she's a pan /alist for the san francisco court, the first district court of appeals and the bar association of san francisco. she became a community board immediate yeh forin 1997 and joined their staff in 1999. the occ mediation program has consistently mediated more cases than any other officer citizen mediation program in the united states. the occ program is the recipient of the 12 community board award for excellence as an organization whose innovative work for best practices. lovingly known as the god mother of the san francisco bay organization, donna joined the board in 2012. she brings her experience in labor of relations, business, real estate to the occ. she has touched many lives and truly inspires greater peace in our community. and then quickly moving to the last category [inaudible] cases in february [inaudible] sustained case in february. she upheld our findings of knee /tkpwhrebgtive duty when an officer failed to notify dispatch when making a traffic stop and that concludes my report. >> thank you very much and thanks again to donna salazar for her work in the mediation fi

. >> item to 2nd amendment with san francisco bar pilots protective association around the term of the lease for a space located on pier 9. >> good afternoon, commissioners. my name is michael nerney. this item concerns the san francisco bar pilots established in 1835 as the harbor pilots for commercial ships in san francisco bay. the bar pilots have been attendant at the port since 1989. they are regulated by the state of california's board. a business transportation and housing agency which has the responsibility for the movement of goods throughout the state of california. the member of pilot commissioners are appointed by governor brown. the bar pilots are part of the port and support in the meritime operations. due to out of state travel, president of the bar pilots and john, business director are unable to attend today's port commission meeting. if you would like we can proceed with this presentation as scheduled and answer any questions that you may have today, but to further a vote until a port commission meeting in may when the bar pilot representative are available to attend.

the major law firms and the small law firms in san francisco have historically contributed, hundreds of thousands of dollars annually for the bar association of san francisco. i have been notified that the recent change in the legal community so that a lot of local firms are now associated with out of state firms has made an impact as well as the economy on the amount of dollars available for the charitable contributions and they may necessarily have the same perspective as historically san francisco firms have had regarding making those kinds of contributions >> let me say a word about the 525 golden gate. that became a effort in which we spent a lot of time with the mayor and the people on his staff trying to work together and you are familiar with the societies where the pvc building is now, and at that time, there was an empty condemned building there and they thought about that being a major city office building, which would house the library and on the ground floor there was going to be a justice center where the people could walk in with legal questions and they would be volunteers who would answer those questions and brand new idea

i also represent through the bar association of san francisco, on a probono basis consumers who have been sued by debt collecters in performing my duties for those san francisco residents, i also conducted materials which are not available on-line. and finally i would like to raise a point which i don't thinks that been directly raised today which is even if the materials are on-line, it is necessary to have a print version for most of the public to address the issues. i'm of a generation where i learned in law school to access materials on-line. but before doing so, we learned to access them in print. and it is part of the thought process that makes it easier to sort of navigate the legal doctrine, if you are accessing materials in print. so i believe that less than 30,000 square feet community will be under served by the law library, thank you. >> thank you very much. >> next speaker, please? >> my name is pricilla (inaudible) and i am a former lawyer of golden gate law and former director of the bar association of san francisco and former chair on the commission of women in san fr

san francisco library for the last ten years and there is san francisco government tv and this is going to be broadcast throughout the year. so thank you. i would like to thank julie tron from the bar association. the bar association has been our partners in terms of providing defense for poor people. in cases where the public defender is not able to provide representation, those cases are handled by the private bar and they are doing an incredible job. so thank you very much for that. i want to thank jose as a who is a public defender and here to celebrate with us. we are going to start today by showing a brief video explaining the gideon decisions >> take this empty lot. today you would never know it but history was made here. mostly all is gone and so are the people. the principle they left is still standing. it was almost as bad at life. >> it was a constitutional hero, but the cases that come to the court don't come from the winners in society. they come from the losers. clarence gideon was involved in the justice system since he was a kid. he had been getting in trouble. >> trouble seemed to find gideon. literally small change had gone miss ing from this cigarette machine, maybe $5 total

. >> good morning barring san francisco can be drivers association. i agree with the last two speakers. i noticed there's no left turn on powell which should be like only from 7 to 9:00 a.m. there's a lot of times there are no cars there and taxis have to take some people several blocks to get around that. i think we should be able to turn left during certain times of the day. and speaking of professional drivers there's all these cars getting away with ride share privileges. and 33.605 says they have to go to anna dissemination for professional services. they pick up flags. the town cars are just as bad they wait in lines and can be lines in front of the clubs, they steal our fairs and we're not allowed to charge certain prize. they negotiate their prize and i agree we need to stop those guys from running rampant. there were several confrontations already. and next speaker >> good afternoon directors. 12 clock afternoon i was at this plays. 3 hundred cabs were lined up just to get in there was no business in the city. i decided it would take me thirt

cannot afford attorneys, because i also work as one of the probono attorneys for the bar association of san francisco. twice a month, free clinics and i also work for the u.s. district court federal probono project for indegent clients who are representing themselfs in federal courts. the questions that they have, i tell them, this is how you do it, go to the law library and there is a library in the memorial building and go to this book and do this. make the copy of this form and do this. and you know, i can't tell you how many times i have told my clients the people who are too poor to hire attorneys that are trying to do it themselves, to go to the law library. this is an indispensable source for not only the attorneys, and the legal community in san francisco, but for those people who are too poor, precisely too poor to hire attorneys. now they are trying to do things that even attorneys have difficulties do. and so, you know, the importance of a law library for their project is you know, if they want get access to the law library, they will lose their case. i have one woman right now who would l
