. >>> only on nbc bay area, the hunt for a possible arsonist in the south bay. investigators are looking into more than ten suspicious fires near downtown san jose, including two house fires. all of them occurring in the past three weeks. here's nbc bay area's marianne favro. >> reporter: one of the most recent reports of possible arson was just this last weekend here on fifth street after someone lit this ford on fire. victor salazar says his mother and sister barely eskeeped as fire ripped through their home on fourth street early saturday morning. victor, who's lived here 40 years, is now living in a tent in his front yard as he mourns the loss of his three dogs, killed in the fire. >> somebody lit it on fire. they -- they -- they lit my mom's house on fire. >> reporter: victor said someone lit a trash can on fire and the flames spread to his home. san jose fire department confirms they are investigating whether this was arson. they are also investigating a vehicle fire one street over on fifth street that destroyed this ford excursion and another house fire.

we can see the rain moving into san francisco, all the way up and down the peninsula and into the south bay, spreading into the east bay. a little more of a break for the north bay, but still light showers there. and some of the heaviest rain has been moving over the santa cruz mountains into the south bay, now approaching san jose, and it's going to be a sloppy morning commute there. even coming up from the south county, the rain has been heavy for morgan hill and gilroy, as well as light showers in the east bay. i'll be tracking this. >>> mike, this may be causing unexpected slowing and crashes. >> we have a number of crashes. it's not unexpectedly clear at the bay bridge, but we see the slicker roadways and clouds hovering around. the bigger issue is there's heavy traffic coming into the area. the bay bridge is lighter because traffic is held up on the eastshore freeway, they may be opening another lane. we have the outer lanes, far left and far right lanes blocked by debris. they need sweeper trucks, perhaps they're arriving shortly. we're looking at 880 south bay with two lanes open ap

as you can see, the south bay as well as the north bay.oud cover with us. this first low is finally going make its way out, but is soon to be followed by yet another rainmaker that is going to arrive at the very start of the weekend. so some residual moisture from this low pressure area as it exits that will produce a couple of isolated showers for the south bay and east bay, especially. but today really is on the drier side of things. tomorrow, we stay dry for much of the day before evening hours tomorrow night leading into saturday morning, a resurgence of moisture will bring some overnight rain and at times some really heavy stuff during predawn hours of saturday morning. that's before you're getting out of bed to start the day saturday. as for today's daytime highs similar to where we have been a little warmer like one to 2 degrees. you're not going to notice much of a difference. temperatures will continue to remain much cooler than average through this forecast tomorrow. dry during the day. showers move back in towards sunset. tomorr

but it's dry in the south bay, as you get ready to get this workweek started. most of us can leave the umbrella at home unless you're in the north bay where you're seeing waves of showers. here is a look at the system that's passing by, far northern california, even some lightning up there. as we get a closer look at the north bay, the rain has been hit or miss. right now moving over napa county and heading toward solano county. once that clears out, we are only going to see a couple of showers moving through and the rest of the day we'll get a chance to get peeks of sunshine. not all clear and sunny today, and for the most part once again, the rain will be early in the day. and our temperatures will head for the mid to upper 60s for this afternoon. and then as we go toward the rest of the week, we'll see the storm trek heading farther to the north and also high pressure building. it may not be until early next week when we see our next chance of some showers coming in. and we're getting ready for big heat to come our way for the weekend. take a look at gilroy a

with a look at our top stories this morning. >> first we continue to follow breaking news in the south bay person has been shot and killed at a homeless encampment. "today in the bay"'s bob redell joins us live with more. >> reporter: good morning to you, laura and scott. we're actually at san jose police headquarters, the scene a couple miles south along highway 87 before the connecter in downtown san jose. the shooting happened just before 10:00 last night in a homeless encampment just off the side of the road. two people were shot, a man and a woman. one of them died at the scene. the other person was taken to the hospital. we're not clear on what their condition is. an officer on the scene did tell me they have a suspect description but have not found the shooter yet. as mike has been reporting, the far right lane of northbound highway 87 is shut down for a short distance while police investigators are on the scene. they wanted the sun to come up so they could get a better look at it. once they get finished with their investigation, they will be shutting down the scene and reopening th

but we are seeing it really picking up for the south bay and now getting ready to move into the east bay, as we see some of the darker colors, the darker greens and yellows as well, that's been mainly over the south bay. and we've had some pretty decent rainfall totals here, a closer look shows rain that's been covering up and down the peninsula, with lighter showers moving into the north bay and also some light rain from san francisco and extending over toward the bay into antioch. so more rain in the forecast, at least for the next few hours, and then mostly cloudy with another chilly day ahead. we'll talk more about that and what to expect coming up. >>> you're seeing slowing in the south bay, mike. >> yeah, because the timing is typical here, that first burst actually kicking in and sticking around this wednesday, a little more traffic generally speaking. that's what we see for 101 through san jose. the crash at tully not presenting a major problem, but part of a tire may be in the roadway. puddling and ponding off the freeways and farther south, gilroy, toward san martin, highway

>> it's been very hit or miss with the showers, and it is approaching the south bay area, so we're waiting to see. but it's already moved through san francisco, parts of the east bay, and is now working its way farther to the south. we're already seeing some clearing here in the city as those clouds continue overhead. it's all a part of this system that's been bringing some off-and-on rain across parts of northern california, and we're also seeing some of the wet weather moving into the east bay, especially just south of the concord area, moving into the tri-valley. but we're also seeing it approaching the south bay, but you can see that not everyone is seeing the rain at this point. hit-or-miss showers will be with us until the next couple hours. then as we go into this afternoon, some peeks of sunshine, and then we go into drier conditions, but our temperatures today much cooler than normal, only reach spoog the mid-60s, even upper 60s for the south bay. a big warm-up the ahead as we get closer to the weekend. i'll talk more about that coming up in the full microclimate forecast. >> kari

they announced this afternoon that there are fewer unhoused people on the streets in the south bay compared to last year. but as you dig deeper into those numbers, there are also troubling signs from the yearly homeless count. nbc bay area's ian cull is here to explain. ian, i'm wondering what helped lower those numbers? >> local experts have a few opinions. many say it's proof the south bay's homeless housing initiatives are working. mayor matt mahan is touting plans for rapid housing developments we've been talking about the last few months. he held a press conference in south san jose today. before we dig in, here are some of the numbers from that annual point in time survey. it's held one day a year, usually january. this year it found homelessness overall in san jose is down 4.7%. the number of people actually on the streets is down 10%. those trends are reflected county-wide. mayor mahan says his interim housing plans are part of the reason why, and a larger plan that includes permanent housing as well. >> we can invest in affordable housing for the long run, while detailing up immedi

we've especially seeing some heavy rainfall for the south bay so far this morning. so if you've really heard those downpours, especially on the south into san jose. >> you've been some of our areas that have really been seen it coming down and also some snow in the sierra to this is a colder system right here. definitely unseasonably cold for this time of year. it's not unheard of to rain but were accompanying it with cooler field looking at the south bay. there's those spots of heavier rainfall from san jose down morgan hill. 101 has been very wet as has been. 85 traversing the south end of the santa clara valley all the way up to fremont. we've got some on and off moderate showers as well as out towards palo alto up towards the east opbay. some continued light showers around richmond on up through valais and eventually up towards fairfield. all in all roadways are just wet. so take it slow are out there. looking at sfo. you can see a little bit of clearing a little bit of the great. that's the way today goes. spotty showers all day long and a chance of thunderstorm

some showers in the east bay as well as the south bay? let's start with the south bay. ockets of heavier rain right around santa clara on over to sonny bill right now as well as just south of san jose. right there. you head up into higher terrain just south of the city. saratoga, los gatos. and we've seen pockets of heavier rain, even some are roles of thunder as we start to see some convection thunderstorm building going on 101, between morgan hill and san jose has been consistently wet. you go up to the east bay. it's not as heavy, but we do have light to moderate showers stretching from berkeley richmond on up to allay over to martinez and bunny shipped all in all. 24 is pretty wet as well from consistent showers there. there's what's causing all of this, that low pressure area diving deep, our direction. it's kind of like a traffic jam of cold air because it's not moving anywhere for a minute. so we're actually going to see that low sitting in place for a while, too. that will result in prolonged spotty showers through the day today into tonight and even a chance of

some south bay.advocates say they've seen new ideas come and go over the decades and nothing changes . they're skeptical emergency housing will be the bridge to get lives back on track. tiny homes don't work because maybe 50% effective. long term permanent housing works with services. so what's going to happen? advocates are predicting is that he's going to put him in tiny homes to get them out of the camps, and then they're not going to fit into a lot of those programs and then go right back out to the camps. the mayor says. naysayers need to put forth a plan that will get people off the streets during the five years it will take to construct permanent housing. he's asking everyone to come out to the city council meeting tuesday when this issue is debated. in downtown san jose jesse gary ktvu, fox two news state lawmakers are now considering a bill which would provide money to homeless students finishing high school bill was authored by south bay state senator dave cortese. he he says it would estab

all of sonoma county, the peninsula, even parts of the south bay and parts of the east bay shoreline. in the midst of some pretty widespread light to moderate showers. that is enough to keep those roadways wet as you are venturing out there on to them to begin this morning commute, some of our heaviest of rainfall is really concentrated along highway one between santa cruz and half moon bay coming down up there, the redwoods and right along the coastal highway. so very much so wet situation for the santa cruz mountains. lot of that energy, as you can see is moving this direction. so we're likely to see an impact increasing for the south bay here temporarily got a spot of heavier rain right around downtown san jose. and as jc the airport down there as of right now. so definitely a lot going on to start this morning. much like yesterday. it's wet. it's like taking a little bit slower from the 40's and 50's where we are this morning to some low 60's again later on today for most areas do watch for some inland thunderstorms even into the afternoon going to be talking all the details of to

south bay will be 73 in los gatos, 74 in east san jose. a big difference from the mid and upper 80s we had earlier this week. for the east bay, 74 in concord, 73 fremont, chilly breeze in oakland, 64. downright cold in half moon bay, 57. redwood city, 59. downtown is 62 and winds out of the west at 18 will make it blustery in san francisco. north bay, nice in wine country, napa and sonoma in low to mid-70s. thunderstorms across the sierra, looking to be contained there, not thinking it will come our way, the thunderstorms. but a total of a half to 1 inch, so flood watches are up for the sierra along with the historic snow melt causing flooding concerns. back into the bay area, something fun that happens every year. bay to breakers, we had fantastic weather. fog, in the 50s sunday, should be fog in the afternoon, and if you're not rung, it's good to watch. we've been there once or twice. seven-day forecast, temperatures in the 60s, then the inland valleys down to 74, up to 82 sunday, then not done with the chill, by next thursday and friday,

in the south bay. we're also learning more about how santa clara county is working to fight mosquitoes with drones. they're now using drones equipped with pesticides to spray and kill mosquito larvae in the water before they become adult. mosquitoes. insecticides really, the drones can reach remote low-lying areas and cost less than flying a helicopter. so that's a big plus on that front. know, west nile virus has been detected so far this year in santa clara county. so they're trying to get ahead of it. but wet weather does increase the risk. officials remind you that you can also do your part to fight against mosquitoes by removing any standing water that you have around property and that will take away some of those prime areas that they love to lay their eggs in. >> it's 5.11. and still ahead on the kron 4 morning news, the arraignment for the man accused of killing a bay area tech executive pushed back for a second time now. we'll tell you why. and title 42 is coming to an end. how the biden admin

the bay area looking pretty quiet as of right now, if you are in the south bay, san jose to gilroy lookingd. once you head over take a pass, it's still wet as you drop into the valley. are bridges like the bay bridge golden gate richmond center fell in san mateo all looking nice and clear. now we are in the midst of a pretty unsettled pattern. this cut off low, which is really just broken off from the jet. that's white sitting here not being tugged with that general pattern is still hanging out mostly for southern california. so some of its energy has shifted southward, but we're still tapping into some residual moisture today, which will result in some pockets of isolated showers, most likely for the south bay and our inland areas. the closer you get to the coastline, generally the clear and drier skies will be now tonight into tomorrow morning. we're looking pretty consistently dry. tomorrow night, though, a resurgence of more shower activity your friday night leading into saturday morning, bringing some rain and some of the heaviest of it. conveniently time before you get up on saturday

in the south bay. the gilroy teachers association is set to hold a demonstration outside of tonight's school board meeting according to the teachers associations, twitter page. the teachers are fighting for better conditions for students and better working conditions for themselves. tonight's school board meeting is scheduled for 6.45? >> as teachers across the bay are fighting for higher pay. there's a new bill that seeks to give all public school teachers in california. a major raise. the plan calls for the state to increase salaries by 50% by the year 2030, of the lawmaker who authored this bill says it's necessary if the state wants to attract and keep new teachers to fill the vacancies as of the 21. 22 school year, there were at least 10,000 teacher vacancies across the state. the bill recently passed the assembly education committee with bipartisan support and it's still then moves on now has to be voted on by the full state assembly. it's 605. we have some developing news in oakland. the police
