i really wanted to position the sfmta's values related to a regulated taxi industry and that there's a public good to having a regulated taxi industry and that we have an interest in maintaining a strong and healthy taxi industry. and we champion that through these values of public safety, good customer service, accessibility and sustainability. and we've heard a lot of comments are the ble report so i won't go into the details about public safety, but we know include insurance and vehicle inspections and clearly marked vehicles, drivers training, background checks, et c. we have noticed through our enforcement team that there has been an up tick in violations associated with street hails of non tnc vehicles and non taxi vehicles so this is something we're concerned about. general public drivers picking up street hails. last week in the last few weeks there was a registered sex offender actually found to be trying to pick up a street hail so this is a real concern to us when private vehicles that are not clearly marked are providing services so we know the values of good customer ser

i'm kate toran the paratransit manager at sfmta and i did want to talk briefly about the impacts on our paratransit program of the tncs. as chris discussed our ramp taxi program is critical to us and our passengers who use wheelchairs and over the last year, year and a half, we have seen the service levels plummet because of all the problems chris mentioned. let me just give you some numbers here february, 2013, there were over 1200 ramp taxi trips provided in the month. february, 20 14 we had 550. so we have really seen a decrease and on the sfmta's side, what we have been doing is trying to improve our incentive program to make the ramp taxi driver whole and make it an economically viable option. so what we have done, we have improved our incentive program. we have had incentives in our ramp taxi program for a number of years, but since we have really good data with our debit card program, that is a swipe card and we get all kinds of origin and destination data and we found we could give a per trip incentive. so what we did, and we shifted from our old system of averages and looking a

number one is this is that over the past four years the sfmta has taken over the taxi commission and we have chaos today. anybody that wants to get into the car can be a taxi driver and go up to the new terminal and pick up passengers. if you look around the area and the hotels and taxi planning never took place. the only place i see it in the city and county is sfo and partially in the embarcadero but not completely. i consider this trans bay project equivalent to the embarcadero center, one, two, three and basically where you have no taxi plan whatsoever. two, is briefly i make this statement because i have applied for the taxi director position four times in 10 years and -- [inaudible] to this commission but you're talking about kronism is taking over the sfmta. mr. reiskin can ask you about cost over returns as he triples the prices for taxi drivers in this city and we don't have a level playing field. i come also as a veteran and not hard hat vets or working with the commission or sftta or city and county of san francisco and caltrans and i don't see evidence of that. there are

sfmta has been involved with the subcommittee to look at options given the short time, what should we do? what is the best way to handle the situation given the short turnaround time and given the level of importance of this service? after numerous internal discussions and working with the small subcommittee, it's been decided that viola transportation, who is currently the paratransit broker will also provide the transportation function during the period of their broker contract. and the broker contract ends june of next year. so about a year from now, and there is an opportunity, it looks likely there may be the ability to extend the short time, six months or a year. so i wanted to inform everybody of that change. we think it's going to be a real improvement and it gives us an opportunity to test a different model in our system. also, to really understand the costs of the service. so i will leave it at that. thank you. >> thank you both very much. yes, tatiana? >> kate, i just wanted to ask a question. how will that effect the riders long-term? i mean, who have always looked towards

sfmta has reached out to the public by posting bill on telephone bills. this is not the 1900's and if they wanted to inform the public about the issue, they could have sent out literature to all san francisco residents by mail. other companies involved have reached out to their clients who would obviously support the program. we were notified of this evening via email friday evening, very little time to get folks organized -- this is taking place on a week day, in the middle of the day when people are working. none of our comments were taken into cannot, on-street pilot program share moving forward makes me request this ordinance process. a program such as this one, potentially affecting so many people in san francisco should be voted by its tax paying citizens. dear mr. reis kin and board members. thank . >> kin and board members. >> your time is upb. everybody gets the same time. >> i live in the 800 block of page and i have live there had since 1980 and reviewing the list on the agenda, it appears that the page and pierce location has been eliminated.
