you look at the san francisco jail population under 6% now of san franciscans are african-american yet 56% of jail inmates are black. whitings make up 22% and 42% of san francisco -- latino americans 15% and asian and the statistics are here and wildly disproportionate. for youth it's no better. african-americans ages 18-25 are the largest demographic in the san francisco county jail and the population of san francisco juvenile hall is about 51% black and 6.6% white. this indicates that's 50 times more likely for an incarcerated black youth to be be at the youth guidance center. according to usa today san francisco is one of the cities listed along with 1580 other police departments that have higher arrest rates of black people, higher than in ferguson. in terms of in a criminal case one of the first things that occurs is the bail setting. these are national studies. we don't have any studies for san francisco but this shows that black defends are assigned greater bail levels than the white counter parts when they're accused of similar offenses and as a result have lower probabilities of getting out of jail. that is 2010 study. according to the stanford 1994 study due to

category, that's clearly an area that we need to look very closely at because the population of latinos in san francisco is on a conservative bases is at least 15 percent, some people would say it's past 20. it could be the latinos are very busy on other projects and if they are not available. that's a concern. >> well, i share your same sentiments in that respect. regarding these size harmonization, i know i have had a discussion with a successful latino contractor that was not awarded the contract because he exceeded the size standard, as an example. it would be good to look at increasing our size standards and harmonizing with the city because he certainly fell within the city's definition, i believe of a large you know small business but it exceeded our size standards. >> right, that's why i think it's good that we would want to harmonize our standards with the city's standards. if the latino contractors are busy elsewhere and have exceeded the size. one thing i would like you to think about and report back to the commission because i don't have this clearly in my head of the local business ordinanc

san francisco is so expensive. a lot of people want to move here. the city experiences a renaissance, not just san francisco, but portland, seattle, new york. there is no planning regulation and they are still displaying latino neighborhoods in that city and they don't have the reg ylshzs we have in san francisco. i just don't believe hat is a reason to why san francisco housing is expensive. i want to clireify that is why i can't support this finding. i know we have examples of where seek wuslowed down affordable housing. edward the second and booker t washington is a example of that. i argue that prop b which mandated all water front proposal going to the voreter insures 30 percent of the developments are affordable housing. developers used to say they can't build 30 percent affordable housing. now that they have to go to the voters they don't walk into my office without saying they will build with a minimum of 30 percent. citizens play a role using mechanisms. i understand it is a double edged sword and used both ways, but i don't want there to be a finding in the legislation that says this sh the only reason why housing is expensive in san francisco. i don't agree with that. second, i think in some cases
