so 88% of the funds go to provide insurance. some go to provide healthy san francisco or the city option or other accounts, so this is a smaller proportion of all of the employer contributions ever made in the city, but what happens now if it goes to the city option the city does one of two things with it. if the person is a san francisco resident and doesn't have health insurance regardless of their income then it automatically goes into healthy san francisco so the person is given an opportunity to enroll in healthy san francisco at a discounted rate. what we're seeing now is the funding would automatically go instead into the medical reimbursement account and that individual it use that to purchase insurance on the exchange and accumulate until they are eligible to purchase health insurance. >> so if choose to sign up with healthy san francisco is that still the option? >> we can convert it at that time. we wouldn't go back and take retroactively retroactive payments but we could convert it and with healthy san francisco. >> so you're saying through -- this is actually through the 2015 and your recommendation even if they were eligibl

the trend has slowed in terms of children crossing at the border, so we expect the trend of children coming to the city to also slow down. i just want to talk briefly about what the mayor has done so far, his leadership and advocacy on this issue. back in june he hosted a briefing at city hall for leads and community leaders to and san francisco to be part of the solution. it put us in a good space with one of the federal partners and we reached out to talk how to work together opposed to some of the negativity they're receiving. the mayor traveled to san francisco on numerous occasions starting in july to emphasize the state leadership and legal representation. this is before the rocket docket established. he saw this coming and was having the conversations early on. he joined other mayors across the state and penned a letter to the federal government he believes that all local jurisdictions should be responding proactively and embracing the children as they arrive in their cities and continues to be a liaison to state and federal representation and the white house in forums and engagement so there is

community ambass doors do outreach and education about city programs and healthy sf, 311, the city id card so they will do that in language. also we're coordinating our efforts with the mayor's office, 311, city departments, our dream sf, doca, grantees, pathways to grantees and the language access network so you know we have been -- we're in year two of our pathway to citizenship initiative which is to try to get as many of the estimated 100,000 legal permanent residents in san francisco on naturalized and thus far this collaboration of community based organizations has reached over 5,000 san franciscans who are eligible. they processed 15 new applications for citizenship and the doca grantees have reached almost all of the 5,000 estimated doca eligible youth and processed 600 applications and i have to commend the unified school district because without christina and the school district's partnership we wouldn't be able to get any of this done as well as lonnie. we also have 14 doca -- dream sf doca fellows on board this year and for them funding it and they're doing outreach and education

tax, which, if we do it in the most economic cal way, most of the money saved goads back to the city, 55% or so, and that's important to them that we're efficiently managing our debt. and secondly our credit matters to the city. if we did something wrong and there was a headline about a default or some other thing we did with debt that didn't look that would reflect on the city's credit rating because of association. they have a strong interest and willingness to help us in making sure that we're doing things in the best possible way for our debt issuances. they help us develop the teams, review the teams when we want to issue debt shs review the strecktures we put together, provide input on that, and then as we mentioned br on the debt policy our disclosure rules, we're trying to piggy back. they don't provide training, which we should do, on what you need to know about as you approve our debt, what responsibility you have as approvers of debt so we may call upon them to help us to do a training session in the future. but if ocii is off the public finances there in a consulting and supportive

so as a result our city had to mortgage our rule 28 allotment and pg & e estimated about 28 rule credit in the year 2031. so, under the rule 28 program at current funding levels and cost per mile, it would take more than 600 years for san francisco to underground all street side overhead wires. that is incredible and that's why i'm here today. i would like to see if we can figure out a way to study some alternatives to funding and figure out a way to do this under these years. to create a project under rule 20c, undergrounded cost is so much per mile. there's an underground utility task force in 2007, we just in courage everyone to look at that task force. i think it presents some really great information. the majority of undergrounding weigh -- was implemented in certain parts of the city. if you are going to move forward i want to make sure that we are doing this in all parts of the city and so, again, hence our office is here to request that lafco conduct a study on some possible alternatives. some of the things to consider which are also mentioned in the utility task force report is

cities campus. technically we're the fourth, fifth, sixth largest campus in the country. so the only one that's physically larger than we are is ohio state. but again, an important breadth across our system as well. so the twin cities campus is about 51,000 student this is year. >> and for our cspan viewers, alumni and students, just a quick snapshot in terms of the size, you mentioned this a
