south dakota is a rural state with an energy-inten sift sector. families have to travel long distance where a cold-weather climate. we see dramatic swings in seasonal temperatures that create uncertainty when opening monthly utility bills. unfortunately, the e.p.a.'s backdoor energy tax tax, which is already starting to hit fathers is about to get even more expensive. the tier-3 gasoline standard, greenhouse gas regulations and new ozone rules are a train wreck of new regulations that are going to further drive up energy costs and destroy jobs. and that's why i've offered two commonsense amendments to rein in these costly e.p.a. regulations. the first amendment would require congress to approve any e.p.a. regulation with a projected cost of the more than $50 a year. if congress rejects that ruling, the e.p.a. would be forced to go back to the drawing board and pursue less costly alternatives. mr. president, from regulating greenhouse gases under the clean air act, this e.p.a. stretches authority well beyond what congress intended when we created a

alaska comes next, just 7% on the incomes in the state, followed by south dakota with 7.1%.ew yorkers, where i am, have the highest, paying a whopping 12.6% of their collective income. new jersey is second, with 12.3% followed by connecticut at 11.9%. so basically if i were looking to relocate from new york to a nearby state, i would have move to new hampshire or virginia. they are the closest states with meaningful lower taxes but the commute time would eat up any money i might save doing that. when i talk about state and local taxes i'm just talking about counties and school districts. americans also pay taxes for water abatement districts, all of them eager to tax you. the number of these districts has balloons to 90,056. so your view of the tax picture have can a lot to do with the city, and county. just some places make you pay more for taxes while others give you more bang for your tax buck. a think tank has released the state local tax burden report every year since 1977. liz is the coauthor of the report. thanks for being with us. >> thanks for having me. >> how are

we have open seats in montana, south dakota, and west virginia where the republicans are now leading and are expected to be pick ups. and we two other open seats, iowa and michigan, where they seem to be competitive and other states, louisiana, alaska, colorado, new hampshire, virginia and arkansas where there are incumbent democrats runs. that is an open field for republicans. what are the chances of picking up the six is seats they need to get control? >> i think their chances are very good. because this is the most republican senate class in terms of which states are up. and it's also, it's a class in which a lot of democrats won about six years ago. so, i think the crucial figure here, is of the 12 democratic states that are competitive, seven of them were carried by mitt romney in 2012. all the republicans have to do is win the states that mitt romney carried in 2012 and that's enough to give them a majority. >> in defeating, dan, an incumbent senator, it hard. they have the money and recognition and so, it really does not happen that often. >> notwithstanding chuck schumer's id
