do you believe that it has played a role in crime in san francisco? >> mayor: i think, unfortunately, being in the midst of this pandemic, seeing, sadly, a lot of people lose their jobs has probably played a role in what we're seeing as it relates to crime. i do think when we talk about crime and accountability, i think the that there is -- you know, it is not an easy solution because specifically when you talk about someone who has committed a violent crime against another human being, you know, that's a different punishment versus someone who it may have been their first offense, they stole something, and they need to be held accountable, but at the same time jail may not be the best solution because ultimately we want rehabilitation or we want support or we want an option to try to get that person on the right path. so i think there are various layers of accountability that need to be implemented in our criminal justice system here in san francisco, regardless of a proposition. it is what we're working with, and it's what we are in a position to tr

a san francisco location.this table is summariing that. essentially 124,000 people have left the san francisco location and about 76,000 people have moved to a san francisco location. about 35 of that is moves within the city. from the eight months we have data from march to october, at least 50,000 people have moved out. these are address requests and there could be more than one person associated with an address, so this is really a minimum of 50,000 people. if we assumed that just through december when the rent numbers were still dropping, that would be 62,000, or again at least 7% of the city's population, just by way of context. we do have census data on out-migration for 2018. about 8,000 moved out of the city on a net basis. we're talking about something that could be seven or eight times as big, out-migration in 2020. so before i launch into my net topic, thinks one of the -- this is one of the hurdles that san francisco is going to have. this is not something other cities have experienced. lots of pla

we're live in san francisco, tom jensen, nbc bay area news. >>> let's take a close look at san francisco's vaccine rollout to date. so far more than 151,000 doses have been administered. in the city, 764,000 people over the age of 16 are eligible for the shot. 15% of those people have gotten one dose, 4% have gotten that second dose. let's see how california is doing with vaccine distribution. so far the federal government has shipped 8.5 million vaccines to the state. a little over 8 million of those have actually arrived. of that, about 6 million have actually been injected into arms. now, the oakland coliseum getting ready to open as a mass vaccination site. it opens tuesday. but today people who live in alameda county and are eligible for the shot were able to start scheduling those appointments. you have to do that. b.a.r.t. is encouraging people to get their vaccines. anyone headed home from the coliseum after getting a shot can ride b.a.r.t. for free. all you have to do is show your vaccination card. >>> new at 6:00, as more people get vaccinated, some states are actually lifting re

and to be clear, this is based on data that we have in san francisco. know that there are a lot of san franciscan residents, as well as san francisco essential workers and health care workers that are most likely getting the vaccines in other counties. we are still struggling to get that data, so these numbers could potentially be hiring than what we're seeing. and once we have that data, we will share it with the public. the next slide. to be clear who is eligible now: health care workers, long-term care residents, people 65 and older. i have some good news: starting february 26th, san francisco will move to phase 1b, tier 1, and eligible people in that next phase include education and child care workers, our emergency services workers, including our police officers, our food and agricultural employees, and those -- that's a really exciting thing, that we're going to be able to expand the number of people who are eligible in the next two weeks, but to also reiterate that the vaccine supply is still limited. so for resources, on the next slide, you can

are in the san francisco bay. a spill at a chevron is putting locals and wildlife at risk. emily turner is live from richmond with the impact of this massive spill. emily. >> yeah. we are told that you can smell it from where i'm standing last night. it happened right down there behind me. you can see the lights off the shower. for hours locals were told to stay inside in richmond and parts of san pablo. it's not good for wildlife but the full implications remain to be seen. you can see the sheen on top of the water. they had the bumpeers out. it started at about 3:00. it was happening at a rate of five gallons a minute. now it was all down to keller beach as well. authorities were gathering water samples down there with the long wharf in the background. residents in richmond, they were all warned about potentially hazardous air. >> i have never seen this before. i have never seen that before. i have been here 30 years. i have never seen a spill like that before. >> it's a major haul out for harbor seals so expert
