secondarily we look at san francisco based businesses. if there is no project area business that can perform the business at competitive rates and we go outside of that if there's no local business that can provide the requested services. a little bit about the san francisco lbe program and how it contrasts with ocii. of course, through city ordinance chapter 14b, there is a local business enterprise program, which is an evolution also of their minority business program. it does differ with the ocii in the sense that san francisco looks at different levels of contracting opportunities to try to be as broad and encompassing as possible, so what they look at are direct contracting opportunities with prime dbes where they offer bid discounts and also do microsmall business set asides. in the areas of sub contracting opportunities, what the city looks at is establishing sub contracting goals and those goals are set on a contract by contract basis. again, based on the availability, so the premise here is if there's no available dbe -- lbes, the

san francisco. the reason again, that i was not here last meeting was that i was in canada and i was invited to represent the city of san francisco, at the international hospitality conference, and which took place, may 21, 22, and i was able to present the work to the commission, and the city, regarding the way that we handle the night life and it was joined by paul davies from the uk, and discussing his purple flag program which is really cool and it is accreditation program that will work excellent in the towns and villages and managing the nighttime economies and there are other programs like that, that were discussed, that we can all look towards including beth bar none and all of the things that i will be trying to bring to you as we can integrate the stuff into what we do here and then i was intending to go to speak on san francisco at other conference on june 12th but that got canceled so that is not going to happen. the hiring process for an additional inspector has been concluded and hr are in the process of checking references and fingerprinting before they can make the normal offers but all of the work as far as the front

so just to recap where it came from, the task force looked at all of the needs in san francisco over the next 15 years, looking at some of the existing plans, strategies and obligations that we have for our transportation system. that totaled over $10 billion over the next 15 years, so a very big need. good news that we have roughly $3. 7 billion to cover the needs that we have for our transportation system that. leaves a $6 billion shortfall and the transportation to affect represented three different funding sources as one of two general obligation bonds and the other two sources, which could come in future ballot years is an increase to the vehicle license fee, and increase to the sales tax. so today we have before you a specific look at the bonds and the past you have looked at both funding sources that were under consideration for november. today the transportation and road improvement bond you can see here we have two primary goals for that bond. one is to improve transit and second is to create safer streets. we have a number of categories of projects. can you see here a summar
