washington post" reporter sean sullivan was at the governors' gathering and joins me now from washington >> the governor's association summer meeting not something we care much about but rielt now why are the spot lights so tuned in on this conversation? >> reporter: this is usually a really low key affair that doesn't generate a lot of news. but this time it was a closely watched gathering and the reason was health care. a lot of republican senators who are on the fence right now about voting for this senate bill are looking to their home state governors, they're looking to them for guidance. they're looking to see how they respond to this bill. because in the end it's going to be the governors that are going to bear a lot of the responsibility for some of the coverage losses that may come about as a result of this bill, some of the cuts to medicaid that may come about as a result of this bill. so they are watching thee governors very closely before they ultimately say am i going to vote yes, am i going to vote no? there are a lot of skeptical governors. >> sreenivasan: and brian safnld

sean sullivan, thank you so much. kevin, great to have you both this morning. >>> the day's other big story happening now, north korea claiming that a new intercontinental ballistic launch is a stern warning for the u.s. experts warn it reveals an advantage in north korea's ability to attack the united states. jeanette maki is in seoul, south korea with more. good morning, janice. >> good morning. there is no question that this latest test by north korea was significant. raising the stakes not only for regional security but for the trump administration which has made little progress in dealing with the north. this flew 620 miles at an altitude of 2300. if its trajectory was flattened, it could be capable of reaching cities within the united states, places like san francisco, denver, even miami. it does stress an urgency to come up with options. so far, there have been few. today, there was video from north korea state media and also statements from kim jong-un saying his weapons assets can't be bartered for anything.

i am joined by ben white, a reporter with politico and sean sullivan a political reporter with the washingtonost. let me start with you. tell me if your sources are telling us anything different than we quoted. it's probably a non-starter, just repeal it now, then we get the next few months, if that's a non-starter, do we know why donald trump is introducing this idea right now? >> well, it really is a non-starter, beyond rand palm, beyond ben sass, there is no appetite among republican senators to do this. if you listen to what mitch mcconnell said earlier this week, what president trump is saying is happening next, is the opposite of mcconnell, mcconnell says if this works apart, we will work with democrats and find compromise on what trump and rand paul and saasa saying is the opposite. they're saying, this doesn't work, we should repeal this and worry about replacement afterwards. no, my reporting suggests there is no appetite beyond paul and sass really to get this thing done, you are right, it raises a question of why president trump would do this at this time. >> so ben, you know the f
