miguel, good morning. >> reporter: savannah, good morning.lly 8 to 10 miles away from the coastline. the big concern is not the storm surge, it's not even the hammering rain that's blinding at times. it's that powerful wind that you can see is pushing me around a little bit here. it's knocked out power to so many people in this entire city. but not just this city. across the entire region here. first responders say it's too dangerous to actually go out and conduct any rescues. the mayor says most of the city is at home, did not evacuate, is hunkering down at home. but we don't know the state of the city right now, because it's too dangerous to venture much further down the road here. we're protected, our crew is und under an overhang. we're in a safe place. these roads here back here can be incredibly dangerous. they're wind tunnels, because the wind is coming right in this direction, blowing everything from trash cans to trees. even a newsstand we saw blow down from wind here. the conditions are expected to deteriorate over the next several

matt and savannah? >> gabe, thank you very much. >>> maria is spinning off of the coast of north carolina. we're going to get to al's forecast in a moment. let's go to dylan. she's in nags head on the outer banks. >> maria is making its closest approach to the outer banks of north carolina. the storm is 140 miles to the east. but tropical storm-forced winds are 250 miles from the eye of the storm. because of the winds, schools are closed today. it's not safe for the buses to be out in these conditions. ahead of the storm, they evacuated about 10,000 visitors to the outer banks. and they worked hard to build up the sand dunes to protect against coastal flooding. on the western side of the storm, there's not much, if any rain. it's very dry. but the biggest threat is from the storm surge, down in hatteras. they had a three-foot storm surge that flooded parts of highway 12. maria will pull away from the coast. but the threat remains for the entire east coast for dangerous rip currents. if the sun is out, i

good morning. >> reporter: matt, savannah, good morning. the eye of that storm is headed our way as we speak. you could feel these winds. the rain has been battering down on us. because we are on the east side of that eye. that means woo ere in the thick of it right now. we're getting the worst of it because it's about 50 miles southwest of us. we've seen it cause three things. one, there's been minor flooding along the streets on the sides of the street. the winds have knocked down power lines, knocked down trees. that's cause number two. 50,000 people now across the county are without power and half the city of gainesville's traffic lights are currently not working. and third and finally, it's these hurricane-forced winds. they're traveling now at 85 miles per hour. we could feel the gusts of them as our crew was driving in around midnight. it was shifting our car and we could feel and hear those winds battering the windows. and that means that the emergency forces in response are now in full effect. one, the national guard is here. two,

matt, savannah? >> thank you very much. >>> we'll pick it up there and talk about this desperate scramble for essentials in puerto rico. more than a week after hurricane maria, food, fuel and water remain in short supply. nbc's gabe gutierrez remains in san juan for us. good morning. >> reporter: savannah, good morning. puerto rico's governor says the department of transportation has set aside $40 million to repair puerto rico's roads, but that part of the recovery seems a long way off. the more pressing need right now is this desperate water crisis. it's not so much an issue of supply as it is one of distribution. this morning, puerto rico's water crisis is deepening. while the floodwaters have receded, it is the lack of drinking water that's now ravaging the island. >> really hard. it's really hard because we don't have anything. >> reporter: betsy is desperate, collecting fresh water from the side of a mountain for her children. if you had a message for the federal government, what would it be? >>

savannah is bracing for possible tornadoes, but as this storm pushes on, we are getting new images in of the devastation in florida. listen to this. more than 6 million people are without power. it is high tide in jacksonville, bringing in a record breaking storm surge that is taking over major roadways. our cnn cameras capturing some of the first video of the florida keys and just when you look at all these pictures and the devastation is stunning. my colleague john berman is joining me for the next two hours live there in miami amid boat debris. it looks like down in coconut grove, john berman. i know you are in the thick of it during the 100 mile an hour winds last night. tell me about where you are today. >> reporter: it goes without saying, brooke, it's not supposed to look like this. we are outside of coconut grove outside a bar named monty's and it was just hammered in the storm. look at all of the boats around me, sail boat, motor boats, tipped over and just pushed up on to the shore by the storm surge and it wasn't just the storm surge. it was one of the larger boats that bro
