i really wanted to position the sfmta's values related to a regulated taxi industry and that there's a public good to having a regulated taxi industry and that we have an interest in maintaining a strong and healthy taxi industry. and we champion that through these values of public safety, good customer service, accessibility and sustainability. and we've heard a lot of comments are the ble report so i won't go into the details about public safety, but we know include insurance and vehicle inspections and clearly marked vehicles, drivers training, background checks, et c. we have noticed through our enforcement team that there has been an up tick in violations associated with street hails of non tnc vehicles and non taxi vehicles so this is something we're concerned about. general public drivers picking up street hails. last week in the last few weeks there was a registered sex offender actually found to be trying to pick up a street hail so this is a real concern to us when private vehicles that are not clearly marked are providing services so we know the values of good customer ser

enhancement project that would be provided by patrick guerrero and [speaker not understood] at the sfmta to sponsor a city generated study to look at the embarcadaro corridor from the sort of the south end of fisherman's wharf where jefferson and powell meet all the way down to king and third where we get to [speaker not understood] bridge to look to see what are options available for possible conceptual design to improve bike access in a safe way to address the preservation conflicts we have been encountering with the popularity of pedestrians and san franciscans, visitors attracted to the san francisco waterfront on the embarcadaro. i think for many in the public, they come to the promenade and see that as this grand boulevard sidewalk along the water side of the properties, and they consider the sidewalk and they are surprised and conflicted by the fact that it is a shared facility with bike access and other wheeled vehicles that share access to that promenade. the reason being is that historically the embarcadaro was a shared enhancement, a shared transportation facility for truck, h

i'm kate toran the paratransit manager at sfmta and i did want to talk briefly about the impacts on our paratransit program of the tncs. as chris discussed our ramp taxi program is critical to us and our passengers who use wheelchairs and over the last year, year and a half, we have seen the service levels plummet because of all the problems chris mentioned. let me just give you some numbers here february, 2013, there were over 1200 ramp taxi trips provided in the month. february, 20 14 we had 550. so we have really seen a decrease and on the sfmta's side, what we have been doing is trying to improve our incentive program to make the ramp taxi driver whole and make it an economically viable option. so what we have done, we have improved our incentive program. we have had incentives in our ramp taxi program for a number of years, but since we have really good data with our debit card program, that is a swipe card and we get all kinds of origin and destination data and we found we could give a per trip incentive. so what we did, and we shifted from our old system of averages and looking a

the infrastructure of the police department where they don't have the ability to communicate with sfmta i had a conversation with director reiskin and raised the same issue about pedestrian safety and frankly their no reason that people should be hit on fulton. and edward reiskin said he had a name for it it's called daylight savings time daylighting it's a well known practice within sfmta but they have a construction timeline or schedule they were moving westward and even though the statistics suggest there are certain intersections on the outer fulton area that have state of california more accidents than others they're not jumping their construction timetables to address those particular intersections that are problem. my request to the commission and i don't know if they have the authority to do it would be to write director reiskin and to the board of sfmta asking them to jump their timeline and address the daylighting issue on certain streets crossings i generally think it's 38 avenue and beyond where the parking goes up to the crosswalks if you have an issue with a large r v or v

so a little bit about the schedule the environmental document was approved by the sfmta and even though lead of the project contributed to the sfmta and peter has been leading the effort and mta implemented the design so it's underway a new project cac was formed and they've met on june 26th a new group of people some people from the environmental cac were there the final design takes us stilettos sum and construction beginning in early 2016 with revenue options in the mid of 2018. with the completion of thirty percent design in the conceptual engineering report there was a new cost estimate to increase to $162 million it's completely fund through the recreational and was the federal small start fund. the c e r identified a few challenges with the project technical and otherwise they've found first they're focused on the station design so one of the goals of the projects is to achieve the level boarding where the doors line up with the platform and there's issues with the vehicle prosecute curd the lug nuts stick out they'll scratch a platform and in addition trying to achieve vertical

and including credit and debit cards and the sfmta parking cards as well as pay by phone and coins, and have the larger display screens which is a concern that we heard a lot from the older meters and importantly if you do pay by phone and it will show up on the meter display, which none of our existing meters did. and there is some technology cal flexibility that will allow us to have the meter service the mum pell purposes such as the part time and general meters pashing at other times and in the course of upgrading we are not making other changes to rates or time limits or anything else that would always be done separately through the action of the board or otherwise. but we are replacing all of the meters in the city, we should be done with that by february of 2015, and the folks that have been out in the neighborhood have seen them already and so we are glad to be able to report on that. and we have got good feedback so far, and but, by february 2015, all new meters in san francisco which is good news. and then, final item of my report. is disclosure of labor agreements. and just t

number one is this is that over the past four years the sfmta has taken over the taxi commission and we have chaos today. anybody that wants to get into the car can be a taxi driver and go up to the new terminal and pick up passengers. if you look around the area and the hotels and taxi planning never took place. the only place i see it in the city and county is sfo and partially in the embarcadero but not completely. i consider this trans bay project equivalent to the embarcadero center, one, two, three and basically where you have no taxi plan whatsoever. two, is briefly i make this statement because i have applied for the taxi director position four times in 10 years and -- [inaudible] to this commission but you're talking about kronism is taking over the sfmta. mr. reiskin can ask you about cost over returns as he triples the prices for taxi drivers in this city and we don't have a level playing field. i come also as a veteran and not hard hat vets or working with the commission or sftta or city and county of san francisco and caltrans and i don't see evidence of that. there are

part of the sfmta rispontto gather an unprecedented amount of data to enable a truly rigorous evaluation of the project, both by our team, as well as an independent federal evaluation team, whose report will be released this fall. this slide gives a highlight of the schedule, and it's a little hard to read. but the highlights are the funding was -- it was announced that we received the funding in fall of 2007. we didn't actually have the funding in hand to spend until the summer of 2009; which meant we were running as fast as we can to launch the project in 2011 and did our rate change in the summer of 2011 and we continued rate changes through today, but with the formal two-year data collection period through 201. this summary presentation is a distillation of the present. the full report is 150 pages or so, available online. it is lessons learned, as well as a separate technical it guide to help save other cities time and money as they pursue smarter parking management. all of this was designed to help other cities learn from our experience and improve on it. so after that, to jump int
