a broken pipeline has spilled thousands of gallons of oil off refugio state beach in santa barbara county. anne makovec live in the newsroom with the results. >> reporter: a chopper is going up to see how far the oil has spread. they estimate 21,000 gallons spilled into the ocean from a broken pipeline. oil ran through a storm drain straight into the ocean. as of last night the oil slick was stretching for about four miles of beach and about 50 yards into the ocean. it was discovered yesterday after someone reported smelling gas in the area. by then it had been flowing for three hours. the clean-up has begun but the level of damage is still unknown. >> we plan to do a first life overflight -- first light overflight with the helicopters to determine if the oil has moved. there are wind projections that say that the oil could move two to four miles south down the coast. >> the company that owns the pipeline plains all american pipeline shut down the line and is apologizing today saying it's thankful that no people were injured. we'll hear from them in the next half-hour. i have seen on soci

adam housely is following this story from the refugio state beach. what's going on right now there. >> reporter: yeah, it's taking a break from the cleanup. it was 24 hours ago that this beach started to see oil. people in the area called firefighters saying they smelled gasoline. when firefighters got on scene, they found the oil in the water and that led to finding a pipe leaking into a culvert. i'm gonna show you refugio state beach. as you come south on the 101 combine -- well, central california, really, as you leave the area where -- the solvang area, and it cuts to the water. that's where refugio is north of santa barbara right along the water is where the leak took place. it went under the 101 freeway and out into the ocean. they are saying right now, still officially 21 or 22,000 gallons. however, that could expand over 80,000 gallons of oil that may have been spimed out into this -- spilled out into this ocean over the course of two hours yesterday. they are still assessing. as your show was starting, the coast guard helicopter flew above us

. >> reporter: the white sand of refugio state beach and black tinted waves. the crude oil stretched along 4 miles of coastline by this evening tainting line and sea. >> the beach was just covered in thick black crude. the rocks were covered, the waves that were coming in were just black oil. >> reporter: there's limited signs so far of wildlife impacted by the oil. a helicopter flew low over a pair of whales trying to scare them away from the contaminated water. people near refugio state beach smelled a strong odor. the source trapped to a pipeline offshore owned by plains all american pipeline. the coast guard initially said approximately 20000-gallons of oil spilled. but the officials are now saying the amount of oil is not known and the amount of oil does not necessarily make it a small event. >> it's hard for us to categorize a spill as one is worse than another. >> reporter: any oil in the water causes damage to the environment. and the damage depends on part on what sensitive species are in the area. >> a small spill in a sensitive area can be as bad as

it is a lot of damage out there. >> reporter: the oil spill happened near refugio state beach. camping spot were dozens of campers were told to evacuate immediately. >> we are going to go home. cut it short. >> reporter: video from our shopper shows how black the ocean is and crews working to clean it up. this is video of two whales about to swim into the oil oaked water and campers say helicopters were trying to steer them away from the oil t. a photographer captured these photos. a duck covered in oil. and others trying to help wildlife. some locals came down to the beach with nets, buckets, and flashlights to try to save as many wildlife and marine life as possible. >> it will spread all over the beach up to the high tide line. >> reporter: the pipeline is owned by planes all american based in texas. they gave us a statement in part that says plains deeply regreets this release has occurred and is making every effort to limit its environmental impact. >> i can't imagine the cleanup that they are having to do. >> reporter: again, the pipeline has been secured and we are told

our reporter, gigi, is at a state beach where some of the rocks are covered in black tar. >> reporter: it is. a very somber moment. take a look at what's happening now. scientists walking the beach, getting a sampling of what's happening in their hazmat suits. you can -- it's not a site we see every day. this is usually a very pristine beach cleared with campers, white sand and blue water and look at this right now, what's happening here as 2,000 gallons. that was the estimate, a four- mile wide oil spill. as they do their morning assessment right now. they've been spending the morning doing air sampling. they've been taking air sampling of the sand, the oil on the rocks. the big concern, marine life. we've seen horrible pictures already of birds just covered in oil. i took a walk down the beach. there's been booms placed to try to protect the creek. not all of the wildlife is going to be lucky. the ruptured pipe has been capped. that's a good thing but the damage is done. it's not only ecological damage but there will be economic damage, too, because this is a big campsit

all of this is happening at the state beach. the oil has now spread into the ocean. the coast guard said the slick is 4 miles wide. officials say a 24-inch pipeline ruptured and that began leaking into the ocean shortly before noon. the flow has been stopped but crews are working on the cleanup now. we want to bring in our chief meteorologist, bill martin. you are familiar with this area. >> when you get in oil spill it is usually from in oil tanker. this one came from a pipe that was broken and the oil leaked in from the beach. that in some ways is a little better because he won't have as much oil getting far out to the ocean. this is what we are talking about. it is 300 miles south of the bay area. if you have driven down highway 1 you know this area. it is right up in here, i can come in a little closer. it is. what we are seeing now are winds that are blowing out of the northwest. they are blowing something like this in this area. they are taking the oil and pressing it down towards town. the other thing we have -- i think we have some video. we do have reports n

and where i'm standing right now, refugio state beach, normally very busy.le would be pouring in here right now, prepareing for their memorial weekend homlidays. these campgrounds sold out. they're now all closed. >> so the bigger question becomes the safety record of this company. they have ten oil spills in four u.s. states between 2004 and 2007. they paid a $3.2 million fine for that. you're also looking at a company that just five years ago the epa ordered them to pay $45 million for ten previous spills. according to "the los angeles times," about 175 violations is what they've had in recent years. what are people saying about this company and its safety record? >> well along those lines, you know it was the epa and the justice department that went after plains. they found that in those ten spills that you were highlighting that they all related to corrosive or corroded pipeline. that's one of the reasons they also were fined in this matter. you know plains all american saying look considering the amount of business we do these are not an unusual amount

state beaches that will now be closed until june 4th. alex? >> hey, scott, i mean, in terms of the cleanup, how much progress have they made? i mean, how much can you see granted with the daylight that slick of oil and see it still coming down on the beach coastline? >> reporter: you can definitely see progress in terms of the beach cleanup. they say they have recovered about 9,000 gallons of an oil and water mix. remember that there was about 21,000 gallons of just oil that apparent lip went into the ocean. 105 gallons spilled, but it's a very large effort. there's some 600 people. about 18 vessels, more on the way. helicopters and then also at the site of the pipeline break, there's a lot of activity there as they try to sort that out. and the company now under orders to drain the pipeline shut it down until they can figure out what happened and excavate that point of the pipe to figure out the cause. and that could take months. >> scott cohen, thank you so much. >>> the man accused of murdering three members of a wealthy washington family a

crude oil has coated birds and blackened the shoreline at refugio state beach and beyond. the oil slick stretches for nine miles. kpix 5's betty yu reports from the spill zone. >>> reporter: cloudy brown water laps what used to be a pristine sandy beach along the santa barbara county coast. workers in protective suits spent the day cleaning up a solveful at a time. hand crews are bagging up oil contaminated sand as new crude washes ashore with every wave. just offshore containment vessels are trying to stop the slick from spreading. >> you can see where it came out of the ground right there. >> reporter: crude was flowing through the line at 84,000 gallons an hour when the leak was detected yesterday. it took three hours to shut it down. >> we're sorry that this accidental release has happened. and we are bringing in all the resources at our disposal to respond. >> reporter: you can already see the impact. this bird was coated with oil. santa barbara county district attorney joyce dudley is considering criminal charges and civil liabilities against the pipeline company. >>

their concern is that it will move further south and east and another state beach el capitan. right now this beach completely closed as they try to clean until mess. and you're talking about the environment. from here you will see some pelicans. you will see a -- we saw a dolphin. i'm too far away to notice if any of them were coated in oil, but the wildlife, utmost concern. and also tourism a big business in this county. these fumes are rather noxious, the smell is horrific. tourism is a big business and people come here because it is so unspoiled. so raw. so beautiful. and obviously they are very worried that people will be turning away this memorial weekend and not coming up here to take in all that splendor. >> paul thank you. we'll be watching what happens. and now to the latest as far as what we know secret treasure trove, this is what was found in ice bin laden's compound. what is coming out today is incredible. because of the thousands and thousands of documents recovered from his computers and digital media. there was one letter in particular that stands out given the

take a look behind me this is refugio state beach that should be full of tourists people that are starting out their memorial day weekend, nice walk on the beach. instead it is clean up workers and they have done a lot of work roughly 900 cubic yards of solids have been recovered. think of that as about 10 large or -- as about 90 large dumpsters. the dumpsters carry about ten gallons each. that's a lot. offshore, we are told now, this is good news they are no longer finding the big patches of oil. what they're doing now is trying to strain the seaweed, the kelp with the oil, and even that they're not finding a whole lot of because we had the rough seas that churned things up and dispersed things and they've done a great deal of skimming since the spill was discovered and meantime also a lot of work going on just up the coast from here where the pipeline broke. they have to shut that down train it, find out what causeds the spill and alex that could take months. >> okay. scott, we're going to check back in with you next hour and get an update in santa barbara. >>> the senate is in recess to

thousands of gallons of oil leaked into the ocean from a 24- inch underground pipeline near the state beachwe have an update on the cleanup near santa barbara. >> reporter: the wears are -- the waves are now black after the coast guard says a pipeline ruptured sending thousands of gallons of crude oil into the ocean just north of santa barbara. >> it's really sad. i hope they can clean it up. it's a lot of damage out there. >> reporter: the oil spill happened near the refugio state beach, a popular camping spot where dozens of campers were told to evacuate immediately. >> we're going to go home, cut it short. >> reporter: video from our chopper shows hok the ocean is and crews working to clean it up. this is video of two whales about to swim into the oil- soaked water and campers say helicopters were trying to steer them away from the oil. a photographer captured these photos, a duck covered in oil and others trying to help wildlife. some locals came down to the beach with nets, buckets and flashlights to try and save as many wildlife and marine life as possible. >> it's going to get worse

at least two state beaches are evacuated. animals are covered in sludge. ency. cnbc has more from the site. the "los angeles times" reporting on violations involved with the company. >> reporter: they are blaming all american -- plains all american pipeline. the "los angeles times" took federal data, measured it by mile and says the company has three times the average in in terms of incidents per mile. that someone of the worst records in the country. there will be plenty of time to deal with that. as you said now, the issue is cleanup. also, trying to figure out what happens with this holiday weekend. this is the refugio state beach that should be filling with campers. they can't camp here. it's been closed. frankly, they may not want to. as the wind shifts from off shore, it sounds like you're next to a road building project or breathing auto exhaust. that is bad. they have recovered about 7,700 gallons of an oil/water mixture. only some of that is oil. and as we've been reporting, at least 21,000 gallons of oil has reportedly spilled into the ocean. it c

"today in the bay's" michelle roberts joins us live from refugio state beach, one of two beaches remains closed this morning and could stay closed for quite some time. >> reporter: that's right. this beach and el capitan beach will be closed until at least next thursday. the goal is just to allow crews the opportunity to clean up and is probably not somewhere you want to spend your holiday vacation anyway. the smell is so intense. this is what clean-up crews are dealing with. you can see the rocks just completely covered in black. they've been scooping up dark seaweed washing up onshore as well. heartbreaking thing is when you see the birds fishing in this black ocean. here are some of the updated numbers this morning. yesterday 6,000 gallons of oily water has been cleaned up. it's good but still a long way to go. estimated 105,000 gallons of crude oil spilled on tuesday morning. plains all american pipeline broke dumping crude oil into a storm drain. the oil is being removed in a vurtity of ways. vacuums, absorbent boom out in the water, and crews onshore. >> more than 300 federal, stat

feet are making it difficult for crews trying to corral the nine-mile long oil slick off refugio state beach. officials are closing a section from fishing. officials are working around the clock to clean up thousands of gallons of oil. >> we know the community who are concerned and some who are angered. we do truly regret and we are committed to cleaning up this incident as quickly as possible. >> dozens of people expressed outrage over the spill in a protest outside of the santa barbara court hours. they used the -- courthouse. they used the event to call on governor brown to end the use of fracking to extract oil and gas in california. >>> a driver was hurt after his car caught fire this morning on interstate 580 in livermore. you can see the flames completely engulfed the car and the huge plume of smoke could be seen for miles. firefighters treated the driver, then took him to john muir medical center in walnut creek. we don't know the exexpect of his injuries -- extent of his injuries. the car shut down interstate 580 at north flynn road during the morning commute. no word on why the car
