sky force 10 over that scene this morning. police say the driver took off when an officer found him passed out in his car. he ended up plowing into another car a couple blocks away at the intersection of persilla and south philmore streets. there was a woman in the car that the driver hit. she was seriously hurt. the driver took off running before police got to that crash scene. officers eventually tracked him down, he is under arrest this o afternoon. >>> authorities have made an arrest in that wave of bomb threats targeting jewish community centers across the country. the suspect, a 19-year-old with dual citizenship in israel and the u.s. authorities say he's the primary suspect in dozens of threats targeting jcc's and other institutions here in the country. this was the scene outside the katz jcc in cherry hill late last month. investigators say the suspect is jewish and living in israel. his motives are unclear. they believe he used advanced technologies to mask where the threats were coming from. >>> deliberations are now

. >> george spencer is live for us in sky force 10 with that story. and we're looking at a side street that needs some work there. >> reporter: the city says it's making progress. but in places like this it's slow going. you're looking at rugby street. quite a contrast to the streets that have been plowed. the city says about 70 trucks will be working through the night tonight to finally get to some of these lingering residential roads. streets department tells us it has cleared secondary roads but 70% of residential streets like this one have been hit by a plow. the streets department acknowledged a number of complaints have come in about streets like this one not being completely plowed. they say when they respond, they're finding in some cases that's an accurate complaint. in other cases it's a situation where some of the refreezing has occurred there on the street's suffer and it's made it look like and feel like to drivers the street hasn't been plowed. it's spotty, this is one of a handful of such streets we've seen from overhead this afternoon

sky force ten over the bridge last night as the first of the drivers made their way across it after weeks of being shutdown. been shutdown since january 20. we learned that repair crews worked seven days a week to reopen the busy bridge that connects bucks county with burlington county in new jersey. a crack was found back in january. so to ensure it is now safe for drivers, they ran a test by having trucks carrying 40 tons drive over the bridge. we found most drivers pretty happy about the early opening. >> burlington borristle bridge. i've been late almost every day. >> we found one person who surprisingly was not late every day. delivery driver in the area. said without the more than 40 thousand commuters using the bridge every day and just overall being in the area, that the roads were a lot freer for him to travel and able to make his deliveries a lot faster. so that's one person not so happy about this early opening. coming up in the next half hour, update into the investigation of the crack they found several weeks ago. for now reporting live in bristle. >>> today. pennsylvania gov
