number 3, we have here the sfmta cac recommends that the sfmta adopt the revised delegation policy aspresented to the cac, provided that a list of approved contracts, purchases and contract modifications approved by the director of transportation, be included on the sfmta board meeting agenda as part of the director's report. so this was a policy change which sounded sensible enough to us, which allows for the director of transportation to approve contracts up to a threshold of $1 million where previously it had been $500 thousand. and some other related changes to that. we did include the proviso about the approved contracts be included in the agendas for this meeting. final thing, i would like to say, speaking more as an individual and less on behalf of the cac, about an item you have coming up on the agenda today. the idea getting people to prioritize transit to access the new warriors arena, i think is a great approach. and should be encouraged having -- making way for cars to access the arena is not going to be a great land use. i think we have the capability to have great transi

[applause] >> so in addition to being nice to the mayor, what qualifies me to be the chair of the sfmta -- she didn't appoint me, but i really just respect her in her own right, of course, is that i ride the system every day. it is my primary form of transportation. i get to work, i get to the gym, i get to my children's events on muni. and i live in a part of town where i can ride the underground. i ride the metro every day. when it

[please stand by] >> supervisor safai: over the last few years, the sfmta has made a push to reduce the number of parking attendants. not exactly sure where those cuts will end, so today we're calling for a hearing for the sfmta to come and present how many parking attendants have been cut over the last few years. there's a lot of concern about security and safety in those parking garages. if you all remember, a lot of cars and individuals have had their cars broken into as well as criminal activity taking place. people have had crimes reported, and assaults and so on. so we'd like to know what the current staffing is at those parking garages, what the staffing is over the last three years, and what the plans are going forward. we understand that there's cash, and automated recovery system, but we believe that having people present at these parking garages is an important duty for our city and for our citizens, so we'd like the sfmta to come and report on the land use and transportation committee on the status of the situation and the rest i miss. >> clerk: thank you. supervisor stefani

i'm excited to be here to support the reappointment of mandy eaken on the sfmta board. i'm proud of my role on the bike coalition of which i'm director, we add our support. honestly as someone who is recently elected to be on the head of a transportations board, one that is not paid well -- i actually don't think that director eaken receives any kind of payment or even stipend, it is not an easy job. it is an incredibly thankless job, and in the time director eaken has been in that role, she's brought forward and pushed so many things in a short amount of time. i think the most you can ask in an appointment is someone who's accessible, someone who cares deeply about the role that they are charged with, and someone who has an amount of expertise who they bring in that role. i truly believe that amanda eaken brings all of those things into this role. she has continued working in her current role. in terms of accessibility, the moment we heard about different fatalities, i was on phone calls with amanda eaken until late at night. i cannot say the same of other appointed co

sfmta is not capable of buying back, and they are not capable of addressing the real problems. you are talking about setting up more navigation systems for the homeless peoples, but you don't talk about the prevention of the homelessness. here, we are 700 taxi driver families at the brink of the homelessness. is there anyone, the conscience tells him that we should do something to address this issue? i hope some of you should take it seriously and look into that one. and i want to show you one shot that shows the total income and the expenses of a taxi driver on a daily basis if you don't mind. you can take a snapshot of this one. so this is the total. the very light, the orange one is the 13 to $15 -- >> clerk: thank you for your comments. next speaker, please. >> good afternoon. i'm talking about specific issues. medallio medallions here ruined our taxi business. city government function supposed to protect our taxi business, but they didn't. if don't want to protect our taxi business then fund money to us. it is unbelievable. san francisco committed socio discrimination with

my name is casey and i'm a senior planner with livable streets for the sfmta. here to you -- here today to talk to you about the battery connections project. i'm pitching for the project manager who is out sick today, he is very sad he couldn't be here. the connections project is a partnership between the porter of san francisco and the sfmta, as well as district three supervisor aaron peskin's office who is funding this project through the neighborhood transportation improvement program from the t.a. it is an outgrowth of ongoing conversations with the port around improving safety along the waterfront, particularly the embarcadero, which came into sharp relief last summer when there was a reckless fatal hit and run of the petty cap operator at this particular intersection here. and it is a direct response trying to improve safety at this particular intersection as well as the adjacent and pop -- problematic battery in the intersection, but then through ongoing conversations with them, we are really trying to create a connected bikeway parallel to the embarcade

in conjunction to improvements to availability and lock to design, the sfmta is interested in sharing that scooter shares an option for everyone. especially in the neighborhoods with the mobility options. we've been tracking engagement aren't operator low income user plan. we collected the data was alarmingly from respond address who intended to be male and while and wealthy. we know the operators have some engagement concern and we're looking for them to improve these efforts in a big way. i'll talk about how we're centralizing these as a major incentive for the fleet expansion. for complaints and citations. in the unregulated era, we had 2,000 complaints in april and may. last month we had 69. our regulators are working and they're helping with scooter rider data. it proves the success based on the diminishing parts of improper parking. a lot of our agencies findings were echoed. folks agreed the absolute has contributed in a big way and they have equitable outreach. today's big conclusions are that the operators are moving in the right direction, especially with lock two design and

we have added additional finance and research, clarified language with sfmta to develop and invest in an early warning and attention mediation plan with h.s.h. to prevent unnecessary towing and to provide economic relief for eligible individuals. we may hear certain arguments today or have read things in the press that i want to address. people living in their cars and r.v.s are service resenting. we have enforcement, bands and intense pushback to people living in their cars or r.v.s, and it really is just not working. we need a carrot catholic, expect people to give up their last resort without building trust and offering real assistance. there are so many people who are living in cars or r.v.s. the numbers provided are an estimate, but i know in my district, i have a lot more people that live in cars, and more than r.v.s. i probably have at least 50 to 60 cars, people living in cars in my district. this takes away precious resources, and this is another argument people talk about. this takes away precious resources for more pressing issues like street homelessness. stopping homeless

. >> i'm the traffic engineer with the sfmta. we tall -- call them leading pedestrian intervals. typically four sessions before we bring up the concurrent green. we have a large retiming project concentrated in the northeast quadrant of the city including the western addition, fillmore, knob hill, tenderloin touching approximately one-third of our signals city wide and they'll be getting l.p.i.s for the crossings. we started implementation and we're on track for another year, year and a half to retime all 400 traffic signals. our standard right now is to install an l.p.i. by default when we touch a traffic signal unless there's a compelling reason. we have to balance the need of tra transit versus pedestrian but on the whole we're installing city wide. >> work with james and i'm the pedestrian program manager. important to note is those are part of a toolbox proven to save lives and we use the high injury network as our baseline where we put most of our energy in funding. >> commissioner: thank you. commissioner green. >> do you have data on the extent where the accidents involve
