we will go to memphis in moments where steve harrigan is standing by. first we turn to fox news chief breaking news correspondent trace gallagher. trace, what more have we learned about what happened that night? >> shannon, the video covers two separate scenes, but the first scene, the video picks up right before tyre nichols was pulled over for reckless driving. the thing is, we don't see any evidence of reckless driving or erratic driving. if police officers somehow fear that tyre nichols is posing a threat, the officers appear to violate protocol, which is to protect themselves and ask him to exit the vehicle. instead they go right up to the car, they pull him out, and immediately try to push into the ground. in the process, nichols is apparently pepper sprayed with some of the spray getting into the eyes of the officers on the scene, and they either tase him or try to tase him. it's unclear if it actually works. and here is what the attempted arrest sounded like. watch. >> i'll tase you ask not get on the grant! now! >> all right, okay! okay, dude!

steve harrigan has more now from memphis, five former police officers who have been charged with the murder of 29 year old tyree nichols were members of an elite anti crime unit. the scorpion unit. that group has now been permanently disbanded by the chief of police here. it had members anywhere from 30 to 50. they worked in unmarked vehicles, often in high crime areas with some very aggressive policing. the events here in memphis have brought about a national debate about police training and reform. but some law enforcement experts say what went on here simply can't be fixed by a simple training course. this is not a matter of training. this is a matter of basic humanity. i don't know how you train police officers into having the moral character necessary to not commit murder on the job the way that they did. the protests here in memphis so far have been small and largely peaceful. they matched the block a few highways, but no damage. to any stores and no injuries or deaths reported in those protests, in part because the city has acted so quickly. all five former officers arrested a

first to steve harrigan reporting live on this live from atlanta. hi, steve. >> martha, really startling to hear those explosions and see the police car on fire right here in the heart of downtown atlanta. peachtree street. tourists were on the run. it started as a peaceful demonstration and turned out violent. six arrested made their first court appearance today. the violence itself began about an hour after the protest began itself. some of those protesters wearing masks, hoodies and were demonstrating with rocks or hammers. they set a police can or fire. the chief said this was not a demonstration about freedom of speech. this was a small group of people trying to bring violence to atlanta. here's the chief. >> it doesn't take a rocket scientists to tell you breaking windows and setting cars on fire is not protesting. it's terrorism. they will be charged and we're committed to stop that activity. >> the trouble really escalated last week at a protest outside of a training center that is being built for police. a group of people set up camps in the

rich: steve harrigan, thank you. laura? laura: and for more on the legal fallout from the video's release, we want to bring in defense attorney and former prosecutor robert schalk. now that we've had a chance to digest these body cam videos and that footage from the street lamp that captured the scene as a whole, there are many troubling things that stand out. one of them is the apparent lack of urgency or action from the arriving emts for several minutes, and now nichols' stepfather is calling for criminal charges against the the paramedics who were seen milling around. the question is, can they be charged legally? >> yes, the short answer is they can be criminally charged. i don't think that you would charge them with second-degree murder like the five officers who have already been charged because i don't think legally you can get to acting many concert or what's known as accomplice liability, that they acted together for purposes of causing the death of mr. nichols. but there is a statute on the books called criminally
