guest: i think during the 2000, particularly during the governorship of scott walker, there was increasing partisanship on both sides. republicans developed a very good get out the vote machine that relies on call centers, volunteers who go to republican offices and make phone calls to feller voters around the state. they claimed during some of the walker and ron johnson elections during the 2000s to have made millions of calls in individual election cycles. democrats have relied more on face-to-face got to vote like canvassing door-to-door and they have a team of volunteers, they had tremendous success raising money over the last couple years under the executive director of the democratic already, ben winkler, and they have used that money for advertising and mailing and other things in addition to their door-to-door campaign. it is different strategies for each party but both have a sophisticated operation at this point. there's a lot of national money coming in, especially for the senate race, attracting a lot of national attention. both parties are going out to vote. host: what should

take wisconsin, you can be into thinking of names like brian, and scott walker, and this is a red statensin voters sent the first socialist in congress, victor, in 1910. and wisconsin was home of longtime republican senator fighting bob, in many ways, the father of the american progressive political movement. so what's changed for the past century? in today's wisconsin, the majority of voters still tend to vote democrat. they elected a democratic attorney in 2018, elected joe biden in 2020. and voted to reelect beavers. but despite all those votes, republicans inspired not just a majority, by the super majority in the legislature. my msnbc colleague chris hayes explain how last week. >> people of wisconsin came out and said, who do we want to govern the state? and by two points, the people of wisconsin said we would like the democratic governor state. and when those votes were fed into the maps, the republicans themselves had written, what it sped out was near super majorities in both the house, and senate, for the republicans with the same votes. that got tony evers elected by a good m

2020, the election was decided -- razor thin margins, it always is in wisconsin drn in 2018 when scott walker lost, in 2020 when donald trump lost the state by 0,000 votes, you saw the state shift from red to blue with that milwaukee absentee that was counted very late at night. that's typically how it goes in wisconsin. there are states where i think that pattern will obtain this year. one of the key differences, like i say is states that have early voting, in of had person voting like north carolina, florida. republicans seem okay with doing. that you don't see a huge partisan divide with in-person early. where you see the huge partisan divide is mail. that's just overwhelmingly democratic, and pennsylvania offers no in-person early voting. so you're either voting by mail or voting same day. and so that's where you really get those dramatic splits in a state like pennsylvania, so it really depends. you can see the numbers move all around. but i think pennsylvania has the potential, again, to be one of the state where is the same-day gets tallied perhaps faster than the mail. although again

walker. joining me now is congressman austin scott. thank you for being here.efore we get into georgia, what are your thoughts on the trump announcement? is it going to impact the georgia runoff? >> well, i think it will impact the runoff, only because it allows the democrats to run on president trump instead of talking about what raphael warnock has actually done. so so we've been struggling for months to tell the georgia voters about a legislation senator warnock has worked on and passed and put into effect, only to be struck down by the courts. i'll give you a good example of that, maria. he passed a piece of legislation, put it in one of their covid relief packages, called it a black farmers initiative. that sounds fine but when you read the legislation it paid off the notes for every farmer regardless of race including if you were not a u.s. citizen on all usda loans as long as you weren't white. the federal courts struck it down, said you can't discriminate against a race of people like that. we want the citizens to know that's what warnock is supporting

walker? >> it depends on what you consider high-ranking. he's had other u.s. senators, ted cruz, lindsey graham, rick scott have campaigned with him and of course governor brian kemp has campaigned with herschel walker. we have not heard from former president trump. he would be the highest ranking. he would be, you know, the equivalent of an obama. so far, there have not been any announcements that president trump is coming to campaign with herschel walker, although, he did fully endorse herschel walker, taking even time out of his own re-election launch to say, yes, i want you to vote for herschel walker. >> tia, as you know, president biden announced that he's going to be renewing his push for a national assault weapons ban, a move which is likely to probably stall in congress. do you think this issue is something that can bring voters out in georgia on one side or the other? >> you know, i do think that the issue of guns, which is kind of one subset of the overall issue of crime, is really important to voters. when we polled voters both formally and informally ahead of the general election, we heard ove
