rick leventhal and his team in new orleans moving as events warrant forward.we have a team scattered all throughout the gulf coast area and also in lynn that routers etc. to watch for flooding. as the sun comes up back here in new york city as you look a hime it doesn't look like the normal shot of sixth avenue because a major power outage a blackout that affected 62,000 customers. it is empty because the new york police department showed it in a number of other avenues down to try and move massive amounts of first responders. convoys of firetrucks and police officers into the area from 72nd at 70 1st down to 42nd street, fifth avenue to the west side. in some areas the powers just starting to go on but in parts of manhattan it's totally dark in some of the residential areas we are told the new york fire department was making a number of emergency rescues out of elevators and their people stuck in subways for at least an hour. when this happened it was about 6:45. the broadway shows went dark or the j-lo concert in madison square garden was evacuated. restaura

fox news's rick leventhal live in new orleans with the very latest. rick?ard from louisiana's governor this afternoon who said this is the first time in the history of the city of new orleans they're facing a hurricane making landfall while the mississippi river is at flood stage. this river is rising. it is at about 16 feet. normally the river bank is other side of those trees. it has come up to this levee which borders the ninth ward, which back in hurricane katrina in 2004 was underwater. a lot of homes were swamped. they're worried with storm, a possible flood surge of three to five feet, 10 to 15 inches of rain, possibly 20 inches falling, they could overtop the levee. this levee is 20, 25 feet. the river gets to 19 feet. they think they're okay in most of new orleans. we saw heavy rains bring flash floods. levees could be overrun. they issued evacuation orders in plaquemines's parish, they're closing floodwalls. urging residents on south side of floodwalls you need to leave. you will be trapped. officials are worried a lot of folks will not heed the w

rick leventhal takes a look tonight. >> details of the investigation that set the president's former fixer michael: to prison are not public. a federal judge's orders on rejecting most of the 900 pages of documents related to his cas case. much of the material focuses on payments orchestrated by michae michael: to stephanie clifford, also known as stormy daniels and former "playboy" playmate karen mcdougall, who both alleged affairs with donald trump years before the 2016 election. the documents detail the scope and timing of negotiations between cohen and clifford's attorney, over $130,000 payment which the fbi says was intended to keep clifford from making public statements about the rumored affair on the eve of the 2016 presidential election and thus constitutes a campaign contribution in excess of the applicable limit. the unredacted documents also suggest that-candidate trump was involved in at least one of the phone calls with cohen and hope hicks, who was press secretary for the campaign and is now executive vice president and chief communications officer for fox corporation.
