sba provides investigative support to the i.g. who would then pursue action with doj and others. >> what are the penalties though for misrepresenting themselves? >> i don't know the dollar amounts. i'd have to follow up with you to find out what those have been, what outcomes we've had. >> okay. let's talk about the shuttered venue operator grant program for just a second. it sounds like the first grants are going out this week. can you describe any other specific issues that remain that could prevent grants from being approved and distributed? >> just it's a slow process. and as we've shared with our stakeholders unfortunately that it's an arduous review process for eligibility as well as reviewing all the tax documents and everything else for strong fraud controls. so, we continue to work through those issues but don't anticipate any specific issues. >> okay. let's talk about the community navigator program. and just my concern about it getting out to rural communities. how are you ensuring it's getting out to rural communities?

act and the sba has stood up to the challenge. over $1 trillion in aid has been provided to american small businesses. in the paycheck protection program alone, over 5 million forgivable loans have been issued and the latest number i gotg there's now optimism among small businesses with the rollout of the covid-19 vaccine that businesses may be returning to a more normal volume. so let me first thank administrator guzman for your leadership and you hit the ground ready to go and you were particularly focused on our most vulnerable small businesses and you made a real difference. i also want to thank your workforce because it was an extraordinary challenge for our federal workers at the small business administration. you have supervised the expansion of the paycheck protection program and the iowa advanced program and you've stood up volcano yous program, the restaurant reliezation fund. the key has been congress and the administration, open lines of communication. transparency is absolutely essential and sharing information timely

how has the sba been working to ensure the sba ogr equitably -- are equitably just riveted? ash are equitably distributed? ms. guzman: experiencing the initial ppp rollout, i can appreciate the statement that it was initially having challenges. eventually back on track. i think that across-the-board what we try to do is first off, we have a great research partner network, and we want to make sure that communication is strong with them. there are so many different industries included, reaching out to stakeholders and making sure that their members have the industry -- have the information that they need on the front end as well as the outreach once a program is launched. and then a much larger program in terms of the numbers, we have been over 1000 events across the country, working with industries , the restaurant coalition, but as well lots of local groups across the country to make sure that we were reaching as many people as possible, reaching out to media sources, into communities, as well as veterans groups. i think 20 veterans in one week just to make sure that all of

we fully expect the fund to run out before it gets to us, and by all theommunications come out from sbaat's unfortunate. but it would have really done a tremendous benefit to us and our employees, because i certainly would like to get some of our employees back up to where they probably should. we have people that are still behind on car payments and things like that. lisa: i did talk to members of congress today. democrats are going to push to add more funds, but republicans, it does not sound like they are on board with that. judy: of course this is not the only set of issues before the congress and the president right now. there are big deadlines coming up in terms of what is congress going to do about policing reform, about the january 6 commission. what do you know about where those stand? lisa: that's right. i spoke to south carolina congressman tim scott today, one of the lead negotiators on that. republican. he told me in his mind it is june or bust, meaning he is setting a deadline to figure out leasing reform over the next month. meanwhile, just an idea of the pressure going o

that it would be a worthwhile investment to make sure that we do have a technology platform at the sba or any of the other institutions helping this to be able to disburse money as effectively as possible. there were many lessons learned on these last couple of rounds and they need to be applied and investments made in the technology system, for sure. >> thank you. next, i will turn to mr. solomon . it is good to speak with you again. i want to build off of ms. fraser's observations about the future pandemic response. this pandemic taught us how fragile the economy can be. for the first time, businesses large and small were staring into the abyss. we had a congress that was going to act, but government lacked enough mechanisms to deliver relief quickly to everyone. our office helped thousands who struggled to navigate government bureaucracy to access unemployment insurance, ppp loans, stimulus checks, and we are still helping those businesses today. i'm glad we took action, but we owe it to ourselves to take a hard look at the pandemic response and assess what we did and whether or not
