a majority in the house looks different than the majority in the senate even if it's the same party thatontrols. traditionally even when the parties have not been polarized you have a senses of what the media member in the house want and what the media members of the senate wants. and of course the competing electoral incentive come from the sheer fact that house members have a two-year horizon and senators have a six year horizon and house members are accountable to constituents within their districts. senators are accountable to a statewide constituency. so i do believe the founders took that into account when of course they did when they were designing their institutions. i don't think the founders thought 41 senators should have a veto in the process as a way of jacking up transaction cost because the way it is currently constructed, even under a majority the house , majority medium has to approve to change a status quo in their direction and then you have to move to the senate where you can get a majority coalition as well and they get to the president to get him or her to sign it.
