a lot of questions right now, shannon. >> shannon: greg, are we getting more information about the victims sadly. this is what makes this terror attack different than just about any that we've covered across europe in the past couple of years. the horrible casualty toll. the latest 22 dead, 64 injured. that's a new figure. 64 now in hospitals. eight hospitals around this area. 20 remain in critical condition. remember, it's a couple days. they're still fighting for their lives. sadly, several of them young people, children. again, the victims are in these hospitals and they are not just children, they are people in their 20s, 30s, 40s. parents, we learned, who were waiting for their kids to come out of this ariana grande concert on monday night. we learn at least two sets of parents killed. the children survive. what a horrible ending to that concert. we're getting identifications of the victims. we're up to 12 now of the 22 who were killed and again, it tells the tale. an 8-year-old, a 5-year-old, a 14-year-old. a 15-year-old, an 18-year-old but folks in their 20s, 30s, 40s. this horrible

. >> shannon: it comes four months into the start of his president. for president reagan his first big international trip was two years into his first term. do you think this president will grow into the role about being the leader here? there could be tense conversations with some of these leaders once they leave this public ceremony today. >> i hope he will. because we all want president trump to succeed. i think what the europeans i've just come from europe. they are oef a little puzzled. when they hear secretary tillerson and mattis in europe. there is clarity and forcefulness in the united states opposing russia and they're not hearing that from president trump. so there is a gap between the president and his cabinet officers and what the europeans are hearing. i think president trump needs to speak more like his secretary of state and secretary of defense. >> shannon: he has been critical because of the way they have handled their migrant crisis and having the free flow of borders. it seems as if his cabinet members have had part of the conversa

joining us now is shannon pettypiece and steven dennis. great to have you with us.ow is this complicated manners on capitol hill. this is a compressed legislative calendar going to september. how has this complicated things? steven: they only have so much time on the calendar. so much oxygen in the room, and they are nowhere on a senate health killed -- health care bill. they are having these closed-door meetings. there is all of this distraction that is taking away from the administration's focus, taking away from senators. it will be hard for them to sort of stay focused and concentrated and come up with a health care bill at the same time they are trying to have a tax bill right behind it. mean they cannot do it, as long as 50 senate republicans stay on board. they don't need democrats, but democrats will do everything they can to keep this in the news, protest, whatever they can do to try to move the ball down the road on the investigation. this is the number one focus. david: shannon pettypiece, how distracting is this for the team within the administration? sh

shannon: people may remember we did have a congressional budget office report for a previous bill. then there were some amendments made. the most significant amendment is that it would allow states to opt out of providing certain essential benefits and change the way they charged people premiums. with that change, as you mentioned, it still has a $119 billion reduction to the deficit but that is 32 billion less than an earlier version and it would leave 23 million people expected to lose their health insurance by 2026. that would be about 1 million fewer than the previous bill. they also mentioned in this report that these changes to the amendment made would destabilize the insurance market in some places by allowing these waivers and allowing states to opt out of benefits. what it would do to destabilize the market. so, that about 1/6 of the population could be living in places where the market would actually become more destabilized, which is already an issue that republicans have been talking about currently. the concerns about stability in the insurance market. caroline: this i
