steven jiang joins me live from beijing. , the video is horrifying showing this plane falling from the sky. what is the latest on the investigation? when might we know more about the cause of this? >> reporter: rosemary, dozens of investigators arriving at the scene facing this daunting task of trying to locate, identify and collect all of the pieces of debris from this fallen aircraft scattered across this mountain side. obviously their most important, urgent task remains to be trying to find the plane's two so-called black boxes, flight data recorder and cockpit recorder which could hold crucial information about how this plane behaved and what was said during the final moments before the deadly crash. now obviously as you mentioned before the plane is a boeing jet, there's already a u.s. team assembled led by the investigator from the national transportation safety board. the engine maker and the federal aviation administration, it's not clear right now if and when this u.s. team will be allowed to come here to china. that

cnn's steven jiang is joining us with more.down as well as the covid testing underway which i believe is pretty massive here? >> reporter: isa, the situation in shanghai has become so dire local officials a few hours ago apologized for being ill prepared for the surge of covid infe infections. this kind of mea culpa came after for days they denied there would be a city wide lockdown and there was a flawed lockdown and enforcement. then when thousands of people started testing positive, they were crammed into haste stilly built makeshift isolation facilities with crowded facilities and little medical care being provided on site. we have seen elterrelly citizens being left to fend for themselves in a city that boasts the oldest population among all major chinese cities and the growing number of patients seeking medical attention for non-covid causes by hospitals being closed leading to at least two tragic deaths that have now been acknowledged by local officials. all of this is painting the picture and it's triggering serious deb

and cnn's beijing bureau chief steven jiang joins me now to talk more on this. t to see you, steven. it is a massive undertaking, isn't it? more than 25 million residents to be tested in just a matter of days. is this the most efficient way for authorities to do this? >> rosemary, you know, this follows days of confusion and chaos both on the streets and online about what they would do to shanghai, which is experiencing its biggest surge of covid cases since the pandemic began. remember, for days city officials denied they would impose a citywide lockdown with police even launching investigations against the so-called rumor mongers about the city's imminent closure. when you look at the number, 16,000 cases since march, that's obviously a huge deal for china. and with even suspicion about this number being underreported. but when you dive a bit deeper, the overwhelming majority of these cases have been asymptomatic. that means most of them would not require hospital care. that's why up till this point shanghai had really prided itself on its less disruptive appro
