coming out of the connect s.f. vision were these five core goals that provide the foundation of our work on connect s.f. we followed this vision effort with an identification of the key transportation needs for us to address, which i'll give you a few examples. and we included this in our statement of needs update to you about a year ago. for one, we'll need to address congestion and transit crowding with our plan. this heavily informs a lot of the work that i'll share on the transit investment strategy. we'll also meet our plan to address inequities in the public transit system when it comes to travel time and access to jobs. and we've also focused our strategy on promoting more sustainable modes of transportation, particularly shifting towards sustainable modes, such as transit, biking, walking, and a bit more away from auto. so with that, this leads me into the main topic of my presentation, the transit investment strategy. which builds off of much of the hard work that the sfmta in particular is doing now to re

it includes clean power s.f. and instead of shutting off the power, what happens is we send those customers back to pg & e. that's currently not happening under the moratorium. all three programs are set to expire at the end of june of this year and we're proposing to extend these for an additional nine months through march of 2022. this slide provides a lot of numbers. i'll talk you through the highlights. this is a little bit of data on the programs as they currently stand. the first two tables in blue reference our emergency discount programs. we have over 6,000 customers receiving bill discounts under the emergency programs and not proproved -- proposed for extension today but there were customers already enrolled in the low-discount program. the second table shows information on the average customer who has applied for water and sewer discounts. the median income which is the middle income point for residents of san francisco is often used by housing authority an other benefits programs to assess what custom

urban equity group provides the technical support for all technology labs in the s.f. closed, u.e.g. supports the grantees in the distribution and loaner programs. with the shuffle of awarding grants into r.f.p. process, it was taken up by u.e.g. due to the increased need. we're hand these dollars back, for administration. the second item is to add $10,000 to the budget to support community hours, a grantee of the s.f. connected program. the configuration and repackaging of the devices for the home connect program. this includes downloading and installing system updates, adjusting system and display settings, downloading relevant applications like groom and adding appropriate keyboard language and dictation. and then packaging guides. the funding allows the configuration of 125 devices for their home connect program. the third item is to add 15 hours a week of bilingual tech support to specifically help folks navigate and secure home internet through the low-cost internet options that are available. with the increased need of helping folks connect to the low-cost inter

we're also working to ensure that clean power s.f. customers are able to ensure the full benefit after the moratorium expires. in addition to that, there's also the rearage management plan or amp that allows care or fera customers for participating in a payment plan. next slide, please. okay. so this slide summarizes the eligibility requirements for c.a.r.e. and f.e.r.a. in the last meeting. care and fera requirements are set by the federal guidelines. in addition to the household income criteria, customers can qualify for care based on their enrollment based on the public enrollment program. and this is limited to care as qualification for fera is only based on household income. so in addition to the initiatives in place that i just described, more assistance is on the way and clean power s.f. has been actively involved in proceedings of the c.c.u.p. to advocate that our customers receive additional protections and relief. the c.c.u.p. has recently issued a couple of proposals to provide additional assistance to residential and small

now an update on our s.f. shine for reopening which was before our san francisco relief grant fund for storefronts. this was our last application that closed. so we just announced to the pool on april 19th the final awards. now we are going to be -- we are still waiting to get that funding for the second round, but we decided to notify the awardees so that they, you know, they wouldn't be waiting anymore to hear back on whether they were qualified, and we are still moving through that. this is the other point that i want to make about this grant. this is different than the other grants. this is a reimbursement-based grant to help to support businesses reopen for modifications they had to do in terms of, you know, adhering to public health guidelines. and also they were able to leverage if they wanted to, you know, to build a shared space that could go towards supporting some of those aspects of it. so it's all about reopening. and this is a reimbursement-based grant, which means they must submit -- they must s

just quickly, our main services are s.f. access, which is the individualized van program, group vans, which is groups of people going somewhere, like an adult daycare center, and taxi service center, providing people same day taxi service for those who can't take muni. so what you have "bohemian rhapsody" -- before you -- next slide please -- when we went out to bid, we did five years with a five-year option. we have had savings in the first five-year contract. the budget analyst is recommending that we reduce the amount by some of the savings. we've also had excellent rider satisfaction, and they've been really focusing on customer service. we do an annual survey of customers trying to get to, as my colleague said, to the person that we don't hear from normally, and we do a third-party customer satisfaction survey which has come back quite positive. this contractor has been very responsive during covid and has very positive relations. i'm just going to tell you a little bit about the covid services. i know most of you are f

i'm sure you are familiar with mental health s.f. legislation which includes offensive coordinated care and the crisis response team has dedicated responses to require follow-up for all individuals that they come into contact with. that includes the staffing for this. it also includes programme supervision, management, our evaluation, which i will talk about in more detail. and of course,, staff training. i will note that staff training has been a very important part of this process. we worked with an external trainer who has expertise in crisis programmes to provide a week long training for the teams that we are implementing, which helps us collaboration -- what helps us with collaboration across the team. making sure people have similar experiences and understanding of doing crisis work before they launch. we are also launching an equity training for this team. as we have discussed here today, equity and having a lens not just in the implementation but also having a programme navigating in the community and building relationships a
