campbell, then we can invite our guests up from marin and san joaquin valley. >> good morning. it is such a pleasure to be here. thank you for the invitation. i will give you an update on where marin energy authority is in our process, and i will talk about challenges we face along the way, lessons learned. supervisor mirkarimi: could you say your name? >> don weiss, interim director of the marin energy authority. we began serving customers in may of this year after many years of study and investigation and preparation. we are now serving approximately 9500 customers. we consider that to be our phase 1 rollout, about 20% of the load in our jurisdiction. we will be rolling out phase two over the next year or so -- we are targeting january 2012. i will be our remaining 70,000 customers. since our launch, we have also been able to get some programs off the ground which were a part of our original vision. first of all, we had developed and adopted a net energy metering carrot which allowed customers to be paid for any access to energy they produced at their own place of business, r

san joaquin, what san francisco has been experiencing, it was very helpful to modernize the approach. >> so the exciting part in terms of what is next hot how we are going to move forward, we made some modifications to the rfp following the september meeting. on nobemb - -november -- on november 3, we received 04 responses. there were various elements of those responses and wanted to make sure that we could have the broadest number of firms to be considered and scored. we are holding meetings with all four respondents on monday. we will sit down and be able to have a dialogue to have a frank dialogue and to make clear what needs to be included in the responses. and give them a bit more time to let them explain to us whether her or not that is what they want to do. and putting together their packages, it just wasn't included in what we saw. and give them some time to provide the follow up material and go through the scoring process. that is what we are thinking, and we should be able to be on the december timeframe for having selected primary responders. commissioner mirkarimi: commiss

. -- formed the san joaquin valley power authority in 2006. we brought two counties to the table. fresno county never made the final step. we worked closely with that board of supervisors as we developed our implementation plan. we have the somewhat dubious honor of saying we were the first entity to file an implementation plan and have it certified by the public utility commission for commencement of a community choice program for our member agencies. that initial certification was achieved in april of 2007. we worked through the processes as a result of a request for proposal process. we identified a potential full- service energy supplier. we also identified a number of potential renewable projects we pursued, potential development. our long term this and is somewhat different from visions here. it was for krcd to construct and operate a large generation facility that to this day we would argue the greater fresno area needs to maintain reliability and hedge its exposure to transmission infrastructure deficiencies and an extreme dependence upon hydro to serve our region. our con

challenges that we faced in marin -- and i know that you faced challenges in san francisco and san joaquin -- private utility now is really on its heels. they have done a lot of damage to their reputation, and as a result, are having to be more careful about their actions. i was just asked to sit in on a meeting with the cpuc energy division next week where there is a new requirement discussion where they have to comply with, at the legislative level, for them having to show what issues cca's are having with utility, and then getting a response back on how they are complying with the cca. so we have a litany of issues that are poor are not in the process of being addressed. those will be combined into a report that will be submitted to the legislator at the end of january, and there will need to be quarterly reports at the end of the year on how things are progressing. these reports will actually be dating back quite a ways. we will be looking back as far as 2005 to look at areas where pg&e did not cooperate with the law, follow the mandate set forward in ab 117. anytime you are planning a
