scott: mr. speaker, i rise in support of h.r. 7, the paycheck fairness act. when president kennedy signed the equal pay act of 1963, our country codified the basic idea that all workers should earn equal pay for equal work regardless of sex. regrettably, more than five decades later, and after the passage of the lily ledbetter fair pay act, that promise remains unfulfilled. today women continue to be paid on average 8 cents on the dollar compared -- 82 cents on the dollar compared to men. this is far worse for women of kohl who make less than white men and women. it exists across every sector regardless of education, experience, occupation, industry, or job title. a recent census bureau found -- study found that 38% to 70% of the gender wage gap is unexplained and likely due to discrimination. drawn out over a lifetime the persistant wage gap could cost a woman anywhere from $400,000 to $2 million. the impacts for both workers and their families often mean the difference between financial stabil

well it's no accident that tim scott the most prominent african-american currently in the u.s. congress in the senate was chosen to give this message given the fact that so much of what joe biden has talked about in his 1st 100 days has to deal with grace and so what we've heard now is from a black man who says that not everyone in the united states agrees with joe biden's policies essentially what he's saying is that at times he is accusing the democrats of using race to divide americans and to use it to advance policy so this is a pretty powerful accusation and it really is touching on a raw nerve that is percolating in american society what he's saying is that he believes that as a black man he has benefited greatly from all of the opportunities that america has to offer and that in his view america is not inherently racist he also talked about how he's concerned that children today specifically white children are being told they are the oppressors and that they are responsible for the actions of their ancestors and that he feels this is the wrong approach he also talked abo
