san mateo san francisco. and santa clara counties in the red tier contra costa and sonoma did not meet the criteria to move out of the more restrictive purple tier. now as a reminder here is what's allowed when a county moves from the purple to the red tier restaurants can open indoors at 25% retail stores and shopping malls can move up from 25% to 50% capacity. museums zoos and aquariums can open indoors at 25% capacity movie theaters can reopen indoors at 25% capacity as well gyms can move indoors at 10% capacity and indoor social gatherings are still discouraged but allowed with 3 household maximum kron charles clifford joins us live now from pleasanton charles what are businesses they're telling you about this latest move. >>yeah, you know the state announced that alameda county was moved to the red tier around noon today walked around everyone very happy about this a lot of these businesses have had to keep people outside for months. talk to some folks on the street who are all pretty happy but there was some concern that this might all be happening a little too fast. on the amalfi along main street in pleasanton on tuesday word that the county is moving back into the red tier was welcome news the restaurant has had to do takeout and outdoor dining since november and they have survived thanks to the help of the community but they did have to lay several employees off and they're eager to get people back inside and they say that because of the expected bad weather moving to the red tier is happening at the perfect time it will mean a lot to be because as you that is going to be some rain. >>called away their stay on the phone couple of months least and never enough people can gain and 19 would be amazing it would be just out before. >>and it makes complete. >>along main street most people we talked to on tuesday were happy that restrictions are going to be easy. but there was some skepticism i think. >>it needs to happen for businesses to come back to life. and i think with more people getting the vaccination it might be a tad early but i think it's good to happen that people will be safe. >>i think it's a little the variance still out covid still out there. i i wish we would pull back just a little now under the red tier restrictions indoor dining can resume at a maximum of 25% capacity, retail stores. >>or 50% capacity gyms and fitness centers can now reopen at a maximum of 10% capacity and movie theaters zoos museums and aquariums can open with a maximum of 25% indoor capacity. all right back live now now even though the announcement was made the new rules don't kick in until tomorrow wednesday morning. >>but for now in the east bay charles clifford kron 4 news. >>charles thank you for that. now as counties moved to less restrictive tiers let's take a look at covid-19 cases and deaths in the state this afternoon over 2000 new cases reported in the last 24 hours along with 171 deaths and in the fight against the virus. the state has administered more than 10.6 million covid-19 vaccines. now there is growing opposition to a new vaccine distribution system to be operated by blue shield the state-backed plan was set to be up and running by the end of the month. but widespread participation is in doubt kron four's rob fladeboe has more on this now live for us from san jose rob. >>that's right santa clara for one is saying that is not going to sign up for the state's plan to have blue shield step in and take over the distribution of the vaccine. let's take a look at the video and you can see that the course right now we're seeing a variety of vaccination sites there are pop-up sites their hospital run sites and there are county run sites. blue shield says it can do a better job here by having all of these appointments made through one central clearinghouse in that way blue shield says it would better be able distribute the vaccine to hard-hit communities with an ultimate goal of vaccinating as much as a as many as 4 million people per when they really hit the ground running. but critics are saying that that's not the way it's going to work that this will not speed things up and that will not be any more efficient and it'll actually prohibit counties from doing some pop-up sites and so forth among the critics santa clara county executive doctor jeff
