jackie roland has more detailed. >> police in the southern city say a man armed with a knife attacked a patrol of soldiers who were guarding a jewish community center, in the center of niese. they say the man wounded one soldier, in the neck, and then wounded the other two in the face and the arm as they tried to intervene and disarm him. that may have been acted with his accomplice, all of this comes just a month after a shooting attack against the newspaper. in which 12 people were killed. and of course, after other attacks in the which the policewoman was killed while on traffic duty, and four people were also killed in the a jewish supermarket. france is on it's highest level of security alert 10,000 troops are deplayed throughout the country to back up police, and really rigorous security procedures are in place. and particularly outside jewish schools and cultural centers which are thought to be particularly vulnerable. so this knife attack really added to the sense of nervousness which exists right across the country at the moment. >> crow way sha and serbia have been urged to

jacki roland, any more details about the attack? what have you been hearing? >> well, we've been hearing some more details about the knife man who was arrested at the scene after the attack. they say he was carrying an i.d. card which said his name. initially when that name was announced, there were jittery nerves here, because coulibali was a name of one of the families involved in the attacks. they are not from the same family. the man accused of carrying out the attack in nice tuesday, they are saying was already known to the police and apparently was actually questioned by french intelligence just recently after returning from turkey. apparently he was turned back at istanbul airport suspected by turkish authorities are trying to get to syria. this incident is being treated by the french as potentially a terrorist incident, and it is the anti terrorist police and court system handling the case at the moment. >> this is like rattled nerves already jittery from the charlie hebdo attacks. >> people are nervous here, because there were a series of attacks a mo

roland and i participated on a conference call this morning with the association of public hospitals and health systems who are the lead agency representing public hospitals like ours in the state negotiations. the question was asked when a package might come together from the association of public hospitals to put forward to the state, and the answer was given somewhere around the end of march but that is -- it's a little bit of a misleading question even because the process is so irtertive. it's not just the public hospitals participating in the process. it's also other hospitals that mr. wagner mentioned. it's community based organizations and clinics so it's a lot of entities to try and coordinate together. i would say that my best guess we won't know the details until after october possibly. when the waiver was renewed last time it didn't meet the expiration deadline so it was continued until an agreement could be met so my guess we're not going to know until the fall really what the details are. >> so my understanding it's outside the state budgeting process and it involves our

don't write much about organized labor in your book and i was wondering what your take on labor's roland inequality and have the free trade agreements exacerbated o. free flow? >> i think they are. i think it's clear that the organization has put low skill and medium skilled groups into -- in rich countries that's for sure. in the book i don't talk enough about labor unions but i guess one of the reasons the unions are not playing the role that they used to is changing the structure of employment and the rise of services and production and different kinds of work has made the unions of the past less strong to address the problems that are present. it's interesting to see that the number of european countries which use national minimum wages have been introducing minimum wages in britain and germany. these are two important european countries where unions until 10 or 20 years ago there was no minimum wage because we saw unions were the right place to negotiate wages and these two countries have gone on to different political destinations. this can be a way to conduct a wage policy that is
