new york and new jersey demonstrated when we stood together as one after we were ravaged by superstorm sandy last fall. sandy was the worst natural disaster to hit our region in 75 years. in new york alone, it was almost $33 billion in overall damage. more than 300,000 damaged homes, more than two million residents were without power, that is larger population of 15 states and over $300,000 in damage to hospitals and health facilities. this can go and an own. hrough the suffering and anguish, lesser people would have given up or worse, turned against one another or looked out for only themselves. that was not the spirit of new york or new jersey. not only did we refuse to give in but communities came together. police officer, firefighters, e.m.t.'s, voluntary associates displayed uncommon bravery and concern. political and government leaders in new york and new jersey worked across party lines and state boundaries for the greater good. as you follow politics today, you know that is not the norm in our country. this unity proves to be essential. for the first time in recent history, congress

as the president starts to speak. >>> the red cross raised $303 million, for the victims of superstorm sandy. seven months later 110 million still unspent. that is because the red cross says it is holding on to money to deal with unforeseen needs of sandy victims. but there are critics, however, who say there is really plenty of need for that money right now. you might remember the red cross changed how it raises money. it no longer pools the money that it raises. it keeps different relief funds separate. >>> and they were supposed to be basking in the sun, right, in the bahamas right now? instead, passengers on board the royal caribbean "grandeur of the sea" arriving in baltimore with rain earlier in the day on chartered flights. the cruise was canceled after a fire broke out on the ship early. this happened early yesterday morning. now the ship is being moved to dry dock for repairs. that's happening this afternoon. and one passenger describes what it was like, the chaotic moments as the trouble first began. >> the first thing i thought was the boat could have been sinking, because when we

we went through this as it relates to superstorm sandy and it was highly problematic. you know, the federal congressional response to disasters have got to be three things. they've got to be swift, they've got to be compassionate, and they've got to be thorough. and as it relates to superstorm sandy the federal government was a day late and a dollar short. in fact, congress was 78 days late and $50 billion short. that was unfortunate. it set us back. and it was because of the offset discussion that we weren't able to move forward on a more expedited basis. we're all hopeful here in the congress and certainly on the democratic side of the aisle to make sure that as it relates to this disaster we can get the relief necessary to the people in oklahoma as swiftly and as thoroughly as possible to help them get through initially the recovery phase but then of course the rebuilding after the humanitarian issues have been dealt with. >> steve, you track this stuff. do you agree with the congressman? you're shaking your head a little bit. >> i don't agree that the delay had any

there was a fight over the aid to superstorm sandy. you told $50 aid package an "all you can eat buffet." do you think we need to take another look at how we get this financial aid to these places that are in trouble? >> i really do, bob. it disproportionately hits the more populous states the way we do it. the economic damage indicator, the way it's calculated. so a large state like new jersey or new york is disadvantaged under the system that we have today. then we ought to have priorities about how we fund it instead of borrowing the money and we ought to make sure the money is actually for the emergency at hand not for four or five years later and not allow bills to be loaded up with things that have nothing to do with the emergency at hand. >> schieffer: well, what is it that needs to change? >> the way we calculate damage, one. under the law it's only supposed to be when the local resources are overwhelmed. oklahoma, i think, received over 21 different disaster declarations last year where, in fact, some of those we were overwhel

it's coming too late for a lot of people. >> reporter: superstorm sandy didn't claim any lives here in long beach, but it affected nearly every one of the 35,000 residents. quarter of the population is still displaced, and businesses are still shuddered, as memorial day marks the beginning of the summer tourist season. the city has been famous for its boardwalk and its surfing. the iconic boardwalk is being rebuilt and the waves are still breaking, but luke hamlet, who has run the long beach surf shot for 32 years says the town still feels empty. >> there's still a little weird feeling going on in town. people are rebuilding still. people are waiting for insurance money, for sba money. >> reporter: in hamlet's case insurance didn't cover his losses from flooding and the government programs didn't do much to help him reopen his doors. what mattered in the end was his own sweat equity. >> we spent five months demoing everything down to the brick, down to the original ceilings, down to the floors, and then we just put it back together, just my family and kids that work with me. along beac
