prescribed and not functioning the system you are currently building right now is dedicated to the mta? so that would be able to transmit data? >> correct. >> i want to ask you to address an issue, and this is a question i did have, which is if we expect a significant -- an existing system is capable of sharing data and other services, why is it we cannot substitute voice components on the 800 mhz system. goi know that have allowed to do with the specific requirements, the specifications for each of those mhz guidelines. >> the answer to that question really revolves around shivering technologies used for these different systems. the 800 mhz system will be designed around and voice communications. it is a set of tools officers need in the field to communicate quickly and efficiently by voice. the technology used in the system will be specifically tailored toward dassn't region -- toward data. the two systems today are not compatible. you cannot use 800 mhz system for high-speed data transmission. you can use it for small digital transmissions, but if you are talking about video, photos, a

we need to provide a certain percentage to the baseline, including mta, parking, traffic, so forth. it is almost $60 million. under department of operations, these are the pluses and minuses in looking at department spending, a possible $10.6 million. and changes to our reserves of $4.9 million. there was a supplemental appropriation when we issued this report pending, and it was reduced from the available balance. supervisor chu: in terms of the $15.8 million that goes from the general fund to different baselines, how much of that was themt mta portion? >> if you bear with me one moment, that is one slide further and we will show you those numbers. these are discretionary revenues, qc practically everything on this table is in the plus. almost $20 million of additional payroll taxes and sales taxes cut by $12 million. hotel room taxes are up by almost $12 million. we have had two very positive quarters and we are back to peak hotel tax revenue. if you look at the bottom of this table, a property transfer tax, we are up to the peak of transfer tax collections. $162 million, almost $

so we recognize the issue. we feel it will grow with the work that we do at the mta, and we feel we are at the verge of turning the corner and having a good story to tell in terms of taxi service here in san francisco, so with that, i am going to turn this over to our director, and i look forward to any public comments and questions you may have. supervisor wiener: thank you. i just want to know that we of public comment cards. >> my name is chris high option. i and the deputy director of the taxi services. the presentation we have for you today goes through the elements, as director riskin indicated. the first line response to the ordinance that calls for quantitative data in a report. as of today, the it industry is very much a paper industry, and we have been trying to move into another direction. we think this will provide a very good beginning for the quantifiable data and we have maintained and best practices consultant from ottawa, canada, from the review of the files that we have seen in the past, with the time we have been in charge since 2009, there really has not been a comprehensive survey, and as t

he is the mta board's present on the couch rain board, so he is connected to this issue in a number ofways, and while initially we were planning to bring this informational items, there has been a lot of discussion within the city family, through these terrific transportation and planning functions in the city. with regard to high-speed rail, there has been a divorce to the opinions taken with regard to high-speed rail throughout the state, and we want to make sure san francisco is very clear and strong in its support, with a few caveats that you and your of, and they are reflected before you, and we are likewise working on a regional level with san jose and others along been -- the caltrain corridor. we are at a very important point. the next part will be submitted soon to the legislature, which will start the clock for them to act, so we wanted to bring this to you, articulating what others have been advocating a very strong support for the high- speed rail because of the critical importance to san francisco and its economy and the region, so very timely that we have this item before

i want to encourage you to make this investment so that they can have this feeling of appreciation for the mta and transit system here. >> [reading names] >> i am an organizer with power people and i am here in support of the initiatives mu to makeni fre -- to makinitiative to maken i free for youth. we believe that lowering and reducing fares will not address the economic strain that families feel. there is a parent or guardian that isw3 struggling to pay tha. and there is overwhelming majority of support when we are talking about this initiative, and the appeal is making it free. there are many parents that expressed difficulty in having to pay multiple passes in addition to their island. it is important that we see this issue not only as a youth issue but a parent and family issue. it is important that we also see it as the key to independence for young people. many say it is about maneuvering the city and being able to have full access to the city without depending on their parents. many young people to express a lot of pain and having to ask their parents for money that they simply no the

mta, and any listening. there has been no engagement in the community and there is a lot of anger and disappointment. so, we would appreciate it if you would not support this. thank you. >> ms. woods? >> good morning, commissioners. i am the chairman of the mission bases and advisory commission. at least four other few weeks. we are not sure what will happen after that. we know that mission bay is going to move forward as a transit first development, but we are still hoping. and we know that this program, as we have worked with david n. j. quite closely over the last few months to work out the details, through lots of meetings, they have always been agreeable to discussing the issues. it is a pilot. we are not sure that we have the right solution in every case. even in mission bay, the retail is pretty much empty right now. as it evolves along the corridor, we want to be sure that people can park to go into retail establishments. in the north, the 3000 residential units out there were not being used initially. but they have already got meters now. guests can come for dinner instead of having the parking
