i love san francisco. just to be able to stay in my community and continue to help the residents who live here and continue to see my neighborhoods move into new housing, it's been a real joy. it's been a real joy. >> hi. my name is carmen chiu, san francisco's elected assessor. when i meet with seniors in the community, they're thinking about the future. some want to down size or move to a new neighborhood that's closer to family, but they also worry that making such a change will increase their property taxes. that's why i want to share with you a property tax saving program called proposition 60. so how does this work? prop 60 was passed in 1986 to allow seniors who are 55 years and older to keep their prop 13 value, even when they move into a new home. under prop 13 law, property growth is limited to 2% growth a year. but when ownership changes the law requires that we reassess the value to new market value. compared to your existing home, which was benefited from the -- which has benefited from the pr

san francisco police department. very challenging. very challenging, but it created an opportunity for them to actually build relationships with the police department which was a great opportunity, and now i can say that a lot of those young women actually have relationships with officers. mayor breed was also -- she was very support him throughout the whole entire process. i was actually able to meet her then, back in 2015, for the first time. we as the interns knew she was fighting for funding that helped youth get experience in programs in these jobs. after the first summer, i decided to become a police cadet. one, i made the decision because they were paying youth who were still in college to actually just support as police officers -- well, support these police officers, i was also hired as the coordinator for the c.s.i. program, which was a big role, but i was prepared for it. i had a lot of help, and i've actually been coordinating up until this past summer. my next role that i'm actually planning to take is i

[♪] >> i moved to the richmond district in 1950 mine. i was two years old. i moved from chinatown and we were one of the first asian families to move out here. [♪] >> when my mother decided to buy that house, nobody knew where it was. it seems so far away. for a long time, we were the only chinese family there but we started to see the areas of growth to serve a larger chinese population. the stress was storage of the birthplace of that. my father would have to go to chinatown for dim sum and i remember one day he came home and said, there is one here now. it just started to grow very organically. it is the same thing with the russian population, which is another very large ethnic group in the richmond district. as russia started

i work at san francisco department of the environment. we are one of the programs that i helped coordinate as a san francisco healthy nail salon program. a quick overview of why we started the program and how we implement it and how -- let's start with a wide. we have several reasons. technicians that work at nail salons in san francisco are primarily women of colour coming from immigrant communities and are of childbearing age. does approximately 250 nail salons in san francisco. and the number of salons in the u.s. has tripled. in 2017, they were more than 430,000 technicians and more than 56,000 nail salons in the u.s. while these technicians are working long hours in the salon, they can be exposed to many chemicals. from a lot of different products if you think about it, polishes, in the cart you can see acetone, removers, thinners, artificial nail builder and more. many of these products can contain phthalates, solvents, acrylates, plasticizers. we identify the toxic trio or the worst of the waste of these chemicals which is formalde

of the san francisco community clinic consortium. our organization represents 11 of the nonprofit community health centres in san francisco. collectively, our members serve 113,000 san francisco residents which is about ten% of the population. we also serve about 4200 healthy san francisco people and 46,000 other enrollees. our organization serves two functions. one is a common voice for the health centres under our umbrella organization and the second one i will speak to them just a moment. in terms of the 11 health centres that operate throughout san francisco, with a quick survey out to them, they reported back that they have difficulty obtaining search and medication vaccines and medications and also inhalers, particularly for the healthy san francisco population. they also work to cover creams and ointments for people who have psoriasis and other issues where these medications might not be around and the expectation is patients will pay for them out of their own pocket which is very hard for them to come up with. the second char

my name is jody maderis of walk san francisco. we're the 20-year-old pedestrian advocacy organization. i am here to strongly support this important amendment to amend parking minimums in san francisco and would like to express my thanks to supervisor kim and all the work she's done to bring this to this committee and i'm hopeful we can get this out of committee and bring it to the board soon to continue her legacy. and i also want to second that with supervisor kim to say, yes, i want to be the first major city in the united states and lead the way for the environmental smart policy. it's important as you heard from what we ed -- experienced last week. it's a transit-first city and transit love first policy are and resonates with walk san francisco. i feel as an organization we do need to support this because we do need to start putting our chips in with the transit, walking and biking for us to be a real transit-first city and a vision zero city to eliminate traffic fatalities by 2024. we heard from you all at the last committee

assumed increase transit service on ongoing work to add my bus service on the 101 corridor between san francisco and san jose and adjustments to routes to take advantage of the lanes. these included seven new routes between san francisco and the peninsula and assumes the changes to many mobile services that included the introduction to the park expresses and modifying the service to run all day in both directions via 280. this included continuation of the existing 14 x. service that uses the core door. the final note is it is important to remember that the proposed lane addition recommends an alternative south of the airport and was in place. how did the scenarios perform? the chart on your screen summarizes the performance of each of the alternatives across the goals we mentioned earlier. when we compare the results with our goals, the carpool only scenarios were either in no better than doing nothing -- nothing or in some cases, worse. many of the challenges of the scenarios come from the fact that involves converting an existing lane. at two person carpal rearranges the lanes the vehicles are

by 2020, and we are working hard in san francisco to accomplish that goal. but we know that just building housing, providing shelter is not sufficient for some people who need a little bit more support. it's just not enough. and many on our streets, unfortunately, are suffering from mental illness and substance abuse disorder. today, we are at hummingbird place, which helps the most vulnerable residents break out of the cycle between the streets and jails and hospitalization. here, medical professionals provide personalized care and innovative services for mental health and substance abuse help. hummingbird place is tailored for individuals experiencing mental health and addiction. we have an option for people to get off the streets every night, and we can do more. and that's why today, part of the announcement is that we are doubling the number of beds here at hummingbird to 14. we are committed to addressing the root causes of homelessness and providing access to mental health recovery, and we also know that more beds at hummingbird is not enough. initiall

i have a letter from san francisco on speaking on behalf of of san francisco. san francisco forest alliance is asking, once again, why does san francisco continue to expose women and children and other deadly herbicides? as you know, on august 10th 2018, in san francisco, a trial of dimensions -- the jury found monsanto guilty and ordered to pay 289.2 million in damages to the school district. the jury determines that the company knew about this and purposely deceived his partners. by now, roughly a thousand 700 plaintiffs have made claims in state courts across the country alleging the exposure of the herbicide led to various types of cancer. as part of that, they remain in san francisco and still use this pesticide. and other widely herbicide in san francisco is -- pesticide -- it is 20 times as toxic and causes severe burns at relatively low levels of exposure. is a high priority for replacement at least since 2009. the forest alliance first started keeping track. it is used on grass, where children eat and sit. instead of committing to pesticide free parks,
