fully included in that response. but the haiti response w

this shows a lot of different response here. this is our urban search and rescue event that was part of the overall exercise. we had a lot of different partners that responded to this rubble pile. we had urban search and rescue, u.s. coast guard, and this provided an opportunity for our military to work with the federal and state partners there in learning how to interact with their agencies and also being able to learn some of the different capabilities that they have in using their equipment. we also had some medical partners there where they were able to locate and evacuate the medical patients and that also showed a great partnership. this is the health care association for hawaii and this is the part of the agency that helped us coordinate the medical response part of this. they were able to conduct a 50-bed disaster medical assistance team hospital on the island of oahu and this allowed the state of hawaii to be able to exercise their state-wide disaster drill. one of the things that hawaii has never been able to do is to

i believe that we have been reasonably responsive in immediate response, immediate response by doctrine and policy are military dod authorities moving out their gates into their neighborhoods when a disaster hits right next door. i mean, that seems to make sense. we have good relationships at our bases and stations and the ability to roll out and assist is something you would expect to work out pretty well. some of that has matured, in fact. in the state of california we have established a number of agreements, most particularly the wildfires where both third fleet and the expeditionary force assign helicopters in the need we are requested, it's pre-planned, our pilots are trained, we have the gary that's necessary and we can respond. most of the things we have done in the past, though, have come on almost random occurrences in the event of a complex catastrophe, so that is a little bit different for us. there has been movement within dod and we have grown and matured certainly our presence in the fema regions has expanded, new capabilities have been delivered to the states, and we have

have we talked about indemnify case of our medical response teams post response? ?oo ?a we did not actually discuss indemnify case or any other legal or even ethical issues on a broader kail. all the hospitals do have plans to handle a surge of patients including a very large number of walking wounded. we assume they will arrive at the hospital starting immediately, even sometimes before the official announcement of a particular incident unless it's an earthquake where we feel the announcement of the incident. but the real key is that those plans will need to be immediately operational so that we can sort out who really does need to come in and get what level of care and that varies by facility, depending on their capabilities, along with hospital lockdown plans to secure the overall physical plant and make sure those capabilities remain intact for all sorts of threats. and the other key piece is dph is an immediate back up to that with the ability to use our clinics and our other partners to stand up potentially alternate care centers and other types of, depeplding on

who was responsible.response to a request from the house permanent select committee on intelligence, to the cia, the cia began a process of investigation points that could be used in public by members of congress. by members of that committee. and that process as is always the case, again, led by the cia involved input from a variety of agencies with an interest in or a stake in the process. that would include the state department since it was a state department facility that was attacked and an ambassador who was killed, as well as three others. the nsf, the fbi which is a lead investigation, investigating authority and other entities. the cia in this case, deputy director of the cia, took that process and issued a set of talking points that saturday morning. and those talking points were disseminated. this is all in response to a request from congress. and the only edit made to those points general rated by the cia was a change from referring to the facility that was attacked in benghazi. i think i refe
