i want to go now to walter scott's brother, anthony scott joining us along with the scott family attorney. anthony, first, i want to say how sorry we are for all your family is going through certainly the loss of your brother but seeing it playing out again and again. we're thinking you have as you go through this. i want to ask you if i can about that encounter. as you went down to the scene of the shooting and he told you he had this video. we just heard from him for the first time tonight. describing the moments before the shooting where him saying the police officer in the case had control. he didn't appear to be under threat for your brother. i wonder if he told you the same thing when you spoke with him and what was your reaction to that? >> he said you have to look at this video. he said that your brother showed no resistance at all. >> no resistance. you can see that in the video there. it's good as well to have you there chris stewart. i wonder this video has played such an important part many this case. the police saying there's another video of the shooting dash cam video from

why would scott have run? faden santana said of one possibilities. >> before the video, i saw he was trying to get away of the taser. his reaction was just to get away of the taser. >> reporter: the confrontation ended up a long way from where it started. more than two football fields. so far it appeared he was the only bystander in the immediate area where the shots happened. this house abandoned. this is the spot where faden santana picked up and started filming. gwen says her son has a run in with the police after a routine traffic stop. she said chef overwhelmed when she heard the gunshots that killed walter scott. >> i started to cry. sorry. i started to cry because i thought about the altercation with my son and it could have been my son. it could have been any one of these young black young men around here. >> reporter: she says she still believes there's a lot of good police officers in north charleston but they have to do more community policing. just more kind of pounding the beat on foot and getting

>> reporter: well, scott we know that the family of walter scott is telling us the reason he ran is because he had a warrant out for his arrest, owed child support, and didn't want to go to jail again. the 50-year-old had been arrested at least three times before for not making payments. as for the second person in the car, today the attorney for scott's family told us they believe that person was a friend but they don't know who it is, and it's not clear what that person did after scott and slager took off running. that car was an older model mercedes-benz, and just a short while ago, the family told us that he had bought that car just a few days before and was in the process of transferring the paperwork. >> pelley: vicente arenas for us in north charleston. thank you, vicente. the cell phone video that captured the fatal shooting begins after officer slager's taser has been fired. the wires still connected to scott, who is struggling with the officer. jeff pegues has been working on an analysis of that tape. >> reporter: ron hosko is the former head of the f.b.i.'s criminal investigative

scott? scott: all right, doug. municipalities around the country are looking for ways to make ends meet. they were considering construction on a cell phone tower at a 12th county school all to increase revenue. montgomery county reporter kevin lewis is live in germantown tonight and has more on this plan. kevin? kevin: hi there, scott. this is what the cell tower at daley elementary school looks like. as you can see, it's fenced off but still close to classrooms and measures 100 feet tall. many parents at nearby millsville middle school are speaking out in hopes of preventing construction of a similar tower there. 11 montgomery county public schools have cell towers on their property. if approved millsville middle school in germantown will be the 12th. >> discrimination. kevin: she is with the parents coalition of montgomery county. she argues schools with high poverty rates are more likely to get stuck with the controversial antennas. according to mcps's own data 81% of the cell phone towers are at schools where a

scott? scott: a developing story, alison tonight about the vaccines designed to keep us from getting measles, mumps and rubella. tonight, a massive study finds there is no definitive link between that m.m.r. vaccine and autism. kelly lynn is here to explain. kelly? reporter: even though multiple studies have indicated no link between the vaccine and autism some people continue to make the association. now a new study in the journal of the american medical association could help put that belief to rest. the researchers wanted to know if recipients of the m.m.r. vaccine had an increased risk of developing an autism spectrum disorder especially children who had an older sibling with autism. after studying more than 95,000 children who enrolled in a large health plan and following them from birth to 5, scientists conclude there's not a connection. >> we found no evidence of a harmful association between the m.m.r. vaccine and autism spectrum disorders. this is true even among those children who

scott: all right. for all of that information, let's get to doug hill who is on the storm watch weather 7 with all the details of how long this whole weather could stick around. doug? we'll check back in with doug in just a bit once we get that issue sorted out. alison: let's get to the story that you'll see only on 7. we're hearing from the man who said he was assaulted by a security guard at an apartment complex. it was caught on cell phone and that security guard's body camera. scott: maryland bureau chief brad bell is live in temple hills and he has that video and the interview. brad? brad: yeah so this incident happened very early this morning. 1:00 a.m. and basically at first light, the man you're going to see getting beaten in this video called us. "7 on your side." he didn't know what else to do. it happened up here in the henson creek apartments in a building very much like that. let's show you the videotape. we actually have three different angles of the incident taken from cell phones. and w

had control of scott. and scott was trying just to get away from the taser. the taser -- you can hear the sound of the taser. >> reporter: the video starts as slager and scott appear to wrestle over an object, possibly that taser. the video shows an object falling to the ground as scott turns and runs. officer slager then pulls his gun and fires eight shots. according to scott's family, four strike him in the back. at no point is slager heard yelling a warning or stop. he just shoots. the video then shows slager calling for backup. >> shots fired. subject is down. he grabbed my taser. >> reporter: he's seen walking to scott, and once scott is on the ground, slager shouts a command. slager puts scott in handcuffs and turns to retrieve an item on the ground. then appears to drop it next to scott's body. scott's family believes the video shows the intent to plant the taser next to scott's body. the focus, justice and remembering walter scott. >> he was kind. he loved his children. he was a great father. he was a great father. he was a good friend and a good brot

scott's body. it appears to be the same object that he picked up closer to where the altercation took place. was he in fact planting evidence? a short time later, he picks something up from the same side of the body where he dropped that object. perhaps, the same object he had drop dropped moments before. we'll look at that night, any and all of it could have a major impact on the case. in the next two hours, we're on for two hours because there's an awful lot of angles to cover on this story and an awful lot of people to talk to. criminal justice experts weigh in on what we see but first, martin savidge on all the major developments up till now. >> reporter: one day after releasing this shocking video -- >> no justice! no peace! >> reporter: north charleston is now feeling the fallout. >> this has been a reality that has been in north charleston police department for many many years. it just so happens we have a video. >> reporter: demonstrators gathered in front of city hall demanding the mayor r

scott. now the mayor has said the city is also ordering an additional 150 body cameras to outfit every one of their officers. the man who captured the video, feidin santana is now speaking out. he turned on his phone. here's his explanation of what he saw before he started recording the video. >> what made you pick up your phone and start shooting on saturday? >> well, when i saw the scene, i was walking to my job. i was walking to my job and i see mr. scott, rest in peace, and i saw police after him, chase him. i was on a phone call and i decide to go over there and see what was going on. >> was there a struggle? >> there was. they were down on the floor. they were down on the floor before -- before the -- i started recording. they were down on the floor. i remember the police had control of the situation. he had control of scott. and scott was trying just to get away from -- from the taser. you can hear the sound of the taser. >> he had been tased at that point? >> yeah. >> and you heard t

he had control of scott. scott was trying to get away from the taser. the taser, you can hear the sound of the taser. >> reporter: scott's family calling santana a hero for coming forward and sharing video. someone else speaking out on behalf of santana is the city's mayor. the mayor and police chief faced an angry crowd during a press conference. specifically when they were questioned about something that happened after the shooting. a question about whether or not the officer's performed cpr on scott. listen to what happened when the police chief was questioned about that. >> in the end of it what i saw was a, i believe to be a police officer, removing the shirt of the individual and performing some type of life-saving, but i'm not sure what took place. >> you don't know if cpr was performed? >> i was told that they tried to save his life. >> reporter: the police chief unable to answer questions about the officer's taser. where was it? the video seems to show at least the family believes the video shows slager trying to plant that taser next to scott'

scott over the taser gun. and so it appears, though we don't really know but just from the video, that he might have been trying to get that taser gun closer to the body to back up his story. how do you see it? >> that's how i see it also. to me he showed no concern. after he hand an cuffed him, he just walked off. all he was thinking about to me was a cover-up. because he never showed any concern about mr. scott after he was down. >> to your point -- >> i just would like to thank, i would just like to thank that person that stood there and continued videoing this. i don't know why this person feels they need to be in hiding. but i would like to thank that person in person. give them a big hug. i don't know who it was. but that was just wonderful. >> the last thing we want to show you is that the officers had said they attempted to do cpr on mr. scott. but we don't see any evidence of that on the video at least. the officer does go over and check his pulse. but we don't see any sort of emergency personnel actu

stick around. >>> walter scott left behind two brothers, anthony and rodney scott. today joy reed got a chance to sit down with both of them to talk to them about their brother and his death. >> there were four days that passed between the shooting and the release of the video. in that interim period, what were police saying happened to walter scott? >> well, the disappointing thing about the entire situation is that the police department came out publicly, in the statement, their spokesperson recounted the story that the officer had told them. saying that the officer fought with mr. scott and took the taser and tried to use it on the officer, and then he quickly had to fire in fear for his life. and that perpetuated the wrong thoughts and beliefs on what happened. people immediately started writing it off as, oh, he deserved it, oh, you know, just another situation of a guy fighting a cop. just another thug. why would you run. he's african-american. it perpetuated the immediate wrong assumptions that occur. >> how did the family, rodney, deal with this initial stor

the driver, walter scott, took off running after being pulled over. when the video starts, you can see the two men struggling. officer slager had apparently fired his taser. as scott broke west africa the taser wires were still attached to him. the object then either falls or is tossed to the ground as officer michael slager draws his gun. slager said he feared for his life. slager fires eight shots. and scott went down. moments later, officer slager radioed for help. later on in the video slager ran back to pick up an object and then dropped it near scott's body. anthony scott is the victim's brother. >> if the video had never surfaced, i don't think we would have had the results as soon as as we did with what we have. >> reporter: the video was shot by a local barber. a woman at this local restaurant, who says she used to be his boss, says she watched the video soon after he shot it. she says he told her he was afraid of the police. >> i said, "you know, you don't have to be scared. you know, this is america, you know. they can protect you, you know

scott: john gear was shot and killed in 2013. now the family is getting nearly $3 million as part of a deal with the county. richard reeve spoke with the family tonight. alison: richard, what is the latest? alison:richard: he said this is a step in the right direction, but it will not be over until criminal charges are filed. nearly two years after the fatal shooting of john gear, finally a settlement. >> it's a step towards closure. richard: for john, the nearly $3 million settlement does not mean this is over. >> we still have to be worried or concerned about possibly getting an indictment against the shooter. richard: he is referring to the fairfax county police officer adam torres who shot and killed his son during an august 2013 standoff. >> he was shot and killed. outrageous. richard: the time of the shooting gear's hands were resting on the top of the entryway, unarmed. for months, the family pushed for answers, getting none, until they filed a wrongful death lawsuit. the county admitted no liability. this group called the

first officer slager appears to reach out toward scott. then scott breaks free running away with what appears to be a line attached from the officer's stun gun. that's when officer slager fires his gun eight times at scott's back as he tries to get away, and he falls to the ground. officer slager walks over to him. he cuffs the dying man, and then he and another officer come to look scott over. authorities believe five of the eight shots fired hit scott and that two of those bullets killed him. >> he needs to know that that wasn't an animal that he killed. he was my son! >> reporter: his family is beyond hurt. >> i lost him. i absolutely lost it. i knew that this started from a traffic stop. and i'm like, how can you go from a traffic stop to someone being dead? >> reporter: there were bench warrants out for scott's arrest because of unpaid child support. scott's family says that's no reason for what they see as an execution. >> i never had a problem with him. doing anything stealing from us or bringing the wrong people home. >> reporter:

scott is fatally wounded. as scott lay dying, officer slagger put hand cuffs on him.tercation began. he picks up an object off the ground and drops the object here at scott's feet. unbeknownst to officer slagger, there was a witness filming the entire episode from this side of the fence. he captured the last horrific moments of walter scott's life. >> joining me is trymaine. i've been talking to the people since i got here today, talking about the context in which this happened. we saw a little bit from the young man who shot the video. this is not ferguson. there are real key differences. but there are also some key similarities. obviously we're not seeing the arrest, we've seen the officials move in a very quick unanimous way. there's not the same kind of fraught sense of tension. yet some of the complaints about police stops sound very similar. >> especially in this community. they're divided by north and south. the south part is traditionally black, the north more developed. the folks on the south side day in, day out, deal with the confrontations with the police.

scott is dead. if he was killed in the most dishonorable way a person can be killed which is shot in the back while you are fleeing from someone, so you can't, until you can show me something, anybody can show me something that posed a threat to the person that killed him, none of that changes it. and i think we run a danger of getting deep into the weeds when we start trying to litigate people's lives when they are no longer alive. that is what the justice system is for. is to litigate people's lives when they are alive. there are justice remedies for all of the things that mr. scott is alleged to have done wrong and not saying he didn't do things wrong, but there are justice remedies and none of them include a death sentence. >> the other thing about it charles, i've gotten tweets from people saying you shouldn't run from police. there's no i don't care how much you ran for police. no justification for shooting someone in the back. >> no justification. >> and even just from a, again, i'm not a pol

scott. and scott was trying to just get away from the taser, which the taser, you know, you can hear the sound of the taser. >> he had been tased at that point? >> yeah, i heard the sound before i started recording. >> and north charleston's mayor says all city police officers will soon be wearing body cameras. >> for more on the investigation and the growing anger that surrounds it, martin savidge reports here, and we have to give you a warning, it includes parts that are graphic. -- walter scott?evin: well, if you can get over your initial outrage, you have to command of the mayor for acting swiftly and bringing charges against the police officer. obviously the video shows that the police lied, and that is not uncommon for police to life. -- to lie. it is just lucky that there was someone there to film it. we have to ask the question about the officer's partner, but it is clear that the officer lied about what transpired in the parking lot, but at least the police department in north charleston acted swiftly. now they need to act on some reforms. they have got a population in north charleston that is 40% black, yet their population is 80% -- yet their police forces 80% white. we have got to serious about the policy on shoe to kill. we have got to get serious about whether or not we want x military as police officers. we need to take a serious look at just hiring people out of the military because they may have combat experience. well, serving the people is not combat. the poli

scott initially obeys and then a second attempt and that's when scott makes a run for it.would say the majority of police officers think what happened next. the shooting of mr. scott was wrong including milwaukee's police chief ed flynn. he wrote an op-ed for "time" magazine. "i'm a law-- i don't know a law enforcement professional who trains their officers to shoot unarmed, fleeing suspects. when actions become public our officers are depressed by the current environment today. they're judged by the worst example anywhere in the country. it affects their work. officers are fearful that every action is going to be judged with the worst possible presumptions." welcome, harry. first of all, how do you feel about chief flynn's comments? >> i think they're fantastic. this is something the police departments and other officers have to say. this shooting was unwarranted. it was definitely a murder in my eyes and every other police officer that i've seen there and it depresses you. we've had bad publicity when police officers have been right in instances in the past. here the pol
