ensuring we didn't have commuters renting spaces in residential homes but i think limiting it to san francisco residents is easier for us to enforce and kind of largely deals with a lot of the constraints around commuters from outside san francisco renting within san francisco. i do think that this reaches a delicate compromise from a lot of what we heard from public comment. whether to completely exempt residents from having to pay the tax to heavily enforcing to make sure we have a transit-first city. i appreciate what's come before us. i think residents should be paying taxes. they are charging and creating revenue for themselves through renting out the parking spots. i appreciate we are moving to an annual level. i think that will take some of the burden from residents renting out one or two spots to other residents in the city. >> thank you. we have a motion to send the item forward with recommendation. i would say i did hear the public comments. you know, frankly, the comment about it creating a situation where we have commuter -- areas where people are parking, i'm not sure that would really happ

i know those residents are he people who live in san francisco, but for the people who travel from sanjose, i also pay property tax. i would like to know if that makes me a resident or an owner. i am neither owner of the property nor a resident of san francisco. should i be penalized and pay taxes? so, in the community improvements, i think they should consider some of the obligations san francisco goes back to the port authority to support that area for the parks, for the environment that you can see people enjoying. the other thing is, i think we have not explored all of the avenues necessary to solve the problem. i think you've got revenues that are based upon a need to pay back obligations that maybe should be reviewed. this is not the only place in the world where obligations are reviewed and negotiated. some of constraints that might be better evaluated. my plea is to take a little more time and continue the conversation for all the stakeholders. i think there is a way to work it for everybody's benefit. thank you. bank and i serve with the architectural principle in charge of the project, i'm a long-time san francisco resident, i would like to highlight a few critical reference points, town school needs more space for its enrollment, it approximates at 54 thousand gross square feet, this is short on california's regulations by about 30 to 40% depending on how you measure, town school also needs to modernize, the school has been existing on the site for 74 years, the last meaningful imprao*ufms in the 1980s, it dates the 1960s and prior, educational requirements have advanced since the construction of these facilities, town school's vision is a mor modern environment than just pure additional space. this project is the result of a ten year search and review of all the options throughout the city that have on-site improvement, expansion, splitting the school and all other sorts of options to get the education conditions appropriate for the school for the future, more than four years ago, the school revitalized and wanted fo expand, for three years, the school has worked with the faculty to determine education

i am a san francisco resident, also a native san franciscan. i have four children in the san francisco unified school district, at george washington carver elementary school, and martin luther king school. i'm the president of the ptsa at my child's elementary school and a member of coleman advocacy for children and youth. i am here today to talk about the achievement gap and how our african-american children are falling behind and how the gap is growing between african-american children as a group. this summer i took part in a leadership academy with coleman advocacy and learned that more than 65% of african-american children in the districts are not proficient in language, arts and math, while caucasian children looks nothing like ours. i also learned about the school to prison pipeline and the result achievement gap plays. our african-american children fall forced and get pushed into prison because the district has not taken the time to sit down with the little african-american boys and girls and really invest in them. more needs to be done b

we voters from the city of san francisco, and those who seek fairness and justice for this is -- its citizens are sending this letter on behalf of all san francisco's residentilies. our concerns are the following. we believe all elected officials should have the right to hold office and represent the people within the law without depending threat of expulsion by other members of office. we believe all citizens should be given a fair opportunity to make changes for the betterment of their lives, family, and community without their careers being jeopardized as a result. we are writing this letter in support of sheriff mirkarimi, san francisco's duly elected sheriff, who has enjoyed a long public record service -- long public service record. while in office he has overseen violence and gun law reform as well as advocacy for those underrepresented in the community. sheriff mirkarimi has been a visionary for innovative change both in and out of san francisco. recent allegations and a misdemeanor conviction involving the sheriff and his family have over shattered his new position and cast doubts in the eyes of some on the propriety of his ability to serve as sher
