federal money is making it possible now for oakland to hire more officers but sharon chen shows us, some say that might not be enough to bring down the crime rate. she joins us in oakland with more. >> reporter: for the first time in a year and a half, oakland is training new officers again, and it is hiring. >> good morning, everybody. >> good morning. >> reporter: with mayor gene quan looking on the police chief welcomed back 10 officers to oakland's police academy thanks to a $10 million federal grant, the academy reopened this morning for the first time since the city laid off 80 officers in a budget bat al year and a half ago. the same grant will also allow police to hire 25 officers to work in middle schools in the 100 block where 90% of the city's crime happens. >> they will get to know young people by the first name and inside the schools, and around the schools and will be working in the neighborhoods, to make sure young people get to school safely. >> mayor quan announced the grant for the new policing program secured in part by congress woman barbara lee, it comes as the mayor

sharon chen live for us in oakland. thanks. >>> it is being called the flu. big job in the number of employees calling in sick this year. according to the mercury news, the police chief says high stress levels might be the reason for a lot of sick calls. there's been a 40% increase in sick time taken by employees this year as compared to last. sick time is up 81% from just four years ago. >>> six-figure pensions will be top on the agenda in san jose this week. the city council will tackle the heated topic of pension reform. a new analysis by the mercury news find a third of san jose's retired police officers and firefighters collect a hundred thousand dollars a year from the city, and more city workers are retiring early. so on tuesday, the city council will try to come up with a measure for the june ballot to cut costs. >> no doubt that over the past 10 years, we've seen not only an increase in the pension benefit, but increases in salaries, and the two of those have combined to create larger and larger pension benefits for our employees. >> city leaders say

and sharon chen is in oakland where new recruits start their training today. good morning, sharon. >> good morning, elizabeth. this is the first time the police department is starting up the police academy again since 80 officers were laid off in july 2010. the academy is reopening thanks to a federal grant. that grant from the u.s. department of justice allows oakland to hire a total of 25 officers. ten of those officers will come from the academy. mayor quan says they'll be reassigned to the black where 90% of the city's crime occurs. their focus around the middle school so they can get to know the kids and help them get to school safely. the federal provides for the reinstatement of four former oakland police officers and the hiring of 11 more officers. police chief howard jordan said the department has already received 60 applications from people wanting to make a lateral move. the police academy expects to open here at 8:00 this morning on the fifth floor of the police administration building. low elizabeth? >>> thank you, sharon. >>> millions of dollars b
