there will be some minor tidal flooding waves. so some beach erosion is possible along the outer banks. good morning, hampton developing this morning, norfolk police are looking for a shooter after they found a man dead off tidewater drive. police say someone killed the 21-year-old victim yesterday morning on anderson street. we have been working to find out the name of the victim and who is responsible for his death. in the meantime we have been digging more into a phone call the victim made moments before being shot to death. rico bush is live at the with more on the investigation. rico, what are you learning? don, lex, a family friend told 10 on your side, the victim called his brother shortly before the shooting - a possible distress call - police have yet to confirm. we watched as investigators questioned two people at the scene. police, though, have not released any information on a suspect. detectives say someone shot the victim several times, around 10 yesterday morning. crime scene tape and police cars surrounded the man'

it's going to make for some slick conditions and temperatures warm through the day, changing to some freezing rain and sleet, later on this afternoon. here's a look at durham, i-85 at hill dale, and you can see the snow's coming down pretty heavily, and you can see it on some of the roads there, so you want to be careful. up until 1 p.m., a winter 27 in durham, and cary, and wake forest, and 29 in clint own and fayetteville, so you get in the mid-30s in the middle of the area. and they'll be some freezing rain, but by 4:00 temperatures climb into the mid-30s and temperatures will continue to climb into the day tomorrow. we're looking at some heavy rain, so it won't be slick conditions in terms of winter weather, but it may be messy again tomorrow morning. a check of those traffic cameras, you can see snow falling towards durham. >> and sticking at 4:33, 4:34, we take a look at 15,501 at hillsborough road, and if you look under that -- hillsbo north and west of raleigh. the triad this morning, this is 40 at elmeugene. they are expecting some -- elm eugene. and the road weather index,

the department of justice does support some pending legislation which would cut some of those mandatory minimums. about that and maybe, gerry, you can speak to this. how do mandatory sentences and mandatory minimum sentences work right now in our system and to what extent is this a federal issue, to what think not everyone has a clear sense of how these things really work for people. when do these kick in and how do they work? jerry: sure. well, there's two kinds of sentences in iowa that call for a mandatory prison time. for which the judge has no discretion. scott : jerry: prison is the only possible outcome. those are reserved for the most violent offences, for instance, murder, or robbery, or the worst forms of kidnapping, or sexual abuse and so forth. then there are some crimes for which not only is prison mandatory but the offender has to serve at least 70% of their sentence before they're eligible for parole. we call those the 70%ers. this was a law that went into affect back in 1997. first, in fact, it used to be 85% and they reduced it to 70% back in 2003, i believe it was, but

some was selfishly motivated. some of these people were disappointed office seekers who thought they deserved a pointmepoin appointments from grant and didn't get them. those enemies would reach for any kind of criticism they could against grant. one of them was corruption. they charged corruption in the administration. so another problem that grant confronted during his presidency was the united states at that time was kind of experiencing a culture of corruption. and a sensitivity to corruption that tended to undermine his power in the white house. there was a belief at this time that the government was riddled with corruption. and that wasn't particularly new. it at least extended back into the civil war years. we know that there were pell on the take dur uing the civil war and manipulating contracts. this continued into the johnson years. in fact, in the 1868 campaign, the republicans running that year said put us in power and we will get rid of the corruption that andrew johnson sponsored. so what we have to

some of these snow totals, this came in at at least half a foot. 6-8 inches in some places that we've gotten reports of in saint mary's county. look at this video, we saw th today. the maryland state highway administration out in force today with these big snow plow trains, one of them had at least eight trucks going down route 301, all in a line, all spreading sand and salt out in anticipation of this freeze that could come tonight and trying to prevent all of these roads from turning into a skating rink. on the in these neighborhoods in waldorf today, people were frankly surprised by this. going to bed expecting a dusting and waking up to a much different story. 6 inches on the ground here in waldorf. throughout the day most people said they were lucky they didn't have to go to work, didn't have to go to school. all in all this was still plenty of snow to still have to break out those brooms and break out those shovels. >> i was surprised this mornings when i woke up how much snow that it was that we did receive when i look outside the window. >> dusting and different things. >> thi

some cases. the main action has pushed farther away from us tonight. so we're looking at left overs right now, and the trend is going to be for the weather to dry out, but we are going to hold on to some cloud cover overnight. and then in some cases, we might see some fog develop, that will have the drier air in the area. so right now, you can see that we have rain falling in spartanburg county, all of the showers are pushing northeast ward, some rain also coming down in cherokee county, western sections of union county, the widespread rain is out of here, very spotty at this point. a little more coverage down to the south and to abbeville and greenwood counties, also in laurens county, looking at quite a bit of light rain, that's filtering to the northeast there. and a shower as well over towards anderson. well, the front that has helped to cause all of this is moving through the area right now, we've got the thunderstorm activity that stretches over the eastern carolinas and back into georgia.
