[applause] i am barbara garcia, director of health for the city of san francisco. we know the mayor is on his way. we are going to go ahead and start. this is a proud day for all bus. first of all, i want to thank all of you san franciscans for your support of the san francisco general trauma center. thank you. today, we dedicate your commitment to your own health, your family's help, and the help of all these city. -- your family's health, and the health of all of the city. you can see the new hospital is going up and is already beautiful. [applause] that is more than a building. it is the future of our hospital. and the general has always been a big part of our city, our past, present, and future. the story of san francisco general started in 1851 san francisco started the board of health. the hospital moved here to potrero avenue. the hospital was rebuilt over the years, offering children's and psychiatric services to respond to the needs of children. in the 1998's, the current hosp

we have the san francisco general hospital foundation. they have been working very hard looking for donors. we want to acknowledge the board president, some of the board members. connie shannon, jennifer bilko, and all of there supporters. we want to recognize them. they are going to help us finish. i would like to introduce the chairman of the board of directors for the san francisco general hospital foundation. she has just been working really hard seeking those donors to complete this project. >> [laughter] the concept of a moving building is a little -- terrifying. and wonderful. always when i'm out in the community, i feel so proud. and i really hope all of you do. the guys from the city and the fire department -- because this hospital is preeminent in every field in every way. we care for patients in a compassionate and cutting edge way that is just phenomenal. 84% of the people in the city voted for a bond measure, and whoever heard of a bond measure passing the first time, let alone with 84%? it was a resounding "yes" vote for all

this major renovation was possible with the generous donation of more than $1.5 million from the mercer fund in honor of san francisco bay area philanthropist helen diller. together with the clean and safe neighborhood parks fund and the city's general fund. >> 4. 3. 2. 1. [applause] >> the playground is broken into three general areas. one for the preschool set, another for older children, and a sand area designed for kids of all ages. unlike the old playground, the new one is accessible to people with disabilities. this brand-new playground has several unique and exciting features. two slides, including one 45- foot super slide with an elevation change of nearly 30 feet. climbing ropes and walls, including one made of granite. 88 suspension bridge. recycling, traditional swing, plus a therapeutics win for children with disabilities, and even a sand garden with chines and drums. >> it is a visionary $3.5 million world class playground in the heart of san francisco. this is just really a big, community win and a celebration for us all. >> to learn more about the helen diller playground in dolores park, go to sfrecpar

luke's and san francisco general. it is going to be very hard for of honorable -- for our vulnerable to get help. the other thing that bothers me is when people have loved ones and are needing care and they have to take many buses to get their combat such as from the bayview. if st. -- minibuses to get there, such as from the baby. it does not seem very wise to me. i would urge that the board think about this. supervisor mar: i am going to call a few more names. [reading names] next speaker. >> thank you for hearing this matter again today. i am with the construction employers association. we represent over 100 union building contractors in northern california. several of which are located here within san francisco and many of which are performing work here in san francisco. what i would like to talk about are just the immediate construction jobs that are badly needed that could be brought on as soon as this project and as forward. the day that this project starts, there will be union laborers on the ground taking dow

is not only a disaster for southeast san francisco, which is underserved, medically underserved, poor, largely minority, it is also a disaster for san francisco general, and let me explain why. one of my areas that i served in was the emergency room, and as people have said, while i was working there, san francisco hospital was on diversion about 30% month after month, so they could not accept hospital patients coming in. the reason it was on divert was not because the emergency room was still a small. it was because the hospital upstairs, there were not enough beds to get people out of the emergency room. to give you an idea, they were even training emergency room nurses to treat ventilator patients because they could not get them out into the rest of the hospital. it is the size of a hospital that determines how backed up the emergency room is. san francisco general being rebuilt with not that much additional capacity, and if st. wigs is cut down by two-thirds of the beds, st. luke's will not be able to absorb all of these extra patients from san francisco general, so it really is a disaster for both san francisco and general and forcing twigs. sup

this is part of the center at san francisco general hospital. they're not so much doing this on the response, but we are now examining the screening tools. we have a whole set of protocols with the school district, and also, there is a city-wide planning process, -- and this is not showing up right. we have the protocols, with the san francisco unified school district. this is keeping the violence happening from summer school. there is a lot of work with the committee-based agencies. we have to continue with this. i don't know why this is not showing the whole thing. >> i am not certain what is going on with this thing? >> i have had problems with computers all week. we have to develop a process, with those children or adults that have been impacted. we have the 60-day follow-ups, we work on identifying the posttraumatic stress. we look for screening tools, these are not assessment tools but screening tools, that may be administered for the community-based agency. they would refer people to the crisis response services. we have a dialogue with t

san francisco general needs a full-sized st. luke's. san francisco is on diversion at least 25% of the time. when i worked there, it was more like 30%, 33%. san francisco is being rebuilt with only a handful of bends more than the current consensus, so this is not a plan for adequacy. this a new eir, even if it is in march, it will always be jammed if the number of inpatient beds are cut by two-thirds, because there is no where to put the emergency room patients upstairs to be able to clean out the emergency room, says san francisco general is going to be left high and dry. the community activists, they want 160 beds transferred from cathedral hill to st. luke's. this was option 3-8 in the environmental impact report, -- option 3-a. this was listed as being incompatible with their long- range plans, meeting fiscal plans. this out of hand rejection of the plan without serious consideration is sufficient reason -- sufficient reason to reject the eir. this goal is overly narrow. supervisors, i understand that rejecting the eir may feel like

san francisco general is the trauma center for the region. trauma recovery is actually the psychological know how th. supervisor avalos: so we have moved from where the trauma recovery center was state-funded to know almost locally funded? it has become san francisco's natural response. >> not really sure on the funding. it has been back and forth. i just want to be clear. what i will be talking about is the response of peace. i thought it would be important for you to see what happens in the initial response, which had to be a city-wide street intervention model. i am sure dcyf will cover the initiatives we are working on, not just the response and crn piece. the primary focus of the crisis response team, we had to define it out. we had different pockets of groups. we knew we needed to work with families that were directly impacted by the homicides and/or witnesses to stabbing or shooting violence. that would be the main focus. the other thing, we needed a response that could occur 24 hours a day, seven days a week. a lot of the incidences w

i do not see san francisco general is part of the plan for its own employees. i do not understand that. i would date for this project and for the legacy of this board to have cpmc build their hospital in daly city. we look at what the 49 arrested with their stadium. we continue to but developers -- we look at what the 49ers' did with their stadium. we need to move this project forward. supervisor mar: next speaker. >> good afternoon, supervisors. i have a speech prepared, but i did not bring in not because most of those points have been addressed. i want to focus on some other issues. we talked about competition all day, the importance of competition. my understanding of competition, there are winners and there are losers. cpmc has continued to serve san francisco for over 100 years speaks that they have been winners. their patients will testified that they have received world- class service. cpmc has been striving for excellence in everything that they have done. the fact they have the resources to try to create world-class seismically safe hospitals show that

the san francisco general hospital is the only hospital that provides psychiatric emergency services. patients are also brought by law-enforcement under what is known as a 5150, which is when a person is deemed to be a danger to themselves or greatly disabled. they are in psychiatric crisis. patients are taken by law enforcement to the closest hospital emergency room. 30% of the patients need to continue to receive high level of hospital services to an inpatient beds. however, the majority can be stabilized on medication, but what they need is a place to be discharged to. the next level down is a cute psychiatrist. the many hospitals are involved, i will first focus on one. these services help stabilize a patient and we initiate any treatment options that are inappropriate. they are currently operating 54 acute psychiatric beds. while the inpatient psychiatric beds are often filled to capacity, the majority of those patients could receive and lower level of care if that was available to them. some of the patients are eligible for other low level of services. this means that not acute

the only place where there are effective urgent care ours is that san francisco general. we should be proud of that but after 6:00, the doctor says go to the emergency room. then we are paying an emergency room visit cost which is more expensive than a doctor's visit. at kaiser, you don't go to the emergency room, you call the advisers. they very rarely sent you to the very expensive emergency room. we have nine months' worth of data. the accountable care organization had a head start because they were working with calpers and they hit the ground running and they have seen remarkable improvements in their emergency department rates and generic drug utilization rates. commends have been made in their working toward bringing those same metrics down. they are not quite as significant, but the really important takeaway number is when you look at the trend line, and had been 16%. we were going to see continued trend that 16% and we have lowered them to 9%. that's largely due to accountable care organizations. how's that translated to our rates was the first year, 2011, blue sh

san francisco general, because -- we are on divert 25% of the time. santa lips was third highest in their version -- st. luke's was third highest in the diversion. if someone in my neighborhood needs to go to the hospital, they have to drive further to the next hospital. it is not only that patient to is affected, it is everybody else. it is clear that closures affect emergency care for all, insured and uninsured. these closures affect access to care through increased distance and also by increasing the patient load at neighboring hospitals. er crowding degrades quality of care. it can also set the stage for additional closures by displacing tens of thousands of poorly insured patients to other hospitals. as you are aware, this discussion of st. luke's is only one consideration and it is part of a much larger discussion. supervisor mar: any questions, colleagues? thank you for the presentation. . >> we're learning now that the suspect who was shot by a san francisco police officer has died at san francisco general hospital, struck twice by bullets and underwent surgery this morning for wounds. and this is a chocolate factory. and this is where this suspect worked. it started here this morning. police say the suspect was a 30-year-old worker and that this attack took place in the back of the factory. >> this employee raised his arm to block the slash. it cut him on the arm. >> this construction worker says he witnessed the attack while taking his break. he says he saw two men arguing and one lunged at the other. and with what appeared to be a knife. >> this sim left a bloody trail as he followed his attacker, police encounters a suspect ask tried to talk to him. >> this subject just kept walking. >> the chief says officers tried to stop him heading into the crowds at the embarcadero sent center he produced a box cutter-type knife. lunged at one of the officers. she fired two shots. the officers handcuffed him, not understanding if the fight was going to be on. and he immediately unhandcuffed him

the only other hospital located in the southeastern part of san francisco is san francisco general, which is on diversion 25% of the time. the emergency brim is at capacity and can not accept any additional -- the emergency room is at capacity and can not accept any additional patients. you how the situation -- you have a situation, st. luke's serves a sizable population, close to 30% of privately insured patients, also creates a strong foundation for a st. luke's to continue to be a viable option, in a viable hospital. the board of supervisors has previously taken a position making it clear that we are committed to supporting st. luke's hospital. there was irresolution opposing the closure that was passed by this board of supervisors and i am a very proud, even though none of us was serving on the board that time, i am proud that the board of supervisors took the very important position making sure that there was a commitment to keeping it open. we also have heard from the health commission, which has made a point of making a commitment to keeping st. luke's open. the mayor has talked ab
