peggy fox joins us live from reston where prieto committed those heinous crimes. peggy? >> reporter: well, rachel raver and warren fulton were both 22 years old. they had their whole lives ahead of them. a couple weeks before christmas in 1988 alfredo prieto who is now 49 raped her and shot and killed them both right behind this church. >> today prieto took his first step in the direction of virginia's death row. >> reporter: in 2007 wusa9 reporter gary reels covered alfredo prieto's arrival from california after a dna hit linked him to the 1988 murders of rachel raver and warren fulton in reston. >> it would have been nothing but woods. >> reporter: major rich perez was a detective on the case. he showed us where the bodies of the young college students were found in the woods behind the historic cartersville church off hunterville road. prieto rained raver and shot her both. >> turned her over and raped her while she lay dying. what kind of person would do that? >> reporter: the prosecutors say prieto is the worst of the worst, a serial killer also convicted of murder

. >> nikki burdine is live outside south lakes high school in reston. to quote you at 5:00, you said no money, more problems. what's on the chopping block to solve this problem? >> reporter: yeah, exactly. no money, more problems. this is one of the largest school districts in the country but their budget is even larger. school administrators hope you have the answers. they held a public meeting last night in reston to try to come up with answers. they had parents, school administrators, students, even teachers coming in and giving their suggestions v.a. ya this online tool. where should this money come from? some of these ideas included increasing class sizes which by the way has happened four of the past five years. cutting athletic programs or band programs, even cutting staff positions like social workers or assistant principals. the reason for all these cuts? another year of growth. the school system added 3,000 students. plus state mandated retirement changes and growing health care costs. as you can imagine, school leaders are worried. >> any bus

if you look around the area, 84 in washington, 85 in reston. in annapolis the temperature is somewhat cooler. we know the winds are coming across the river and that means they probably have southeasterly winds and those this time of year will bring the numbers down . the southeasterly breeze at nine miles per hour. we have a good pattern with sunshine. it will only slowly moderate. 84 degrees right now at manassas and fredericksburg. 83 in baltimore. 79 degrees in annapolis right now. through the evening hours, after sunset will drop down through the 70's and into the 60's. early tomorrow morning the numbers will be right around 70 degrees inside the beltway. it will start to warm up to the afternoon, probably back to the mid to upper 80's in spots. those of the numbers further southwest right now. this giant area of high pressure across the area but in time, tomorrow and saturday, you will see bigger numbers than this. the center of the high is right overhead but the high-pressure extensor northern new england all the way south into texas. it
