the city's rainy day reserve, and we really need to acknowledge all the support and all the efforts that have been critical to the unified school district. thanks to the public education in richmond fund, the teacher and education act, the city's rainy day reserve, we have been able to maintain more services than most comparable school districts in california. the next few slides, obviously -- this is a draft of our budgeting timeline. we will hold community meetings this next week and the week after. a revision comes out on may 15 -- sorry, in mid-may. we have notices for staff and other employees. between may and june, we will be working on a budget that we can then recommend to the board. the board of education will adopt the school district budget at the meeting on june 28. the next slide shows you how deep the cuts have run over the last several years. the flat base line, nothing changes, no suspension of proposition 98. it is a blue line. it depicts what an average unified school district would have received. if the state had just maintain funding. the green line at the bottom is the reality. it is what school districts, k- 12 education has received, through either suspensi

the city of richmond has become a dumping ground as paem use those vacant lots to discard their filthy trafsh. that trash often includes used syring syringes, dirty diapers and used condoms. not at all what you want right next door. >> construction materials, debris, household garbage, waste. >> this is what people in richmond are forced to look at and live next to as hundreds of abandoned and foreclosed properties have become dumping grounds filled with garbage. >> it's much cheaper for them to just find a vacant lot, find a vacant property, dump it and they disappear. it is getting worse. it is definitely getting worse. >> reporter: it's gotten so bad city crews can't keep up. they literally haul away tons of garbage every week. we're chasing away hotels in some parts because there are vacant places in the city. >> often just hours after a hot spot has appeared, more trash rereappears. richard graham says he's tired of all the mess. he wants the people doing the dumping to clean up their act. >> if we can just get them and see how would they like it if they come in their area and do

richmond police department. it indicates that some officers armed teenaged volunteers and had them patrolled. -- patrol some of the city's most dangerous conditions. kraig debro has more on this. kraig? >> reporter: yeah, tori. richmond police are not staying much this afternoon but they did issue two letters, one to the press and the public. this comes from the office of the chief and one letter to the explorer and the plexorers' parts and gather -- explores parents and guardian. the fbi is also conducting an investigation into the allegations of the wrongdoing. internal affairs and one other law enforcement agency are also conducting investigations. now, one of the two men who brought the complaint confirms that he has -- and a fellow explorer worked here at the housing complex in richmond. 21-year-old sergio rios said he was just an explorer with the richmond police department at the time last year. anxious to gain experience, he agreed to work at a private security company, owned by two officers. he also gave one of the officers $500 to buy a gun. rios could not have legally bought it at the time. along with friend a
