abc's ron claiborne has the details. >> reporter: the alarming news broke late today. as many as a dozen cdc researchers potentially exposed to the deadly ebola virus. on monday, a small amount of material, which may have contained the live virus, was moved from a level four security lab, where researchers must be full little protected in airtight suits, oxygen filtered in, to another lab, security level two. it was there that the virus was processed by a technician and other scientists entered the room. those other scientists cleared today, but the technician, now under mandatory observation for 21 days to make sure no symptoms develop. in a statement, the director of the cdc said, "i am troubled by this incident. we are monitoring the health of one technician who possibly could have been exposed. and i have directed that there be a full review of every aspect of this incident." it's just the latest troubling incident at cdc. last may, a flu sample with deadly bird flu was sent to an agriculture department laboratory by error. and in june, dozens of cdc workers accide

ron claiborne, thanks very much. let's talk about it with dan abrams. a lot of people look at the video tape, how could they not indict? >> what happened here, they weren't able to get 12 of the 23 grand juriy jurors to say they thought there was probably cause to indict. people are going to look at that and they are going to say, chokeholds are not allowed by the nypd. how could there not be an indictment in this case. it's important to note, as a legal matter, just because it's not permitted by the nypd doesn't necessarily make it a crime. you heard ron talking about that. the fact the nypd is going to do their own investigation here. but i have to tell you, having the videotape, and being able to watch it, there was a stronger case for an indictment here even more than ferguson. there you had conflicting testimony about what happened. here you had the video tape of what happened. and as a result you're seeing a lot of outrage. >> dan, you bring up the ferguson case. a lot of people are talking about the differences. no video there. as you said, there
