. >> this is some really stark findings by the justice department civil rights division against what it said were systematic discriminatory practices by the ferguson police department and the city's municipal court. i'll give you some statistics that the justice department findings say show how much african-americans were targeted for tickets, for jail fines, for municipal court proceedings and so on. 85% of vehicles stops between 2012 and 2014 were of african-americans. 93% of people who were arrested were black during the same period. and here's another couple statistics. 90% of all citations were against african-americans during this time.

. >> el well, don, there is stark findings from the the justice department investigation. you just hit just a few of the high points, but or rather the low point, right? but this is the department according to the justice department investigation was using traffic stops, jail sentences, and targeting african-americans routinely for very minor offenses and they went p beyond the ferguson police department accord ing to the justice department investigation, the ferguson municipal court system was also used to essentially raise the money off of the backs of african-americans, and low income people in that area, and hi will give you one quick statistic that we expect to hear more of when the justice department releases the findings but according to the justice department 21,000 people who lifve in ferguson, 16,000 people who have outstanding arrest warrants and most of these are for very minor offenses like minor traffic tickets and parking, and don what it means is that people can't afford the show up in court or pay the fines, and they end up being thrown in jail because of

lisa stark joins me now on "inside story." lisa what do they check about a pilot's health to keep that person certified to fly? >> reporter: well, those questions are being asked and reasked as you can imagine in the wake of this horrible tragedy. pilots obviously are rigorously screened. i'm using the words used by both the pilots union the main pilots union in the u.s. and the airlines themselves. rigorously screened when they're hired. there is some physical, mental, psychological testing that goes on. but really most of that doesn't occur as a pilot goes on in his or her career. they are checked every six months, to a year, in the u.s. they get a physical, depending on their age. it depends how frequent it is. and that does include some questions about their mental state of mind. is there a rigorous psychological testing as they go on in their career? no, there is not. but the question is: would that help? and i think that is the big question everyone is asking now. because at some level you know people's moods their lives

lisa stark, al jazeera washington. >> it was a wet start and end to some parts of the country. kevin corriveau has a look at the forecast. >> we're looking at a better forecast but that doesn't marine the rain that fell isn't causing big problems in some parts of the country. radar satellite across much of the southern part of the country, we're actually see some warm temperatures. we're going to take you specifically across the ohio river valley. over this weekend we saw warming temperatures and melting snow, we're seeing a major problem along the ohio river mississippi river valley, as well as iowa and illinois. the river is also 57 feet, five feet above flood stage. we do have a lot of levees on the river so that's holding back some. it's going to be a very long process as it makes its way down to parts of the mississippi and we do expect to see more rain later in the week. boston has broken a record because of this snow added on top of what we had before. now we're being looing at a record 108.6 inches of snow and winter is not done yet thomas. we could see more snow -- the

stark does not deny that allegation. instead, he offered a financial reason to justify his discrimination. access to institutions like the alms house he argued was not an automatic right for anyone, regardless of skin color. instead, admittance was reserved for taxpayers because it was their dollars who supported institutions like the alms house. so he turns this governmental public space that's supposed to be for the benefit of all of the citizens into a new kind of private space in which we had to pay a membership fee taxes, in order to access. and stark actually claims that because only 118 black colombians paid taxes, that no black colombians are allowed entrance. so the freedmen's bureau and nash and other leading members of the black community, they don't fall for this argument. they pointed out that black people were taxed the same as white people. and 118 black colombians had actually paid taxes. additionally, there are plenty of white colombians who were defaulting this their tax payments, if you look at any of

but stark does not use those white taxpayers to deny anybody access to the almshouse.op paying any taxes at all. the argument backfired on him. the fact that any black columbians pay taxes at all, in the view of the freedmen's bureau and black columbians, made them eligible for all government services and spaces. this is not to say that black columbians valued independence any less than white columbians. black columbians struggled against persistent accusations that they were idle, dependent vagrants. but if dependence remained distasteful, demanding government services and access to the governmental public space became an important way african-americans claimed citizenship after the civil war. only a citizen could demand service from the government, and in the devastated urban environment of columbia, these demands could mean the difference between life and death. so while stark' is always cloaked in financial concerns, it amounted to repudiation of black people's claims to citizenship. taking place against the backdrop of the urban growth you saw so many images off,

lisa stark has the story. >> those systems rely on the truthfulness of the pilots themselves to tell others if they are facing problems that may make it difficult for them to handle their jobs. are with the latest revelation of co-pilot andreas lubitz, that a physician found him unfit to fly, airlines in the u.s. say pilots are extensively screened before they are hired and once on the job the faa requires commercial pilots to pass a medical exam once a year. or every six months if they are 40 or older. the exam includes questions about mental health. if the doctor suspects a problem he can call for psychological testing. but otherwise it is up for pilots to disclose any physical or mental problems and any medications they're taking. failing to do that can lead to fines of up to $250,000. still some, pilots may keep any problems under wraps and even if they are asked a series of probing psychological questions there is no guarantee that would predict future behavior. >> i don't think you can ever have 100% confidence that your psychological test is going to find every single unstable
