. >> i'm dan mirror and i've been a nurse in the emergency department for 28 years at sf general. i'm here today to tell you that we don't have enough nurses, assistants or clerks to safely care for our patients in our emergency department. i'm scared that the city's level one trauma center has been unable to fill vacancies and we're now down 23 registered insures in nurses in that department. even if we fill all of those we'll remain understaffed because we're not registered for the amount of nurses we need. i'm scared there's no firm acknowledgment of our needs. the emergency department nurses have been sounding the alarm for two years now. we've written two letters, speak up at staff meetings, have filled out patient safety forms and nothing gets any better. i'm scared. i'm scared when an investigation reveals that a coach keeping a patient under constant observation is pulled to do something else and the patient disappears, but we have no staffing issue that is linked to patient safety. i'm scared a psychiatric patient spent hours in the busy er waiting for medical clearance.

front of sf general and there was a lot of outreach and it would improve parking spaces. one asset to this proposal which has been controversial is the proposal to close 23rd street off to through traffic. 23rd street is an offset grid in a fairly challenged area between portrero and the mission. but allowing that maneuver was requiring a separate signal phase and is a pretty good part of the over all delay that we are experiencing on portrero because it works on the signal timing. we are asking the resident s to go around and others other options for example on 24th street but at the benefit of thousands of customers who will be traveling through this area. we are also recommending a bulb on mission at silver. this is just a small piece of future mission proposals. this will also address a pretty key part of the walk first network. mission silver has a lot of pedestrian activity and these bulbs will improve pedestrian conditions. then the last proposal is on columbus in coordination with the central subway project we are recommending two bulbs between powell and stockton

sf health network call center. this is a proposal to create a centralized call center that will support scheduling appointments and general inquiries for initially the primary care clinics. this was one of mm-mma's major recommendations and it's becoming standard for most health networks to have a centralized call center. our goal for this is to -- several things -- first to improve the productivity and efficiency of our primary care clinics because that allows us to schedule optimally to make sure we can fill as many appointments as we can. secondly it will take the burden off existing clinic staff so instead of answering phones while someone's waiting to get checked in, they can move someone along and support their providers and not be on the phone all the time. and this will also help the patient satisfaction and because one, patients at clinics are actually going to be seen or could be addressed more quickly and that our goal with the telephone access is that phone calls be answered within three minutes and so they will actually be able to get a live person right away and this will also enable us to consolidate some o
