nbc's sam brock shows us what's behind the speak and what foods are most impacted. >> reporter: theses, many families across the country are experiencing serious sticker shock at the grocery store. when stay-at-home orders went into effect in march, supermarket sales shot up 83% and apparently food prices climbed too. >> the meat, the deli, the ham, the cheese, even the bread is costing more now. >> reporter: how much more money are you spending on groceries now than when this started? >> more money than before. way, way more. >> reporter: an across-the-board bump that's setting records. the last time food prices jumped this much was 1974, almost a half century ago. federal figures reveal 1.5% average price increase. the cost of eggs alone skyrocketed 16%. what do you see as the driving costs? >> we're of course right now in a national emergency. and we have experienced unprecedented demand in food products. >> reporter: a spokesman from the food industry association says food providers are doing their best to meet rising demand with reduced production. >> some of our plants have had

sam brock is in miami beach for us., these numbers of prisoners testing positive, they're hard to get a hold of. prisoners are excluded from state case counts. why is that? >> reporter: that's a great point. it deals with the fact that you're dealing with a game of telephone. the texas department of criminal justice, they report their numbers daily to the texas state health department at which point that health department passes those positive numbers down to the counties. it's then that the county's discretion on whether or not they want to include inmate numbers in their covid-19 case counts that are released. so that's -- it leaves it to local leaders on whether or not they want to include that and release that information. that's one of the issues that makes it murky and each state has different rules when it comes to who can include those numbers and who can't. in the meantime, a third of all texas inmates are under lockdown because of the persistence of this virus behind prison walls and we know that that includes

nbc's sam brock is on the ground in florida. what are you seeing? >> reporter: a lot of people right now, ari. the optics are obviously very important. i don't mean that in a figurative sense but a literal sense. if you would look over my shoulder, there are thousands out here, and there are. but by and large, there's generally really good spacing when it comes to what families and friends are going on the beach right now. you mentioned this is the start of beaches opening in clear water. that's been a topic of conversation, because that spring break episode from six weeks ago was right here on this beach, clear water beach, where there was so much criticism about the way florida is handling the closing of beaches. in terms of what's going on right now, there are roughly 300 law enforcement officers that we have seen up and down these 35 miles of pristine sand that we opened. about 30 of them on atvs. maybe another couple hundred out by the access point and you see the orange cones. they're driving up and down and making sure people are social dista

joining me now from clearwater beach is nbc's sam brock. sam, today, too, when i was talking to you, i noticed that there was a buggy with a couple police officers that were supposed to be enforcing social distancing, instead, were shaking hands with one beachgoer who ran up to them. how is the enforcement actually going over there? >> yeah, eagle eye tur there. nice spot because we had not seen it in real time and after you pointed that out, all kinds of people were tweeting at me about it. this moment it seemed there was almost a bro hug between the guy walking on the beach and the people who are supposed to be enforcing social distancing. they high fived and did kind of a half hug. i am not seeing a lot of that right now. what i am talking about and seeing is you see lanes behind me. there's police officers that have been driving through here, trying to tell people to keep their distance. now, how well that is working really depends on what snapshot you are looking at. from the ground level, you will see a lot of people that appear to be

>> sam brock in miami.ch. >>> meanwhile, georgia's governor signed an executive order allowing up to 3,000 national guard troops to help police in the state. blayne alexander is in atlanta for us. good morning. >> reporter: willie, good morning to you. even higher number of national guard troops could fill the streets of atlanta and throughout the state thanks to that order from georgia governor kemp. atlanta remains under a state of emergency this morning. a very different story from what we saw saturday night versus what we saw on friday night, the first night of protest. right over here really tells the story. this barrier has been put up around many of the places here in downtown around the cnn center, restaurants, hotels, to keep people from getting to these buildings. if you look beyond, you can see exactly why. you see the shattered glass, shattered windows, doors broken in, all sorts of signs from what we saw on friday night. last night a much different story. apd made about 70 arrests overnight. it

>> all right, sam brock there in clearwater beach where lots of folks are clearly enjoying the beach there, sam, thank you. let's head across the state line to georgia, where the warmer weather is also presenting a challenge. scenes like this. in atlanta's piedmont park, got a lot of attention over the weekend, there's the scene there, people there and across the state out in droves enjoying the fresh air in parks, rubbing elbows, crossing the street, many without the face masks. meanwhile, as businesses are slowly reopening, the risk of exposure to covid-19 still a major concern. the number of cases, and the death toll, still rising in georgia. i want to bring in sharon tranter, she owns a salon in atlanta, balancing the realities of reopening her business during this pandemic. and sharon, what's it been like to go back to work, to reopen your business, even as the cases continue to climb in your state? >> well, it's been, of course, very scary. it's -- we don't have enough testing. and quite honestly it's fearful. but being between a rock and a hard place is that if i don't open now

nbc's sam brock is in delray beach, florida, where the call of the sand and the water have been a tension point in the state. good to see you, sam. what exactly does the reopening mean for beaches there? >> reporter: this is sort of a trial run right now, chris. you can hear the beaches calling your name. many residents down here -- there are 24 million people that visited the miami area last year. many of them to see the beaches. i'm in delray beach where this opened on monday, some restrictions in place. over my shoulder, you can see these folks walking, jogging and swimming is okay. but sun bathing and surfing is not. as you look down the beach, you'll see people on their towels. there are drones spotting people sun bathing and announcing on a loud speaker, you need to get up. that's part of the process a as tray try to slowly ease people back in. in miami-dade and broward counties there are huge population centers. ft. lauderdale and miami beach have decided not to reopen until after memorial day knowing the kind of crowds that would attract. the people we spoke to here think it's ver

joining me now is nbc's sam brock. he is in miami beach. sam, i'd like to update there.there some chatter about how accurate is florida's death toll? >> yeah, that has been an interesting conversation point, chuck. good afternoon. we know that they were looking at a figure that was 113 tuesday, the highest total represented so far. here's the problem with that. the state department of health reported 71 or 72. at the same time, we're hearing the 113 figure. there is a medical examiner's commission that has the own talley. it is no longer included with what the state is reporting. the medical examiner side, that is coming from out of state, people in florida right now in addition to florida residence. so the state is basically deciding we're not going to count that in the total. what the accurate numbers are, i would leave to you. there is a lot of conversation about how accurate and how we should be looking at florida's numbers since there is lags as well. that is true across the board. to your point about the south point park behind me this is an area, there is 38,000 c

nbc's sam brock is there this morning. the city seems to be having a tough time enforcing the guidelines as they try to reopen. what is going on? >> reporter: here's the big picture, stephanie. miami-dade county is one of the counties excluded from reopening because of the relatively high number of cases here. the local leaders having more aggressive than the state. now they're turning around to try to give people a breath of fresh air and see how it goes. parent at southpoint park, apparently not that well. you see yellow tape, because they opened it for all of five days. it's one of the parks opened, and we found out according to miami beach's mayor there were 7,000-plus warnings of people not wearing facial coverings, which was a requirement. you see people sprawled out all over this strip of land, way too many people than what public officials were hoping for. it was a situation where this say if you're a parent and the kid comes back at midnight, that may be how local leaders feel. the numbers are going in the drying
