joining us tonight to talk about it, bryan stevenson. the founder and executive director of the alabama-based equal justice initiative which has won major challenges to unfair sentencing as well as for those on death row. he's a macarthur genius, harvard law. his new book will be out in october. professor at nyu. >> i'm delighted to be here. >> thank you for your work. first of all. let me judgment in and make of the most time we have with a direct and forthright we. what is wrong with for-prove prisons? everything in america these days seems to be moving in the direction of privatization. what's wrong with for-profit prisons? >> i think it is corrupt in our criminal justice system. our incentive ought to be to keep people out of jail and prison. it is not a good thing we have the highest rate of incarceration in the world. 25% of the world is incarcerated population. that's being fueled by things that has nothing to do with crime. it has nothing to do with public safety. and i think at the top of that list is this -- economic incentive

ktvu's david stevenson has more. >> reporter: this is a tangled case that reflects the tangled publicreporter: a story about sewer lines and the san francisco city attorney's office. >> to see corruption was shocking. >> reporter: she spent 20 years in the office. she says city attorney demoted and fired her in january after she discovered the city paid out $10 million since 2002 to repair privily owned homeowner sewer lines. >> some of the claims were inflated in suspicious ways and none of the claims should have been paid. >> reporter: she alleges two former co-workers might have received kick backs. they said these are baseless allegations from a disgruntled former employee. we are confident they will be vindicated when the case is agicated. they sparred over who bears responsibility for sidewalk trees and the damage they cause. the owner of one company under crouteny said he -- scrutiny said he performed work at a lower price. >> because we were much cheaper. >> she filed a claim for her old job and back pay. >> shut down the investigation. and i am calling for someone else to com

ktvu's david stevenson broke the story this afternoon and is here now to tell us the professor resigned before he was charged. david? >> reporter: frank, the investigation began late last year and tonight the professor is facing charges and students here are reeling. >> he taught accounting from 2006 till last friday. today he is facing charges for taping students in the bath room of his san francisco apartment. >> creepy. >> he should be punished for violating students. >> the investigation began last november. prosecutors say he would host students at his home and a male student discovered a surveillance camera in the bath room. >> the camera was pointed in a way when people were using the facility it would be pointed at their gentles. >> reporter: the district attorney says it took time to try to identify the 15 people seen in the footage. >> very disturbing because of the relationship. you have someone that has the trust of the students. >> he was booked wednesday and released on $100,000 bond. we were unable to reach him. his web page was taken down this afternoon. officials told u

rebecca stevenson, what can we expect when we walk out the door? >> more and more humid.right now we're watching thunderstorms stop to wrap up in spots. we have got monsoon season on track. spinning showers and thunderstorms into the four corners and into the rockies for the last several days. that's going to continue into monday. what we're watching is a line of thunderstorms, and several tornadoes have been spotted in central iowa tonight. this line is along a front bringing heavier rain now into michigan. this is going to be tracking a little further to the south, little further to the east tonight. these thunderstorms slowly losing steam but then picking up again tomorrow. we're going to see another round of potential severe weather once again in parts of illinois and into iowa as well where we don't need more rain because we've got the mississippi rifer river in s two feet below the record flood stage and that was in illinois. keithsburg. we have video of that flooding. lot of damage from the water coming down so quickly. it was anywhere from 1 to two and a half inch

david stevenson ktvu news. >>> sales of rifles are down.ppear as worried as they were last year about new federal gun restrictions going into effect. gun maker smith and wesson say sales of guns remain strong up 13% in june from the previous year. >>> the community college board of governors in california is implementing changes in priority enrollment rules starting this fall. it's all part of an effort to increase students success rate. >> unfortunately most of the students who come to us are not prepared to college which means they have to take remedial english or math or both. the over all completion rate is 48%. we want to get that up. >> reporter: historically california community colleges have given priority for class enrollment to students who have the most units. but under new rules, the priority will go to students who have fewer than 100 units. board members say the idea is to get students to be more focused when choosing their classes. the new system will also offer priority enrollment to low income and disabled students. >> prev

ktvu's david stevenson is in san francisco where he just got an update on what happened. david? >> reporter: frank. police tell us they got the call at 1:45 p.m. and it began with a man who stole a truck in the mission district. we believe it to be this red truck. he drove into this yard in san francisco and then spotted near a shed that houses items that have been confiscated near homeless camps. a supervisor told him to leave and the man then hot wired one of their trucks and attempted to run over that supervisor. the supervisor wasn't injured but the suspect rammed three other trucks and a gate escaping from the yard. he ditched the vehicle but returned to try to take another truck. that is when police showed up. they resisted arrest and may be booked on attempted murder and stolen vehicle charges. a spokes woman moments ago described the damage to me here. $100,000, including the vehicles that we mentioned, the shed and a gate as well. unusual circumstance to happen here, closed on the 4th of july. within the last 5 minutes we received pictures showing the damage and we are

rebecca stevenson joins us. we are talking about the rain. most don't like the rain, but this is encouraging news. the only problem is we are really not going to get much rain. we are going to get to rain that is coming, it will be in thunder storms, it will bring lightening strikes bringing in wild fears. this is exactly why we have several of the fears in washington, oregon and idaho. last weekend we had a lot of dry lightening role through and begin the fears. as we look at what is happening on the satellite and raddy and notice showers and thunder storms, that's impacting parts of southern oregon. we have several wildfires, a total of 30 large fire incidents across the united states. the bulk are in oregon and in washington. washington state's largest fear is getting next-door the historical criteria. the last time we had a fire, it is approaching one in 1902. it was a mass ifire. it compears the square mileage. 372 square miles, and then you look at the city of los angeles, it doesn't look far away. from the seize of the city. just to gi
