our current program for projects only in san mateo county, a contractor would be able to poll workers from either san francisco or san mateo county to meet the mandatory requirement. that is is essentially the mou. the tolling agreement was a request that the san mateo county had. our office, from a policy perspective, working with the city attorney's office, felt that making this tolling agreement with san mateo with respect to the local hiring legislation would not put us in a negative position, and it was a matter that san mateo county was quite interested in having. we felt that, from a policy perspective, it would not impact our ability to continue to move the program forward. it there is any questions, happy to answer, and i encourage your support. supervisor mar: thank you. colleagues, seeing no question, let's open this up to public comment. is there anyone from the public who would like to speak? ms. jackson. >> good afternoon. i am asking you to please pass on this, because it has been over a year now, almost two years, that we have worked on at this for local hiring here in

the original chaldea san francisco -- the original county of san francisco came from san mateo county. they decided it was too large a county, said the card off another county. at the time, the largest population in the state was in san francisco. l.a. barely made a presidio. they had, like, 50 or 60 people. 90% of the population was in san francisco, and everyone down the peninsula is saying if they are in the county, san francisco has this huge population, we are going to have to go along with them, so they can't get off -- they carved it off. >> it looks like it is the richmond district, but a kind of shows what was on the west side town. a great deal of it was sam, and for that reason, people thought that the weather and the san -- it was really not a place that people wanted to live, and it was going to be very typical for san francisco -- very difficult for san francisco to expand west. >> if you look at the early maps, it was 3 miles wide by about 6 miles long, this huge sand dunes that just moved around. >> here is an 1875 map of the laguna. says along the side of the map, hig

so for this $110,000 gap, $55,000 has been provided by our counterparts in san mateo county, the san mateo county transportation authority that leaves $55,000, which is the subject of this request. the project itself for full construction has not been fully funded yet. in fact, that's a question that the authority is currently engaged in the stud dwroi try to answer -- study to try to answer. it's called the bycounty transportation study. ear wailing to build some interagency, cooperation and agreement, on a full list of by bicounty investments and provide a funding strategy for these investments. the candlestick interchange project is one of the projects on this list so there's interest in both sides of the county line in seeing this project move forward. in its april meeting, the c.a.c. made a recommendation on this appropriation, also asked staff to explore ways to more actively involve the community in this and other bi-county projects. and the staff is following up on that request at the moment. that concludes my presentation. i'm happy to answer any questions. chairman chu: than

i thought all san francisco residents who do not have insurance -- if they are employed in alameda county, san mateo county -- as residents, they are eligible for the program. is that correct? how many people are employed by employers outside of the city and county of san francisco? >> we do not maintain that information. employment status is not relevant. we do not care about your employment status or immigration status. we do not ask that information. >> for me, as a resident of san francisco and a san francisco taxpayer -- if one of the goals of this program is to protect the san francisco taxpayer, i would like to know how many employers are being defective subsidized by our taxpayer dollars. -- being de facto subsidized by our taxpayer dollars. when we look at shifting this $52 million relatively quickly, and people starting to shift their game plan around, it would not be good to continue the exodus of opportunity outside of our borders while our residents continue to be -- continue to live here, but will be employed outside our city and will continue to receive health care here. i understand
