a new target store is coming to san rafael. the city council approved it in the middle of the night, about 1:00. that followed a marathon debate that dragged on for seven hours. tara moriarty has more. >> reporter: the owner of the grocery store, united market, wants the shall you put before voters. target now sells groceries. some say that could take a chunk out of mom and pop shops like this one. protesters said a big chain store would crush stores and cause traffic. a spokesperson for target said it would create jobs. more than 100 people signed up to speak. in the end council voted 3-2 to allow the chain come to town eye felt the frustration. i felt we weren't really being heard like the target group was. they were on the podium for probably an hour and a half. we got, at the most, 15 minutes. so it isn't fair. >> i do support target. i believe if more money can come into the community it can help my pisness. >> reporter: the nearest target is in novato. it would be billed near the old home depot. target plans to hire and d
