i'm a taxi driver in san francisco and i'm regulated by the sfmta. they don't allow taxis to raise and lower their taxis to raise their fees any day but they allow ubers to do so. they allow an instant cab to do so. they raise the signage by 6% on an annual basis while they shrink taxi driver performance and income by 30 to 70% on given days. we have an agency here that is technically out of control, a out of control from the performance office [speaker not understood]. their performance is 55, 50%. i've appeared before the board today and been speaking before the sfmta for the last 5 years. and they've totally go forward me. since 2005 all of my presentations and speeches before the san francisco tax commission have been essentially erased the mayor and directors do so because i support 6 thousand taxi drivers that don't have minimum wage employment insurance, medical or dental insurance or a pension although they pay for many of yours. and this business model the sfmta sucks $25 million a year from us and give us niagara nothing no return. and the past two years u.s. bancorp constant can be and others have taken over the business what the sfmta sits back our income is down on many days 50 to 70 percent and they're still charges us the same fees as if nothing has changed. i come before this board of directors because there's no input for taxi because the sfmta totally ignores drivers has no drivers on their commission or in their back office and treats them as children we have a situation today where one very quickly you're putting together a multiple million hub and as

i'm kate toran the paratransit manager at sfmta and i did want to talk briefly about the impacts on our paratransit program of the tncs. as chris discussed our ramp taxi program is critical to us and our passengers who use wheelchairs and over the last year, year and a half, we have seen the service levels plummet because of all the problems chris mentioned. let me just give you some numbers here february, 2013, there were over 1200 ramp taxi trips provided in the month. february, 20 14 we had 550. so we have really seen a decrease and on the sfmta's side, what we have been doing is trying to improve our incentive program to make the ramp taxi driver whole and make it an economically viable option. so what we have done, we have improved our incentive program. we have had incentives in our ramp taxi program for a number of years, but since we have really good data with our debit card program, that is a swipe card and we get all kinds of origin and destination data and we found we could give a per trip incentive. so what we did, and we shifted from our old system of averages and looking a
