soma is a difficult spot. there is not a pattern here. there is no pattern and it blocks to -- varies from block to block. but to find contextual clues, and build off of those. working on corners. you pointed out south park and the enclaves as places with the urban fabric. it is a fabric welcoming as opposed to the broad streets with a lot of disadvantages. if there is any way to add a denser form in areas, to add trees and more pedestrian enhancements, i think all those things may tend to have soma fit in with the rest of the city and still be functional. there is still going to be auto traffic with the freeways and the bridge. that won't go away. perhaps, we can change the pattern or at least in the busier streets. trees would be nice, to cut the wind a bit. thsose are just thoughts about what i would look to as we make improvements to make soma more pleasant. >> commissioner martinez? commissioner martinez: a number of things i had questions about. for me, what i am puzzled about, is what is the definition of this problem. you see that

i am chair of the western soma task force but i am speaking today as an individual. i would like to address some of the transportation analysis in the eir. transportation planners, we experience a considerable amount of pushed back from the transportation planners and consultants over the course of developing this eir. they tend to have this mentality of living in a bubble where the area that is being studied is a blank slate and they get to move housing and streets and transportation elements around. whereas the western soma plan is based upon what is there on the ground. just to give you an idea. residential is primarily north of harrison street. service and light industrial, business is south of harrison street. we recommended the designation of this -- the streets such as howard and fulsome in the midst of the residential area as community servings streets and those of the paris and as regional serving streets. -- harrison as regional serving streets. there is the distribution of truss routes south of harrison street. they say it does not require a mitigation pla

the owner e-mail me to say he was planning on meeting with the soma club owners association for ideas on how to improve. officers responded to a call of suspicious vehicle parked in front of the rocket room. officers made contact with both occupants and discovered both were registered sex offenders with extensive arrest records. both documents claimed to be going for reggae night on thursday. a patron was observed to urinate in public. plainclothes officers observed a large group of young-looking people enter the club. the minors were cited for various violations. the patrons were not being searched by the security team. march 17, 2012, st. patrick's day. a male who identified himself as a comedian and performer exited and urinated in the middle of the street. he was cited for public intoxication and taken by medics to be treated for severe intoxication. march 20, 2012. the rocket room was cited with a violation. an updated security plan was sent to the tender -- to the entertainment commission. this security plan was 20 days late. march 28, 2012. supervisor eric mar held a community
