people have been talking about high-speed rail for a while now.nd even the high-speed rail advocates are getting tired of talking about it. but is it time to start the conversation all over again in phil matier with this new push to go back to the drawing board. phil? >> reporter: that's right, allan. if it's going to be a conversation, these lawmakers that have gathered here today are going to want it to be a short one. they are telling the high-speed rail folks, hey, it's time to get real. here is the story. as lineups going it was a pretty impressive one. who chairman of legislative committees who over see the spending of high-speed rail funding and one of high-speed rail's biggest washington boosters all gathered together to tell the authority it's time to get real. >> i think the message was pretty clear. if high-speed rail is going to get done it's going to have to get done right. >> reporter: at issue high- speed rail's plan to build a second railway all the way up the peninsula in order to accommodate the 125 miles per hour trains it is go

are allocated to the high speed rail authority for project purposes. there was a bill last year that did that, as well as a few other things, that were not successful. this year is to streamline high- speed authorization for access to federal funds received. we recommend support for that. in addition, this one deals with high-speed rail authority, in encouraging them to consider the impact on california jobs as they move forward on contracts. it does not prescribe a process. it will have force of law as a statutory section. they will be mandated to consider and develop the process to look for ways to enhance job development in the process they are embarking on. finally, ab 1041. this would allow the city of san francisco to continue to use video enforcement of traffic by a land -- in the lanes for transit use. so, that would continue and existing programs sponsored by the city and county. we felt that our support would assist books city representatives. supervisor mar: what was the number on that one? >> ab1041, page 11. sorry. supervisor mar: there wa

authority, subsequent to its position to build its first section of high- speed rail infrastructure in the central valley, decided to reschedule the release of the eir/eis to late 2012. we believe the postponement works in our advantage as it gives us an opportunity to further study the alternatives. we want to look at solutions 46 street street crossing -- to the 16th street crossing. there had been announcements that they wanted to phase the implementation. we have had a phased implementation approach for them, so this is a step in the right direction. our sense of phased implementation, in san francisco, first and foremost, downtown extension from king street to the terminal, operations of caltrain, and operation of that service from the terminal to san jose. needless to say, we cannot support a transfer from high- speed rail to caltrain service of any kind in san jose. we believe high-speed rail service has to reach the terminal and that will be the line of advocacy that we will pursue vigorously with authorities, starting with our meeting on may 5, where we will be speaking abo

the first project is the high- speed rail project across california. party republicans would like to reduce its budget for next fiscal year from $2.5 billion down to $1 billion. and that number could go even lower as negotiations continue this week. we talked to rod diridon a former member of the high-speed rail board and he says these cuts are unfortunate because high-speed rail provides jobs. >> construction projects are a good way to put people to work. i hope both sides of the aisle back in washington begin to realize that. >> reporter: meanwhile, the bart-to-san jose project is the other major transportation project that could be affected. the funding program is slated to be cut that would provide about $900 million to the bart- to-san jose project. and according to the "mercury news," the vta was relying on about $130 million to begin the project -- begin laying the groundwork for the project that is scheduled to begin construction next year. we talked to a vta spokesman and she said in a these cuts would not have an effect this year, but next ye
