i just want to say, i appreciate the comments of san francisco state. san francisco is home. as a citizen of san francisco, i have to say i constantly feel proud of san francisco state, and that's we have a world class institution that provides a world class and accessible education to folks of all backgrounds, and whose student body population reflects the diversity and vibrancy of our city. i think land use is so important not just because of the building, as you also said, but also because of the opportunity that things like housing opens up for people. and i feel like the ability to grow your housing and other facilities to be able to make sure that students are successful while at the same time alleviating some of the pressures off of the larger san francisco housing market is a win-win. and i also agree that just looking holistically at this as a master plan i think is a great step, so i'm really excited to see the evolution of this master plan, and thank you so much for coming. >> president hillis: great. thank you. just a question to staff. so on the -- on the process

recommendation and moving that recommendation forward to make sure that we aren't just relying on san francisco state or the university of san francisco to provide us teachers. we know we have to find alternatives if we're going to continue to be fully staffed with the highest quality teachers possible. so that is an update on the progress on the areas from the entry plan in the 90-day plan. and one of the areas, after i gave the 90-day progress report, then i talked about one strategy for addressing the needs of the district around or african american student population was the creation of a plan called pitch. pitch was -- is five areas: professional capacity, instructional guidance, transforming mindsets, collaborative culture, and making sure that we have a high quality staff in place, and this was because we wanted to make sure that we were interrupting or figuring out ways to interrupt racial barriers. we identified schools where there was a large gap between our african american students and our white and asian students. and so since that time, the process that we moved forward was that a pitch

and you had a presentation a couple of weeks ago from san francisco state. they're trying to do the right thing. you need to approve this housing. we are really beleaguered in the city by students competing for housing when they should be accommodated by the institution, and the smart institutions are building housing to keep the student students' rents down as well as keep them a part of the campus. people like san francisco state need to be encouraged because you don't have jurisdiction over them, so encourage them. encourage u.c.s.f.. you also don't have jurisdiction over them. and they also need to be encouraged. this is monumental. if we can leave some of the -- if we can relieve some of the pressure on the housing in the neighborhoods, including monticello street, it is not too much to really look at these projects and find out how they're accommodating housing and doing the right thing. i really appreciate c.c.a. separate and also want to thank them for hiring the company they did. they have had some great people traditionally in the city. they have a

the individuals were largely students of san francisco state university. following the planning code and d.b.i. violations, the property began -- the property owner began working towards compliance, slowly vacating the house and working on the building permit application before you today. the property remains vacant once it was cleared out after that group housing violation. and in addition, the property owner paid the planning department nearly $30,000 in enforcement fees for that violation. while the property owner originally proposed to legalize all the unpermitted alterations, the planning department worked with the property owner to remove certain features that were not necessary. preservation staff reviewed the front facade and gave ceqa clearance for the stucco conversion while planning staff reviewed the number of bedrooms and bathrooms in the house. in the end, the final number was ensuring that each bedroom was livable and the dwelling had sufficient living space to accommodate all of those bedrooms. the final tally was ten bedrooms and six full

unwaivering support of public safety here in san francisco, first as a member of the board of supervisors and now as mayor of san francisco. as the mayor stated over the last six months we've implemented strategies here at d.e.m. that have allowed us to maintain our goal of answering 90 is pfrs of our 911 calls within ten seconds or less. the first part of our strategy focused on hiring and training new dispatchers. it takes about nine months to a year to fully train a dispatcher, so it's a long process, it's a huge commitment. the fact that the mayor is giving us the funding in the next two years to hire additional 90 dispatchers will make a huge difference for us here at d.e.m. last year we added almost 40 new dispatchers and we're seeing the results of that right now with our 90% call answering time. the second part of our strategy was to make sure that the public knew which calls should be going to 911 and which calls should be going to 311. as the mayor stated, 40% of our calls that come into the call center really are not emergencies, so here we are, trying to address that issue and let the residents and the visitors to san francisco kn

i've been on the police commission for a long time as both a state and federal prosecutors here in san franciscoo i'm aware of the need for policing. given the current state of our criminal justice and mental health systems, our officers can barely respond to the calls for service. they are busy dealing with repeat offenders and people in mental health crisis. by adding these police officers to our police department it will make the street safer for our citizens and those who visit our city. there's days when i walk from the parking garage to my office and i see the things that we all see, unsightly things of people in crisis, people shooting up. it's not acceptable and the only way we can address that is adding to our women power and men power of the san francisco police department. this is a great move. we as a commission thank the mayor and the board of supervisors for putting this forward. with this it will give our officers more of an opportunity to be involved in community policing and, yes, proactive policing. so mayor ferrell, thank you on behalf of the citizens of san francisco. this is

she completed her early education at university of louisiana and earned a master of arts at san francisco state university. her childhood dream was always to become a teacher. she began her career at an educator in the sfusd on the faculty of patrick henry elementary school. later, she taught at gar eye and mckinley elementary schools. unsurprisingly, she was a consummate educator. for example, it was important to her that fourth graders begin to appreciate the communities in which they reside. accordingly as a fourth grade teacher, she began taking children on community visits to create an interest in and familiarize them with neighborhoods. it was during her tenure at mckinley that she was appointed the assistant principal of marshall annex elementary school. a newspaper article written during the time described her as the first negro woman administrator in the san francisco school system. she also served as an assistance praent at starky elementary school again earning the distinction as the first african american woman to hold such a position in the sfusd. under her leadership, test scores

we have spent the last two years developing a relationship with san francisco state university and they have agreed to allocate credits, these are actual san francisco university credits, to our youth workers who participate in trainings that we will be implementing in our office or in the community to really honor our cbo employees who are working really hard to serve our children, youth and families in the city. >> so i know there were a lot of r.f.p.s that went out for contracts, are they still outstanding buckets that have not been r.s.p.? can you speak to when the timing is? >> sure. so we have several buckets that will be released in, i think in eight or nine more months. and that is because we phased out the r.f.p. because it was a lot to handle. the next iteration of r.f.p.s we will issue will be for art collaborations. so dcyf, in partnership with department of public-health and other departments, co fund collaborations that were ethnically targeted so we funded a collaboration serving our spanish-speaking latino community and our african american community and we will start a

today we don't receive enough investment from federal and state needed in san francisco. there's an unmet need of about 25% of low income state and subsidy eligibility of pre-school age children and only 20% of parents of infants and toddlers receive assistance who are eligible. so an 80% gap. that's where san francisco's leadership really comes in. our work, we have two programs, early learning scholarship and financial assistance to access quality for all parents and children, zero to five as well as preschool for well which is entering the 14th year. we reach a total of 7,900 of san francisco's youngest learners. our budget proposal continues that work and seeks to provide a modest cost of doing business increase for the professionals who care and educate for our children which will be useful to help make sure that their compensation, our educators are among the lowest income professionals in our city. we have some work to do there. so our budget proposal really is to try and begin to close the gap so the-- for these professionals. another highlight, a modest cost in th

san francisco. along those lines, i want to make sure i let everyone know today, and announce officially, san francisco is joining with the rca of california and banning all business practices with the state of oklahoma. [cheers and applause] we will not -- we will not, as a city, continue to tolerate other jurisdictions that discriminate upon our civil rights, and certainly with her lgbtq community. we will continue to stand tall as a city, and stoned -- stand tall for exactly who we are as people and residents in our city. you know, i want to acknowledge the contributions of our late mayor ed lee and the things he did for the lgbtq community as well. he founded the federal mayors against lgbtq discrimination organization. but he did so at the national level. he started the player. the first and its client in our entire country. and it has been a great source of pride as mayor to continue this legacy. last week, the supervisors and i announced that the city of san francisco and i will be backfilling the four-point $2 million for hiv and aids funding that a federal government cut.
