supervisors and the transportation authority board, that jointly funded a performance audit of the sfmta and it was focused on the larger capitol events and the muni side of the transit and vehicle facilities and guide ways with the purpose of trying to identify the areas where they could improve the project delivery and transparency and so forth. and that, audit, was completed and presented to the board in 2011 in like both audited had a list of recommendations that were reviewed by the sfmta and provided an update and this is a progress report that commissioner campos has asked for and i will ask miss harris who is the director of the capitol programs and construction at sfmta to give the presentation and i will say that many of the things that he will talk about, also, benefit the small projects and some of these are highlighted by the director at the vision zero meeting last week and a special thank you to patricia who is chairing the task force and alicia who made the time to meet with us during the difficult periods last week. >> thank you. >> thank you, for being here. >> thank yo

sfmta capitol policies have been, in effect, really since 2011 providing the policy framework for the management of scope, schedule and budgets that are obviously are the heart of any management and control system for project delivery. and develop, the clear procedures for a budgetary and scope changes and each of these changes are documented for analysis and lessons learned. for the three years of data, it is possible for sfmta to evaluate the data and the more proactive and proposed changes and processes the project delivery. but what we call the transportation capitol committee or the tcc recently approved the 5-year program that was adopted by the sfmta board on may 20th when the annual basis reviews, the cip past performance, and recommends improvements going forward. project p development phase, and since we have established what we call a free development phase to better design the scope of front, and prepare a better initial cost estimates that improves the opportunities for the project coordination and when the process of recruiting a project schedule and cost estimator and w

now sfmta is saying, no, this is purely [speaker not understood]. the only impact is budgetary and none of those environmental impacts exist. we say that's not true, there are huge environmental implications for how we manage parking in our city. yanking out an entire parking program unfunded has an environmental indication that was shown up as mr. brooklyn talked about. i'm a taxi driver in san francisco and i'm regulated by the sfmta. they don't allow taxis to raise and lower their taxis to raise their fees any day but they allow ubers to do so. they allow an instant cab to do so. they raise the signage by 6% on an annual basis while they shrink taxi driver performance and income by 30 to 70% on given days. we have an agency here that is technically out of control, a out of control from the performance office [speaker not understood]. their performance is 55, 50%. [speaker not understood]. the whole muni transportation system should be sold outright to google. then we'd get on-time performance without a problem. they're competing with taxis today. they're competing with buses today. and they're competing with delivery systems today. and the mayor supports it. he supports it on both sides. the issue here we have today is the sfmta qualified to manage this glowing and growing bureaucracy that sucks up money nonstop faster than their expenses. and at the same time is growing faster than it has the ability to pay for i

i've appeared before the board today and been speaking before the sfmta for the last 5 years. and they've totally go forward me. since 2005 all of my presentations and speeches before the san francisco tax commission have been essentially erased the mayor and directors do so because i support 6 thousand taxi drivers that don't have minimum wage employment insurance, medical or dental insurance or a pension although they pay for many of yours. and this business model the sfmta sucks $25 million a year from us and give us niagara nothing no return. and the past two years u.s. bancorp constant can be and others have taken over the business what the sfmta sits back our income is down on many days 50 to 70 percent and they're still charges us the same fees as if nothing has changed. i come before this board of directors because there's no input for taxi because the sfmta totally ignores drivers has no drivers on their commission or in their back office and treats them as children we have a situation today where one very quickly you're putting together a multiple million hub and as

the infrastructure of the police department where they don't have the ability to communicate with sfmta i had a conversation with director reiskin and raised the same issue about pedestrian safety and frankly their no reason that people should be hit on fulton. and edward reiskin said he had a name for it it's called daylight savings time daylighting it's a well known practice within sfmta but they have a construction timeline or schedule they were moving westward and even though the statistics suggest there are certain intersections on the outer fulton area that have state of california more accidents than others they're not jumping their construction timetables to address those particular intersections that are problem. my request to the commission and i don't know if they have the authority to do it would be to write director reiskin and to the board of sfmta asking them to jump their timeline and address the daylighting issue on certain streets crossings i generally think it's 38 avenue and beyond where the parking goes up to the crosswalks if you have an issue with a large r v or v

i'm kate toran the paratransit manager at sfmta and i did want to talk briefly about the impacts on our paratransit program of the tncs. as chris discussed our ramp taxi program is critical to us and our passengers who use wheelchairs and over the last year, year and a half, we have seen the service levels plummet because of all the problems chris mentioned. let me just give you some numbers here february, 2013, there were over 1200 ramp taxi trips provided in the month. february, 20 14 we had 550. so we have really seen a decrease and on the sfmta's side, what we have been doing is trying to improve our incentive program to make the ramp taxi driver whole and make it an economically viable option. so what we have done, we have improved our incentive program. we have had incentives in our ramp taxi program for a number of years, but since we have really good data with our debit card program, that is a swipe card and we get all kinds of origin and destination data and we found we could give a per trip incentive. so what we did, and we shifted from our old system of averages and looking a

sfmta has been involved with the subcommittee to look at options given the short time, what should we do? what is the best way to handle the situation given the short turnaround time and given the level of importance of this service? after numerous internal discussions and working with the small subcommittee, it's been decided that viola transportation, who is currently the paratransit broker will also provide the transportation function during the period of their broker contract. and the broker contract ends june of next year. so about a year from now, and there is an opportunity, it looks likely there may be the ability to extend the short time, six months or a year. so i wanted to inform everybody of that change. we think it's going to be a real improvement and it gives us an opportunity to test a different model in our system. also, to really understand the costs of the service. so i will leave it at that. thank you. >> thank you both very much. yes, tatiana? >> kate, i just wanted to ask a question. how will that effect the riders long-term? i mean, who have always looked towards
