the first is on the ryan white funding. as of earlier the sure, there is a piece of our funding that has been in danger on multiple occasions of being reduced. over the past several years, we have always, with the help of our benefactors, have been able to make it through without those reductions. we learned earlier this year that that was no longer going to be the case. our funding associated with a ryan white would be going away. we have a supplemental appropriations approved to get tested the end of this fiscal year. -- to get us through the end of this fiscal year. but we have $4.7 million gap. i will just make a note that there are still some adjustments that could come to that figure. we are waiting on some final information on some of our awards that number could change a little bit as we get more information. but that is pretty close to where we are. that funding gap will continue into the future. the other major piece of the equation is the hiv prevention funding. we have been notified that our funding for hiv prev

the 20% cut to the ryan white program would devastate these much needed services. these services serve the poor and disenfranchised. >> thank you for this opportunity to speak. my name is allison smith. we provide behavioral health services for the largest adult homeless shelters in this city. we provide individual and group mental health services that assist individuals to raise their level of functioning linked to primary care services, and avoid a higher level of emergency services. three years ago, mental health and substance abuse specialist or pulled out of individual cell sites -- individual shelter sites. at that time, we have funding for 10 case managers to serve the most acute clients. this current fiscal year is due to put the budgetary constraints, we were forced to slim down our team even further it is not ideal and more case managers are needed, but we're still able to provide a safety net. the message i would like to convey to date is that if these cuts go through and we lose almost 25% of our budget, the safety nets in the shelters will be drastical

i thought it was really helpful to get the graphic of the ryan white funding.as meant overall. i was hoping that you could talk about the context of the cuts that have been made over the last several years. >> absolutely. your staff is doing a good job. i have the summary of the history of our caucus. spending -- of our cuts. spending reductions over the last five years. i will distribute copies. there are a few different things going on. if you go back and look at all the initiatives that went in front of the health commission and ended up making their way into the budget, it and that being a large number. there have been some significant reductions in the department during the worst years of the recession. the other thing to keep in mind as we look at this is that some of these reductions were not necessarily service cuts. some of them were of efficiencies that we probably should have and would have done regardless in order to free up funding for other priorities. other pieces of this are reductions, but they ended up coming back to the department in other wa
