so you're no longer cousin sal but yoda sal. everybody looks at you to fix this broken education system. how do we help communities of color, low income communities and poor kids without access to online technology to computers? >> it's a very serious problem we think a lot about it. we're set up as a not for profit and a free world class education for anyone anywhere. the reality today is if you go in an affluent neighborhood and down to google and ask parents how many of you use khan academy, 90% raise their hands. if we go to east palo alto or oakland, a lot haven't heard of it or don't have access to it in school or home. it's a very serious problem for us. there's this kind of classic chicken and egg problem where people have been rightfully skeptical of air-dropping ipads or laptops into a school. this is expensive and we're resource con strained. what do we do with the things? because they weren't in the classroom, a lot of resources weren't tested to see what can work. so we're hoping -- once again, it's not solved tomor

>>> let's go back to sal castanedo with more on the lawsuit filed by b.a.r.t.'s two unions. >> reporter: i've just taken a look at the lawsuit here filed in alameda county. in its b.a.r.t.'s two largest unions accuse the management of breaking an agreement. b.a.r.t. said they had no choice but to file the lawsuit. they said the six-week paid leave family act was negotiated during their long and contentious negotiated battle that resulted in two strikes throughout the year. so b.a.r.t.'s union said they will continue with the lawsuit. they will -- they will ask b.a.r.t. to honor the contract it signed. so far, b.a.r.t. has only said that the language pertaining to the family leave, six-week portion of that contract was a mistake. they've gone forward to sign a contract without that provision in it. coming up later on the evening newscast, my colleague, tom vacar, will have more on b.a.r.t.'s reaction and what riders can expect after the filing of this lawsuit. live in oakland, sal castanedo, ktvu channel 2 news. >>> a shocking visitor for the owners of a cupertin

ktvu's sal castanedo spoke to b.a.r.t.'s police chief moments after the audit was released and joins us live from where the shooting occurred. sal? >> reporter: tori, good afternoon. the b.a.r.t. shooting gained international attention. it took place here at the fruitvale station and it was the subject of a movie. it brought a lot of focus to the b.a.r.t. police department. today the b.a.r.t. board heard how changes recommended after that incident are being implemented. the fatal shooting of oscar grant early new year's morning in 2009 focused national attention on the b.a.r.t. police. in that shooting, police officer johannes mehserle was eventually found guilty of involuntary manslaughter. after the shooting, the national organization of black law enforcement conducted an audit of the department and came up with 55 recommendations hue to improve the b.a.r.t. police force. today, patrick oliver, who was hired to conduct the audit, spoke about what it was like before improvements took place. >> there was not quality oversig

let's check in with sal, see how things are moving. a few problems out there, sal? >> it's a little bit slow out there this morning. we will start with the tried and true workhorse, highway 4. a lot of people think it's one of the worst commutes in the bay area. i am not disagreeing, especially through the downtown antioch area. there is nothing unusual this morning. that's what always gets people. when something is there that is not supposed to be. southbound 680 is okay. i would avoid 242 though. we had an earlier motorcycle crash on 242 near concord avenue. that's cleared but the traffic has been slow. moving along to the commute at the bay bridge toll plaza, the commute doesn't look all that bad. that's about a 15 to 20-minute delay before you make it onto the san. also the san mateo and dumbarton bridge. san mateo bridge slow getting on but the dumbarton bridge is slow from newark to east palo alto. then looking at the east bay commute here. 680 is slow. we also want to mention that highway 4 time only nine minutes. so it's improved. 242 to 24 16 minutes. let's

let's go back over to sal. i know you are covering the lanes blocked on 880. >> no one was seriously injured. however, a lot of damage to the vehicles. but since no one was seriously injured, they can kind of work quicker in getting the cars out of the way. the fire department is there because there was a spill of oil and glass all over the place. but you can tell they are working faster. when someone is injured that is the priority. but now they basically have property damage. they will get the lanes open as quick as possible. they have been closed now for about an hour. not quite an hour. traffic is backing up on 880 northbound way down as you can see coming up toward downtown. so use 580 as your alternate route. in fact, i can show you on the 580 alternate route the lanes are looking pretty good. this is beginning to look like preholiday conditions. usually on 580 right now we have slow traffic but we don't. 880 is not good. let's move along to the bay bridge toll plaza. it seems like some of the traffic bou
